The project includes application for federal and state tax credits. The current roof on the building is made of standing seam overlapping metal panels. The roof is rusting, has deteriorated, and is leaking (see photos). The proposal is to replace the roof with a new membrane roof made of EPDM Membrane Mule-Hide 60 mil. (see attached Product Data Sheet) Insulation underlayment will be installed under the membrane roofing in order to provide insulation, a vapor barrier, and avoid disturbance of trusses and ceiling of the second floor. Opening of the meeting The Chairman called the meeting to order. Invocation Ar moment of silence was taken. III. Roll Call A silent roll call was taken by staff. IV. Old Business 1. Ar request has been made by Ms. Patty Franz for a Certificate of Appropriateness to elevate the structure and remove the chimney on the property located at 613 Old Ms. Patty Franz came forward and was sworn in. Ms. Franz: stated that the question from last month was should she bring in fill orj just go with the 4ft piers. Ms. Franz explained that bringing in dirt will cost her $4,000 and willl be al burden on her. She stated that it is even more of a burden since her business is not up and running and this decision is being pushed back. She stated that she is afraid that ifs she doesn't get approval and a building permit, things could get bad for her. She stated that she would like to get the request approved whether she has to spend the extra money or not. Mark Everett asked if Ms. Franz had any additional discussions with. John' Wood from the State Historic Office. Ms. Franz stated that she has not. She did email him a number of Second Street. times, but has not received additional information. 1 A member of the audience came forward. She asked about the stability of bringing in dirt first and then constructing the piers. She asked ifini the event ofa a large amount of water like they had during the hurricane would the dirt then) just become mud. She asked how stable that option is fora al house int the event ofa another flood. Mark Everett stated that he couldn'ta answer that question from a geo-tect stand point, but generally when you provide filli it has to be suitable material and compaction has tol be achieved so that it is stable. The Chairman closed the floor. Rebecca Clark: stated that again she didn't have a problem with Ms. Franz using the 4ft pylons. She stated that she felt they would have the same issues if they brought in fill dirt. Ms. Clark stated that they would still have 4-foot pylons and just be covering them with dirt. Kathleen Couch stated that she believed the benefit of using the dirt ist to cover the pylons sO that it does not appear to be on piers. Ms. Couch stated that the whole reason why the State Office recommended 21 ftoff filli is so that the house is consistent. Ms. Couch asked if. John Wood from the State Office recommended: 2ft of fill and asked ifs staff had gotten confirmation on that. Emily Rebert stated that she did not have any recommendation from that Office in writing. Ms. Clark stated that someone will not know if there is dirt or pylons under the house due to the screening. William Kenner stated that once Ms. Franz puts up the lattice you will notl be able to see anything. William Kenner then spoke about the elevations oft the surrounding houses. He stated that the house across from this one has 5foot of brick and every house in that area is raised up 4 or 5ft. Rebecca Clark:s statèd that the flood in this area is not going to stop: and this is an issue that isn't going away. She stated that they needed to do what they can to keep the house standing when the next flood comes through and she didn't feel dirt would matter. William Kenner stated that with the way the water goes out there will be al lot of erosion oft that dirt. Kathleen Couch stated that she thought those would. be questions for an engineer. Kathleen Couch stated that the Commission must look at following the guidelines. She stated that the Commission would be amending a guideline for one homeowner. She stated that the purpose oft the dirt is to hide the piers sO that the house doesn'ta appear tol be raised. Ms. Couch stated that ify you look at the house that she wants to copy at 513 E2nd Street, you can see that the house is on piers and it has lattice underneath. She stated that she felt the question oft the fill dirt was to mediate that appearance. Rebecca Clark asked what it would look like if dirt was brought in. Kathleen Couch stated that she believed the dirti is landscaped up/graded out sO there is not an appearance of the big elevation of piers and lattice. William Kenner asked if the dirt would protrude out from under the house sO there is a gradual slope or will itj just be sitting under the house. Emily Rebert explained that the dirt would be graded out from the house. Mark Everett clarified that the Commission is discussing the option of2fto of dirt/filland then 21 ft of piers. Karen Mann: stated that with this option the house would only have to be elevated 21 ft piers from the new lot. Cheri Vaughn asked if the piers would remain 41 ft. Ms. Franz stated that the piers will remain 41 ft no matter what, the house has to be raised 4ft. She explained that FEMAis 2 requiring her to go 4 ft which is above the BFE. She stated that basically she is being asked to: spend al large amount of money to cover the 4 ft piers with 21 ftof graded fill. She stated that there will be 4 ft piers, but 21 ft will be covered by dirt. The Commission questioned whether it would. be 41 ft piers or 21 fto of fill and then 2 ft piers. Karen Mann stated that it seemed like another question