Starting with itema, that they would like to elevate the structure due tot the flooding that they incurred with Hurricane Florence and try to mitigate that from happening again. He stated that theyl have taken the time to consult with the State Historic Office andi the office stated that the plan Mr. Dintino has was in line withi the historic guidelines and they felt it would be acceptable. Karen Mann asked ift the level that the house will be raised would be similar to the height of the house across the street. Mr. Dintino stated that the height would be similar to Mr. Stone's house across the way and probably just a little lower than Ms. Schneider's house at 323 E2nd Street. Karen Mann asked if he planned to do any grading. William Kennera asked how Mr. Dintino planned to accommodate the extra height of the stairway. Mr. Dintino stated that he will: still be able to do stairs without encroaching on the sidewalk. He stated that there is currently a pad on the stairway and he willl have to end up using half oft that pad, but he will still have a 2ft clearance between the sidewalk and the steps. William Kenner stated that this willl be an issue the Commission will come across in thet further with elevation requests. The Commission discussed the issue. Emily Rebert explained that in this case Mr. Dintino is congruous and it is nota problem. She stated that the problem comes when you have stairs down to al landing and then disburse out on the: sides. She stated that they willl have to address this when ap property comes before them, but that is not the situation in this case. Mr. Dintino stated that the windows int the house now are wood cased double paned windows with grids imbedded in the glass and since this is al back section, he is open to matching the rest oft thel house or any guidance from the Commission. Mark Everett stated that in his research he found that louvered shutters were: appropriate fori that time period. William Kenner asked about the materials and Mr. Dintino stated that he would use wood shutters. Mr. Kenner then asked if whiling working ont the house if he had seen anyi indication that shutters were ont the house in the past ori if he had any photographs showing shutters on the house. Mr. Dintino stated that he has not seen any evidence of shutters on the house. Karen Mann stated that as long as they went with as shutter appropriate for the time period, like al louvered shutter, she didn't have a problem with it. Other Business Emily Rebert stated that back in November of 2018 the City of Washington came before the Commission to discuss replacing the clear clerestory windows at the Civic Center. She explained that as of right nowi they pulled the application because they are leaning towards using a wooden replacement window. She stated that replacing with a wooden window would be a minor works, but the City would still like to have input from the Commission. The City would like to know if the Commission supports the wooden replacement windows or would they like the application to come before them with the alternative option which was aluminum. Mark Everett stated that his recollection of the discussion was thati the Commission would generally prefer like materials, which would mean wooden windows, but given the height and the difficulty maintaining those windows the question was did it make more: sense, particularly when using tax payer's money, to allow the City to use an alternative material that would enhance the longevity and reduce maintenance. He stated that he can only speak as one member of the Commission, but while the preference would probably be wood, he personally is willing to show some flexibility on that. Mr. Everett stated that the windows are noty visible from the ground and it will be an ongoing maintenance issue. The Commission discussed the initial request of the aluminum frame window and some oft the issues that came up with that request. Emily Rebert stated that the aluminum replacement windows were not congruous with the Historic Preservation Guidelines. Colleen Knight stated that the windows are pretty significant toi the overall architecture and the look of the building. Emily Rebert stated that both companies did offera 16-year warranty whether they went with the aluminum or the wooden window. Mark Everett explained that the City isj justl looking for some guidance or preference from the Commission to go on record. Hes stated that the Council is going to consider this item at their next meeting and asked the members for their guidance. Colleen Knight stated that it isn't fair for the Commission to hold the Cityt to a different standard than they doi individuals. William Kenner stated that the Commission is not suppose to consider the cost ofa a project when 7 making their decisions. He stated that they are only suppose to consider if the request is following the design guidelines. Colleen Knight stated that the Commission would not allow al home owner to replace their wooden windows with aluminum. Emily Rebert stated that currently the windows are just glass wedged between two pieces of wood. She explained that Double Hung would be constructing a wooden window with the double pane of glass. Karen Mann stated that her preference would bei for1 the City to back with a wooden window because she felt like you can always tell when a wooden window is replaced with an alternate material in al historic structure. Karen Mann stated that the City has bucket trucks that should be: able to access those windows better than a private resident could get to their own windows. Ms. Mann stated that the Civic Center is a very visible and: significant structure in the district. Mark Everett stated that its sounded like the Commission's preference would be supporting the wooden replacement windows.
