BOROUGH OF SEVEN FIELDS COUNCIL MEETING August 26+,2024 Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers of the Seven Fields Borough Municipal Office at 2200 Garden Drive, Seven Fields, PA 16046. ROLL CALL: Present: Council President Kimberly Regan-Koch, Council Vice President Servello, Council Member Morgan Hardesty, via phone conference, Mayor Dean Galitsis, Manager Thomas B. Smith, Engineer John Balewski, Treasurer Elaine Comunale, and Solicitor Megan Turnbull, Esq. Absent: Council Member Lou Borghi and Council Member Jeffrey Smouse Council President Regan-Koch began the meeting with the Pledge of Allegiance. Public Participation None Approval of Council Meeting Minutes for July gt,2024 Upon a motion made by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes of the July 8th, 2024, Council Meeting Minutes as presented. Northern Regional Police Department Monthly Report Sergeant Blough from the Northern Regional Police Department, presented the July report to Borough Council, noting there were 481 total calls, 10 citations, 9 warnings, and 6 commercial vehicle inspections. Treasurer's Report Treasurer Comunale referred Borough Council to the Accounts Payable List for July 2024. The General Fund total of $250,922.89 and Capital Reserve of $440,941.51 was reported. After review and upon a motion made by Council Vice President Servello and a second made by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved the July Accounts Payables List. BOROUGH OF SEVEN FIELDS COUNCIL MEETING August 26+,2024 Fund Balances as of7-8-2024 General Fund Road Fund Liquid Fuels Total All Funds $1,518,247 $144,848 $217,179 $362,027 Available for Operating and/or Capital Expenses $1,316,113 Legal Issues Solicitor Turnbull noted there were no pending legal issues at this time. Planning Issues Engineer Balewski updated Borough Council on the Highpointe Drive paving project, noting that the work should be completed by the end of this week. Engineer Balewski requested Borough Council's authorization to apply for the Green Light Go Grant for 2025. The grant program is designed to improve the efficiency and operation of existing traffic signals. Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved submitting the Green Light Go Grant Application. DCED Local Share Account Grant for Seven Fields Town Park Pool Renovations Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council authorized payment in the amount of $44,605 to Shiloh Industrial for the completed renovations at the Town Park Swimming Pool. Seven Fields Town Park Pool Electrical RenovationslUpgrades Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council authorized payment in the amount of $4,750 to Brown Oaks Electric for Pentair LED pool lights and GFCI breakers for the new pool pumps. 2 BOROUGH OF SEVEN FIELDS COUNCIL MEETING August 26th,2024 Resolution No. 2024-21 Southwestern Butler County EMS Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, thei following was resolved: RESOLVED: Borough Council approved Resolution No. 2024-21, participating in the intergovernmenta project entitled the Southwestern Butler County EMS Alliance Alternatives funding analysis between municipalities, EMS providers and County of Butler. Dorchester Stormwater Drainage Pipe Repair Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved payment to W.M. Aiken int the amount of $7,287.50 to remove and replace the damaged 15" stormwater drainage pipe on Dorchester Drive. Seven Fields Public Works Department Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council accepted the resignation of Shawn Hildebrand as Public Works/Water Department Supervisor.