for an engineer. Rebecca Clark stated that you can'tj just put a house on new ground, every house has to have support. Ms. Franz stated that the dirt is only for esthetics. Karen Mann asked if Ms. Franz had spoken to John Wood again. Ms. Franz stated that she has contacted him a number of times and as of November 29th he stated that they still do not have any guidance. Ms. Franz stated that she did ask where in the bylaws that it states that 2ft of visible piers are okay but 4 ft of piers are not. She stated that iti is her understanding thati it is really. just a matter of opinion from the preservation society on whether that is acceptable or not. William Kenner pointed out that the house across the street is already elevated 4 or51 ft., SO if the house in question is elevated 41 fti it would: still blend into the neighborhood. Mr. Franz stated that the house inf front of her has piers on the deck that are almost 5ft tall. Ms. Franz asked the Commission to keep in mind that she is the only house on Old 2nd Street, the houses across from her are the backs of the houses that face 2nd Street. Ms. Franz stated that she really needed to gett the request approved because the house is falling apart. The Commission discussed the chimney. Mark Everett said that it was his recollection that they didn't have a problem with the chimney request at the previous meeting. He stated that the issue wasi ift the raising oft the house would deem it a non- contributing structure. Karen Mann stated that it was her recollection that Mr. Wood recommended. grading the lot 2 fta and raising the house up on 21 ft piers fora a total of4 ft. John Rodman explained that the Commission should be careful when granting a motion for something that the applicant didn't request. He stated that Ms. Franz is requesting the use of41 ft piers and the Commission can either grant or deny that request. He stated that with that motion they are approving something completely different from the request and what was advertised. The Commission discussed a similar case they had on Short Drive and: stated that conditions were placed on that request to elevate. Emily Rebert explained that the Storks request was approved with the condition that they work with the State Historic Preservation Office to keep it contributing. Cheri Vaughn amended her previous motion and changed the conditions to the following: that the application work with the State Historic Preservation Office on the elevation to keep the house a contributing structure. William Kenner seconded the motion. The motion carried with a majority 4-1 vote. Rebecca Clark voted in opposition. 2. Arequest has been made by Mr. Fred Read fora a Certificate of Appropriateness to elevate the structure on the property located at 516 East Second Street. Mr. Fred. Read came forward and was sworn in. Mr. Read stated that one oft the issues with his request was also the fill dirt. Mark Everett explained that the Commission received Mr. Read's elevation certificate last minutes at the previous meeting and there were some questions as to how high the house needed to be raised. Mr. Read explained that per the Cityl Inspector, Allen Pittman, the house only needs to be raised 3 feet and his previous drawing was for 4%ft. Mr. Read agreed that fill dirt would be an engineer question. Mr. Read then showed his neighbor's home along with others that are elevated in the area. He stated that he didn't feel the elevation detracts from those homes. Mr. Read then spoke about how close his house is to the neighboring home. He stated that he couldn'ti imagine bringing in fill dirt on the property. He stated that he is William Kenner also spoke about the house's close proximity to the neighbor's! house and the issues bringing in fill dirt would cause. Mark Everett asked about the estimate that Mr. Read: submitted. He asked if the estimate was just to elevate the house or ifit flexible and will gladly work with the Commission. 4 included bringing in dirt. Mr. Read stated that the estimate was only for thei internal piers, it did not include the façade or any service hook ups. The estimate is only for the elevation and didn'tinclude fill dirt. Mr. Dintino stated that he is Mr. Read's direct neighbor and he was concerned about how bringing in fill dirt would affect his property along with others surrounding the property in question. Mr. Dintino stated that if2ft of fill dirti is brought in, he will have issues on his property during heavy rains. Mr. Dintino stated that he already has issues with flooding and he too will be requesting to elevate his house in the near future. He stated that he hoped the Commission would grant the request to elevate the house without the fill dirt option. Mr. Dintino then asked about the purpose or reason of the fill dirt. Mark Everett stated that it was his understanding that it was consistent with the guidelines that fall under The Department ofl Interior Standards. Ms. Rebert stated that Mr. Everett was correct. She stated that the issue is addressed in the Commission's Guideline Chapter 6.2.5: A relocated building must be compatible with the surrounding structures ini its architectural style, height, scale, size and orientation. She explained that when looking down the streetscape you: shouldn't see a wave of different house heights. Mr. Dintino stated that the City already has that to a certain degree down 2nd Street and the different elevations do not detract from the appearance of the districti in his opinion. He again talked about the added drainage and flooding issues he willl have if fill dirt is brought on top of the issues he already has with water on his property. Mr. Dintino