Alter andi introduce fenestrations Please review the Historic Preservation Commission Design Guidelines, Chapter 3.4 Windows and Doors, 3.8 Upper Facades, 3.9 Rear Elevations, 3.10 Architectural Details, and 3.13 Safety and Accessibility: 3.4.3 Ifr replacement of a window or door unit is necessary, the new unit should be replaced to match the original in size, scale, material, detail, pane and/or panel configurations. 3.4.11 Introduction of new window and door openings into the principal elevations ofa structure is not recommended. Staff stated that this is a new plan and waves from the existing approval. After this plan is approved then the plan would be considered under Minor' Works. Kathleen Couch asked weret there any renderings or details on the railing and around the windows. Mr. Smith. stated that the details were included in the package. The trim and railings are: similar to the existing homes ini Moss Kathleen Couch asked what is the difference from the rendering being presented and the existing renderings. Mr. Smith responded that this plan is very similar to the Wisteria Plan which has already been approved. Karen Mann commented that most oft the homes Lot #29 within Moss Landing. Landing. in Moss Landing are 11 % story dwellings. The Chairman opened the floor for questions. Kathleen Couch reminded the Commission that Mr. Fortesque was asked to bring more detail drawings concerning areas around the windows and railings. For the record Ms. Couch believes that the Commission needs more information. Colleen wanted clarification concerning the detailing. Ms. Couch responded that the Commission required that Mr. Fortesque return to. July meeting with more detail drawings concerning the railings and trim on the homes that he was proposed to build. Concerning the drawings that have been: submitted for Lot #29, Moss Landing only states that the trim will be similar to the existing dwellings at Moss Landing and should the Commission consider Moss Landing to come back to present more details concerning the railings and trim? Ms. Knight rebutted asking if Ms. Couch is asking ift the submission is not in congruence with the Design Guidelines? Ms. Couch responded that she does not know ift the drawings are in congruence due to the lack detail drawings. Ms. Couch then asked the question; If the Commission. should consider this due to ruling with Mr. Fortesque int the. June meeting or if the Commission is in the understanding that thet trim will be similar to what Moss Landing has built in the past. Mr. Dail responded, Fencing would abut together and grading would be completed to prevent any pedestrian to enter between both fences. Cherri Vaughn asked if the black railing would butt up against the chain link fence and Kathleen confirmed that the existing chain link fence was staying. All was confirmed by Mr. Dail. Scot Craigie asked for the reason for not completing the entire fenceing with the blue railing. Realtors will let potential owners aware that they are purchasing ina a regulated area. In: some cases, a small pamphlet will be placed in the closing documents. But this can be over looked very easily. Karen Mann made the comment that if therei is a home owners association, the buyer is aware of the restrictions and regulations. Ms. Mann asked whyi is the Historic District Design Guidelines not handled in the same manner. Staff said that the realtors should make the d. Colleen Knight asked if the Historic Preservation Commission was still going forward with Facebook. Staff responded yes. Currently the City ofWashington does not have a policy regarding social media. Until the City Council as adopted a Social Medical Policy Facebook willl be on hold. a. Historic Commissions are required to be implementing Landmark Designations. By having Landmark Designations, it canj provide tax deferrals for property owners upt to 50%. This would have to be discussed with City Council fort them to decide what regulations the Council would want to implement. Some towns have included interiors into the regulations. Tax deferrals would need to include the interior and sometimes it becomes too much of at tax deferral, so it will be up to the Council on how much they want to allow and what type of regulations. For example, ifa homeowner wanted al Landmark Designation, the homeowner would have to come before the Historic Preservation Commission for approval on any changes to thei interior of the home. Kathleen Couch confirmed ifal homeowner meets the requirements the Commission would grant the Landmark Designation. This was confirmed by staff. buyers aware oft these regulations. 3. Landmark Designations 4. Updating Design Guidelines a. Has been previously discussed. Conversation - Increasing Lot Size Requirements a. Kathleen Couch and Staff have previously discussed concerning increasing the lot size requirements within the Historic District. Ms. Couch's concern started withi the property that was purchased by Mr: Fortesque. The property was originally one lot that had one home on the corner lot. Then zoning was changed to allow 41 to 51 homes, but has decided to build three homes. Mr. Fortesque thought that 5 was to many homes. Itis Ms. Couch's concernsi if the house on the opposite corner would be demolished (looking as a demolition by neglect) and 41 to! 5 homes would be placed on the lot and then another large home was to demolished then the Historic District would havea total different look. What is the recommendation for the City to move ahead Staff commented B1H and the residential Historic District is primarily full. In order to create new homes then existing homes would have to be demolished. This would be demolishing the existing historic homes to make roomi for new construction. The best that the Commission could do is to delay for 1 year then the owner could place numerous homes on the lot. Would the and to maintain the integrity oft the Historic District? 5 Revised:. July 17, 2019 Commission want to go before the planning board to request that the minimum lot size be increased to deter demolishing of historic homes. By doing this the owner would not be able toj place as many homes on one lot. Scarlett Boutchyard asked would the new construction guidelines for the historic district address the restrictions on new construction in the historic district. Staffresponded by as the Design Guidelines only limit howi far back or how fari forward a home can be built in relation to the existing homes but no the amount. This is set by the planning board. There are setbacks for between each house. But in B1H there are: zero setbacks. Staff asked the Commission ift this was something that the Commission would like to go before the planning board to present? Kathleen Couch wanted to know what the process make this a regulation. Staff will look into the process Ms. Karen Night commented that the planning board allowed Mr. Fortesque lot to be subdivided. The lots were divided 31-feet x: 100-feet. Thisisa comparison to Moss Landing. How would the Historic District look ifa all oft the Lots on 2nd street are: smaller than lots on Main Street. These lots have been grandfather in on previous decisions. The Commission approved 325 Harvey street to be demolished, the house is considered. substandard. Ifthe owners want to rebuild on the existing lot the owners would have to rebuild in the exact same foot print that is existing. If the owner does not build within one year then the property will become green space and the owners will not be able to rebuild on the existing property. A substandard: house is based ont the zone oft the property. (BH1 = Business Housing Zoning) Which has no setbacks in the zoning regulations and zero lot lines. In the Design Guidelines (at the front) there is a mapi that shows the different zoningi in the Historic District. This is so that small business can be run in the existing homes. Kathleen Couch suggested thati the Commission set up a meeting with the City Council.
