Jackson Elaine Kern Item No. 1. Call meeting to order. Mayor Sheffy called the meeting to order at 6:30 p.m. fiscal year for the City ofI Dimmitt, Texas. Item No.3. Hear public comments. Mayor Sheffy notedt there were noj public comments. August 5,2024 special meeting called. Item No. 2. Public hearing regarding the proposed tax rate of $0.5180/S100.00 for the 2024/2025 Ther mayor and council members discussed the proposed tax rate and there were noj public comments. Item No. 4. Consider and approve the minutes oft the. July 15,2024 regular-called meeting and the Mayor Sheffy indicated that the council members hadp previously received and reviewed the minutes from July 15,20241 regular called meeting and August 5,2024 special calledi meeting. Council member Steve Buckley made ar motion to approve the minutes from July 15,2024 regular meeting and August 5,2024. special meeting. Council member Chad Okamoto seconded. Thei motion was voted on and passed Mayor Sheffy, Council Member, and Cityl Manager Daniel. Jackson discussed the finances. Mayor Sheffy reported everythingi is going well. Mr.. Jackson reports the bank depository agreement with First United Bank willl be expiring September 30,2024.) Mr. Jackson explained tot the mayor and council members he submitted1 to the newspaper fort the next two Thursday an (RFP) Request for Proposals ont the bank Item No. 6. Discuss and consider action to approve an ordinance amending the revenues and expenditures for the support oft the City ofI Dimmitt for the fiscal year beginning October 1,2024 and Mayor Sheffy called on City Manager) Daniel Jackson. Mr.. Jackson explained this ordinance ist required to amend the budget. Mr.. Jackson said hel has sent the budget amendment ordinance to the City Attorney and hel has approved. Mr.. Jackson said the city's revenue isi increasing $117,200.00 for the general fund. Utility fund excess revenue is $400,459.00." The majority oft that is the block grant revenue for the well. Mr.. Jackson spoke abouta a previous discussion on doing a street project at Western Circle. Utility Supervisor Tony Rios wanted to wait until spring or summer, wheni iti is hotter weather for the asphalt to stick better. Mr. Jackson and Chief Tony Martinez did not get the amount they wère looking for on a trade inf for thet two police tahoes, sol Mr. Jackson saidt they woulds sell elsewhere. Mr. Jackson reported that since wea are holding off ont the street project, this amendment would move $145,000.00 from parkst tot the police capital outlay and we can pay offt the pickups this budget year. Next is the Utility fund. Mr. Jackson said we wouldi move $13,000.00 from sanitation andl landfill over to the water capital outlay to cover the expense for the well. Mr.. Jackson reports ift the budget amendment ordinance is approved, the general fund revenue would be 87.95% and the general fund expense would be 81.55%; Utility fund would be at 83.97% onr revenue and 82.26% on expense. Council member Chad Okamoto made the motion to approve the ordinance amending revenue and expenditures. Council member Dwayne Espinosa unanimously. Item No. 5. Discuss and consider action to approve a resolution of the City Council of the City of Dimmitt, Texas approvinga a negotiated settlement between the executive committee of cities served by the Atmos West Texas ("CITIES") and Atmos Energy Corp., West Texas Division ofr regarding the company's 2024 rate review mechanism filing; Declaring existing rate to be unreasonable; Adopting tariffs that reflect rate adjustments consistent with the negotiated settlement; Finding the rates to be set by the attached settlement tariffs to be just and reasonable and in public interest; Approving an attachment regarding establishing a benchmark for pensions and retiree medical benefits; Approving an attachment regarding amortization of regulatory liability; Requiring the company to reimburse cities' reasonable ratemaking expenses; Determining that this resolution was passed in accordance with the requirements of The Open Meeting Act; Adopting a savings clause; Declaring an effective date; And requiring delivery of this Mayor Sheffy called on City Manager Daniel Jackson reported thisi isa settlement that was reached between the Atmos West Texas (Cities) and Atmos Energy and there will be ani increase. The amount will not bea big increase and Mayor Sheffy reported this will be across the board. Council members Steve Buckley made a motion to approve the resolution oft the City Council of the City of Dimmitt. Council member Dwayne Espinosa seconded the motion. The motion was voted on and passed unanimously. Item No.8. Discuss and consider actiont to approve amending thel Dimmitt Police Department's) Policy Manual by adding Section 27-Medical and! Psychological Examination ofal Licensee. Mayor Sheffy called on Chief Tony Martinez to explain the action. Chief Martinez reported the Texas Commission on Law Enforcement is mandating this policy and thati iti is to ensure officers are fit for duty andt tor makes sure allo officers are psychologically fittod do thej job. Mayor Scott Sheffy reconvened the open meeting at 7:36 p.m. Council member Steve Buckley made a motion to approve changing the City Secretary position from salaried (Exempt) to hourly (Non-Exempt) and to approve the discussed pay increases for all city employees.