stated that since this house is a non-contributing structure it may not even be contributing structure. an issue. The Chairman closed the floor. Rebecca Clark stated that the Commission needs to hold this structure to a different standard since it isal non-contributing structure. Rebecca Clark: stated that she didn't think fill dirt would work on this property. She stated that she didn't have a problem with him raising the house and not using fill dirt. Kathleen Couch stated that shei felt that the: standards that the Commission applies to the Historic District is uniform, whether iti is a contributing or non-contributing structure, unless there are extenuating circumstances for one verse the other. Kathleen Couch: stated that the structure being non-contributing is really not the issue, iti is whether iti is adhering to the standards because in time any structure can become contributing. She stated that if the Commission is going to divert from the standards, they need to specify the reason for diverting from the standards. Karen Clark asked whyi in their guidelines would it clearly differentiate between contributing and non-contrbuting ift the Commission was not supposed to look at them differently and look at a non-contributing structure with more leniency. Ms. Clark stated that the fact is that this house is a non-contributing structure today and she felt it should be looked at differently. Ms. Clark then stated that just because al house is old doesn't mean it has historical value. Kathleen Couch stated that 5 even new homes have to be held to a standard and be approved byt the Commission because they are in the historic district and has the potential of be a contributing structure. Kathleen Couch stated that was the reason why the guidelines are for the entire historic district not guidelines for contributing structures. Rebecca Clark stated that she disagreed with that opinion and stated that she felt they should look at them different. Cheri Vaughn stated that she agreed that there can be a little more leniency with non-contributing structures, but the guidelines also need to be followed. Ms. Vaughn stated that ini this case if fill dirti is brought in the water is just going to run into the very close neighbor's yard. She stated that she felt this would be the extenuating circumstance to allow him to elevate withj justt the piers and not fill dirt, along with the fact that this house is extremely close to the neighboring property. Karen Mann stated that she is concerned about this because like Mr. Dintino stated there will be more people coming before the Commission with this type of request. She stated that the Commission needs to have a good reason as to why they are averting from the guidelines. Ms. Mann stated that to bel honest even if the house was raised sixf feet all the houses would have still flooded because the River flooded. She stated that one house being elevated al little higher that the other will not necessarily make someone else's house flood. William Kenner stated that the houses in the that area are already elevated especially the new construction. He stated that this willl be an issue that will Rebecca Clark made the following motion: Imove that the Historic Preservation Commission grant a Certificate of Appropriateness to Mr. Fred Read to elevation the dwelling on the property located at 516 East Second Street. Kathleen Couch and Karen Mann voted in opposition. Mark Everett stated that it would be great if they could get. John Wood from the State Historic Preservation Office to come and give them feed back about this type of situation. He stated that in at flood prone town like Washington thei issue is not going to go away, it is going to continue to be an issue. Mr. Everett stated that just int the time he has been in Washington the severity and frequency oft these storms seem to be getting greater over time. Mr. Everett stated that he would love for them to look at this issue and find al better way to deal with it as they move forward. He stated that they will continue to receive these types of applications especially after a storm event. Mr. Everett stated that it would be helpful to have some clarification from John Wood as to what the decision oft the Department of Interior Standards is when looking at this type ofr request and how should a Community look at this issue when the floodingi is not going to go away. He stated that it can become an equity issue when looking at lot lengths and sizes. Resolution to Amend Historic Preservation Commission Rules and Regulations John Rodman came forward and presented the Resolution to the Commission. He explained that each Board has rules and regulations that they must follow. He stated that when the rules for the HPC were written it only allows the Chairman to vote int the event of a tie. Mr. Rodman stated that they do not want to get in a situation where only four members oft the Commission are present, including the Chairman, andi they do not have a voting quorum. He stated that they would like to amend the rules and regulations to allow the Chairman to vote on all matters that come before the Commission. Rebecca Clark asked how the other board and committees operate. Mr. Rodman stated that all the other board allow the Chairman to vote and this amendment would be consistent with the other boards. Kathleen Couch made a motion to accept the Resolution to Amend the Rules of Procedure for the Historic Preservation Commission to allow the Chairman to vote on all matters that come before the Commission. Cheri Vaughn seconded the motion. The motion carried with an majority vote with Rebecca Clark voting in opposition. VII.
