The current windows in this structure are metal frame crank out windows that are not suitable as required egress windows from sleeping quarters nor are they efficient enough for energy requirements. Description: U. S. Army Gunboat Picket Summary Builti in 1845 in New York City, the iron hull barge John F.Winslow was used on the Hudson River until 1861. At that time the Philadelphia Screw Propeller Company rebuilt it as a steam tug 129 feet long and 17 feet wide with a wood hull encasing the iron hull and the installation of steam machinery and a screw propeller. Briefly named Philadelphia, it was purchased immediately by the War Department in December 1861 for use in the fleet being formed for the Burnside Expedition's invasion of North Carolina. Under its new name Picket, General Burnside chose the gunboat for his headquarters ship, and it led the fleet into. Hatteras Inlet and was in the forefront of the fleet at the battles of Roanoke Island on 7-8 8 February and New Bern on 13-1 14 March. Stationed with the naval contingent at Washington, North Carolina on 6 September 1862, Picket was destroyed in action by accidental explosion of its magazine during a raid by Confederates. Post Deposition Disturbance Within days after the destruction of Picket on 6 September 1862 the guns had been salvaged and it was reported that the engine and boilers could likely be recovered. In June 1863 a New York wrecking schooner Mary Frances on naval contract recovery work spent three weeks in Washington with divers and hydraulic equipment and raised Picket. The vessel was moved a short distance into shoal water and the machinery and propeller removed. The hull was sO badly damaged from the magazine explosion that it was apparently left in place on the waterfront. (The New Era (Washington) 25 June 1863) There was no further record of disturbance to the site until the 1970s when it was discovered by sport divers who recovered artifacts that were turned over to the North Carolina Underwater Archaeology Branch. (Shipwreck Site Form: Picket, 0002TRR) Site Discovery and Archaeological Description Although an underwater archaeologist had seen the wreck as early as 1970, it was not until six years later that sport divers brought it to the attention of the North Carolina Underwater Archaeology Branch. In September 1976 state divers and sport divers conducted a test excavation, mapped exposed remains, and recovered diagnostic artifacts that included-Civil War era percussion carbines, bayonets, and minie bullets (Photo 1). The wreck is lying 300 yards upstream from the Tar River highway bridge, parallel to Civil War obstructions and perpendicular to the channel. The site is on the south side of the channel at the foot of South Church Street. The wreck rests on a sand bottom in depths that vary from 3 feet at the stern to 18 feet at the bow. The flared bow extends about 15 feet into the channel and rises 8 feet from the cutwater. On the port side the gunnel can be followed about 15 feet to the edge of the - channel and on the starboard side the hull can be followed about 100 to 120 feet before it disappears into the shoal. On the starboard side are a series of chain plates to support a mast or cargo boom. The NPS Form 10-900-a. The beam measured 18 feet. Other diagnostic artifacts recovered in September 1976 were leather cartridge pouches with oval brass U. S. stamped plates, stoneware and ironstone ceramic shards, and fittings for a1 12-pound Dahlgren boat howitzer gun carriage. Subsequent archaeological worki in the summer of 1984 uncovered the shaft hole at the base of the stern, which confirmed that the vessel had been a screw propeller steamer (Figure 1). The next year excavations at the bow revealed the iron hull within a wooden hull that confirmed that the wreck was that of the iron-hull barge John F. Winslow that had been converted to the U. S. Army Gunboat Picket in 1861. (Shipwreck Site Form: Picket, 0002TRR) Historical Description John F. Winslow was enrolled in Troy, New York on 8. April 1845 and described as a 115-ton iron- hull barge 98 feet 8 inches long, 17 feet 10 inches wide, and with 7 feet depth of hold. It had one deck and a round stern. It was built by Henry T. Dunham at the Archimedes Iron Works in New York City. Late in 1861 shallow-draft vessels were rapidly acquired by the United States government for employment in the Burnside Expedition to North Carolina. Winslow was converted from a barge to a steam propeller tug for the Philadelphia Steam Propeller Company. It was enrolled on 20 December 1861 as a two-masted, 160-ton vessel 129.6 feet long, 17.6-foot beam, and 7.3-foot depth of hold. Three days later ity was sold to the War Department, renamed Picket, and armed with a 30-pound Parrot rifle and two 12-pound howitzers. Winslow, and Winslow is the only extant example of an iron hull commercial river barge. The barge Winslow plied the waters of the Hudson River for twenty years. Historical Significance Following the seizure of