The Manager's Office Emily Rebert explained that they are at the end of the 90-day window, sO the Commission needed to make a decision on the request. Arequest has been made by Beaufort County for a Certificate of Appropriateness: to: a.) Remove three chimney stacks and the terracotta parapet flashing on the property located at 132 North Market Street. b.) Remove the remaining terracotta parapet Les Woolard, Beaufort County Maintenance Coordinator, came forward and was sworn in. Mr. Woolard explained the request and spoke about the condition of the chimneys and the terracotta parapet on the roofs oft the buildings. He stated that the chimneys are nonfunctional andi the plan is to demo the chimneys two courses below the roof deck and capi it off with as steal plate and then go over that with a membrane. He explained that they would like to remove the existing terracotta copping cap. He discussed the photos that were provided to the Commission. Mr. Woolard stated that once they remove the terracotta along the edge all they would see isa a3t to 4-inch fascia, painted aluminum. He explained that they had already done this to the back: side of the flashing on the property located at 111 West Second Street. 2 annex building. Mr. Woolard stated that they have repaired the terracotta in the past as best they could. He stated that the deterioration is now causing moisture problems and water is seeping into the walls of the structure. He stated that the brick in the chimneys are deteriorating and causing a moisture problem as well. He stated that they would like to have the least amount of roof penetrations they can and that is some reason they would like to remove the chimneys. Mr. Mark Everett asked ift they had any photos showing the moisture damage. Mr. Woolard stated that he did not have any pictures of that. Kathleen Couch asked whent thei terracotta on the rear was removed. Mr. Woolard stated that he wasn'tsure the date, but the request did go before the Commission and they did receive approval the remove it. Cheri Vaughn asked ifit was possible to replace the brick on the chimneys. She stated that removing the chimneys does go against the guidelines. Mr. Woolard stated that the brick could be replaced, but economically feasible wise being that the chimneys dor not work they felt it would be best to remove them. Mr. Woolard stated thati iti is possible to repair anything, but the question isi ifiti is economically feasible to do SO. Kathleen Couch asked if the flashing could be repaired. Mr. Woolard stated that they have tried to do that in the past. Mark Everett asked if it was possible to replace the terracotta with like materials. Mr. Woolard stated that it would be possible. Geraldine Mckinley asked if the bricks int the chimneys were flaking. Mr. Woolard explained that the brick is flaking and the moisture is getting through the brick, not the flashing. He stated that they have repeatedly repointed and touched up the brick and mortar. He explained that they have done everything they can to keep up the buildings, but sometimes it comes to a point that they can't be repaired. He stated that they feel the request is the best solution for the situation. Karen Mann stated that the application stated that there was separation and asked if that was in reference to the chimneys or thei terracotta. Mr. Woolard stated Christina Smith, Beaufort County Public Works Director, came forward and was sworn in. She stated that the engineer who is working on this roofing project is present as well ift the Commission had more detailed questions. Ms. Smith explained the complications that would not allow them to go back with the same terracotta and whyi it would be very difficult to find materials to match that terracotta. She stated that currently there is not terracotta flashing on all sides of that building. Ms. Smith stated that the three chimneys they are requesting to remove are on the rear portion of the building, not the front that you face when standing on Market Street. She explained that the profile of the building would remain the same. She stated that the chimneys are located in the center of the building andl because of the location of that building it is very difficult to Kevin Birch, REI Engineers, came forward and was sworn in. He spoke specifically about the chimneys and the terracotta. He talked about the poor shape of thel brick and mortar on the chimneys. He stated that the chimneys are on the verge of collapsing. He stated that it would be a complete was of money to try and fixt the chimneys and spoke about his concerns about rebuilding the chimneys. He stated that he didn't think they that both are separating and allowing water to seep in. see those chimneys. 3 would ever find brick to match the existing. He stated that the terracotta is a very old roof material that youj just don't see any more. Mr. Birch explained the method of roof that they do now and keep the terracotta would not worki in that process. Geraldine McKinley stated that she has great sympathy over the chimney issue. She stated that chimneys are deteriorating all over town because they used river sand to construct them, but that material is not good for making brick. She stated that they have al life of about 100 years, so there are al lot of deteriorating chimneys and brick in the district. She stated that her own chimney collapsed int the attic and it is leaning outside. She stated that they are very dangerous and iti is al big issue. Emily Rebert stated that the buildings are considered Contributing structures. Cheri Vaughn stated that they try to stick to the guidelines in every case and having old homes or having these old buildings in the district cost money to keep up. She said that they should hold this case to the same standards that they do with the homeowners that go before them. She stated that the guidelines stated to replace like with like. Karen Mann pointed out that it does state "when economically feasible" so they should consider that as well. Mark Everett stated that he would like to see more pictures showing the condition and damage. He stated since they are being asked to look at something doesn't comply with the guidelines he would like to see more pictures to give them al better understanding on the existing conditions. Cheri' Vaughn stated that if they are considering the feasibility of the cost, it would be nice to see the cost if they did replace the materials with like materials. Kathleen Couch stated that she would also like to see photos of the Christina Smith stated that she has al lot of concerns with replacing materials with like materials. She stated that she can go back and look but she was not exactly sure what type of estimate they can get or if they can find brick to match the existing. She stated that she is not very optimistic about what they can bring back but if that is the Commission'sv wishes then they will work on it. She stated that the County is very respectful of the buildings and have done al lot to keep up the buildings. She stated that there is no way to use/repair what is there now, they will have to go and try to find terracotta to match. Ms. Smith explained that there is no terracotta on the front oft the building and they received permission the replace that previously, they are just talking about the side and the rear now. Karen Mann stated that with the location of the chimneys she didn't not see them as being as important, but the terracotta detail is relevant. The Commission discussed the fact that a section of the building had already be approved and the terracotta was removed. Kathleen Couch stated that the terracotta may need to be removed and they may approve it but she did not feel comfortable making that decision with the information they had been provided. She stated that if they provided photos of the damage then at least they have a record that damage on the interior of the buildings. substantiates their request. 4 Kathleen Couch made a motion to differ the requests for 30 days in order for the applicant to provide photos and further documentation showing the deterioration/damage to those areas. Mr. Pollock explained that the lot has quite a bite of an elevation drop from front to back sO they will be placing a stone sitting wall on the front Water Street side and then place ai fence behind that wall. Emily Rebert explained that the City code requires atl least a! 5-foot-high fence around the pool. Cheri Vaughn asked about the landscaping. Mr. Collins stated that they planned to use native plants and also stay with landscaping that is currently in Moss Landing now. Based on the elevation, Mr. Everett stated that the fence would not appear to be! 5ft high from Water Street. Mr. Pollock stated that the fence would probably appear to be more like a4-foot fence from the street. He stated that the fence would actually set back behind the front of Mr. Collins' house.