Hatteras Inlet, North Carolina in late. August 1861, Major General George B. McClellan and Brigadier General Ambrose E. Burnside developed a plan to expand the Union foothold into a full-scale invasion and occupation of eastern North Carolina. Burnside's tasks were to raise a coastal division of up to 15,000 troops and with naval cooperation to acquire a fleet of warships and transports to carry this force to North Carolina. By October Burnside's agents were purchasing a variety of shallow-draft sailing vessels and commercial steamboats for supply and transport ships and Among the many craft found in New York was the steam tug Philadelphia, which had originally been launched in 1845 as the 115-ton iron hull barge John F. Winslow. Winslow was built at the. Archimedes Iron Works in New York City and served as a commercial barge on the Hudson River until the Civil War. An early extant iron-hull vessel, Winslow was in 1861 converted to a screw-propeller steam power and lengthened by being enclosed in a wooden hull. It was enrolled on 20 December as a 160-ton, 129.6- foot-long steam tug. On 23 December it was sold to the War Department and subsequently armed with a 30-pound Parrott rifle and two 12-pound howitzers. It was commissioned as U. S. Army gunboat By January 1862 Burnside had accumulated for the army a "motley fleet" of 58 vessels, including 9 steam gunboats, 51 floating batteries, 12 steam transports, 23 schooners, 4 barks, 4 ships, and a brig. The army gun crews were organized into a unit known as the Marine Artillery. Mounting 60 guns, the 20 U.S. Navy gunboats, most converted from commercial ferryboats and steamers, furnished the heavy firepower for the expedition. Flag Officer Lewis M. Goldsborough commanded the combined army and navy fleet, and Burnside commanded the more than 13,000 troops. Commander Stephen C. Rowan held command of the naval flotilla, and Commander Samuel F. The fleet not only weathered a gale at Cape Hatteras but was then pounded by two weeks of foul weather off Hatteras Inlet. Although there were mâny groundings and some collisions, only three ships were lost in the storms. Picket led the way through the treacherous inlet on 13 January, but it was not until 4 February that all of the battered fleet had anchored inside the On-5 February the naval gunboats led the great flotilla, the largest assemblage of ships ever to sail the North Carolina sounds, north across Pamlico Sound toward Roanoke Island, the Confederate bastion that protected the Albemarle Sound region and the back door to Norfolk, Virginia. Delayed a day by. fog, on 7 February the Union gunboats joined by Picket and four other army gunboats, took position near the Confederate Fort Bartow and opened fire in mid-morning, maintaining a furious bombardment all day. By mid-afternoon Burnside ordered the troops to land at Ashby's Harbor on the southwest coast. of Roanoke Island. Picket and USS Delaware furnished covering fire for the landing, dispersing rebel troops concealed in the woods. By midnight nearly all of the Union troops were ashore. The next day Union soldiers advanced on the Confederate earthworks in the center of the island and took the position by flanking attaçks and a frontal assault. This fortification uncovered the rear of the Confederate shore batteries, and the demoralized rebels surrendered. Burnside singled out Picket and its captain, Thomas P.Ives, in his battle report for covering the landing of the troops. On 10 February Picket was sent with troops to reconnoiter the Confederate headquarters at Nags Head, where they found the base When on 13 March Burnside ordered an advance on New Bern, the key to the Confederate defense of Pamlico Sound, Picket was again detached to the naval gunboats that covered the landing at Slocum's Creek on the Neuse River. On 14 March the Union advance smashed through the Confederate earthworks on the south side of the river, and by the end of the day New Bern was By June 1862 Picket was stationed at Washington on the Pamlico-Tar River to support the Union garrison. Several times in the summer Picket supported foraging and reconnaissance movements upriver with covering fire. On 6 September Picket and USS Louisiana were anchored on the waterfront at Washington when a Confederate cavalry and infantry raid surprised the garrison (Figure 3). At4:30 in the morning about 1,000 rebels appeared out of a fog and penetrated to the river. Louisiana went to quarters in a hail of rifle fire but soon beat back the Confederates by shells, grape, and solid shot. Picket fired a round and then disappeared in a terrific explosion, apparently from an accident in the magazine. Picket's captain, Sylvester D. Nicoll, and 19 crewmen were killed, and six were wounded. Louisiana continued to cover the garrison, which rallied and drove the Confederates out of town in over inlet. The Picket Site is located on a shoal in the Tar River. The vessel's longitudinal axis is oriented in a north/south direction, perpendicular to the river channel, and the bow extends into the channel. The overall length of the shipwreck is 125 feet and the breadth is 18 feet. The shipwreck was subjected to a magazine explosion when it sank and salvage efforts shortly thereafter. Divers investigating the shipwreck have located associated artifacts, including coal, wood fragments, çeramic fragments, eating utensils, and brass plates marked "US"a at a distance 110 feet downstream and 80 feet upstream of the main hull. The 250- foot-diameter boundary will encompass the main hull as well as the areas upstream and downstream of the site where divers have located related artifacts. He talked about some oft the: scenarios they are looking at and how each building would be used or affected by them. He stated that the house isi ing good condition and he thought that the gas station could be salvaged. Mr. Stephenson invited members of the Commission to tour the property and see the condition of the properties up close. Cheri Vaughn stated that it makes her sad toi think about the buildings coming down. Mr. Stephenson stated that there is noj joyi in it but its either do: something now with the property or let it continue to fall down. He stated that nothing has happened for a really long time for a reason and the longer it goes the worse it willl be. He stated that it is not smart for the property or the downtown area fort the buildings to remain in the condition they are currently in and ultimately fall down. He stated that he hoped this request would escalate more conversations. He stated that they can enjoy looking ati it like iti is or they can get proactive and develop a strategy. He stated that he doesn't want to be thel bad guy that tears the buildings down, they want something good to happen there and pushing forward he felt this was the best stepi in that direction. Mr. Stephenson: stated that they want to spend money wisely and have a plan. He explained that they do plan on cleaning up the property. The Chairman opened the floor. Dee Congleton came forward and was sworn in. She stated that this will forever change the look of the historic landscape of Washington. She stated that coming over the bridge into town this is one of the main areas that people look at. She explained that it is areas like this that entice people to move to Washington. She asked the Commission to deny the removal ofa all four of the structures. She stated that her concerns werei if they allowed removal of part oft the property, then down the road all the structures will be demolished. She stated that the house and the service station could be part ofa bigger complex. She stated that the Mill is probably in very bad: shape, but they do need too consider the historic landscape. She agreed that they do not need to let the property fall down, but they also do not need to destroy the beautiful foot print they have. 4 Dennis Grilling came forward and was sworn in. He stated that he and his wife had recently moved back to Washington. He: stated that once he moved back he noticed that some structures that he remembered were no longer standing. He stated that hei is really interested in maintaining the historic integrity of Washington. He stated that he understands that the Mill is in very bad shape and understands that it may not be salvable. He stated that he felt the service station would make a wonderful welcome center or small museum. He stated that he would really like to see it retained and the house is such al beautiful historic home that he would like to: see it preserved as well. He stated that Washington has already lost sO many structures and he doesn'twant to see the list of demolished buildings grow. He asked the Commission to try and preserve the Doris Moate came forward and was sworn in. She stated that she grew upi in Washington and she could remember how the waterfront looked coming across the bridge before Stewart Parkway was built. She said even then the Mill property was not in very good shape and that was al long time ago. She does understand what people mean when they talk about the structure beingi iconic to' Washington, but they all must realize there are times and places and things that have to be done to move forward. She stated that it has been: sitting there and deteriorating fori many years. Ms. Moate stated that she would hate to see itgo, but shè does understand that int the end it may have to be take down in order to provide something positive for the area tol bey put there. She explained that even: though the view would be different she did not have any objections to removing the mill, but would like to see the house and the service station preserved. She recommended that before the Commission made any decision they should physically go out and look at the property to see the condition oft the buildings. She stated that the Commission does need to remember the uniqueness of these buildings and how sad it would be to remove the service station and the house.
