He stated that they would like to demolish the house and rebuild a new house on the lot. Mr. Edwards stated that they planned to use a lot of the materials that are salvageable from the old house on the construction of the new house. He explained that some of the items on the: second floor of the house are in pretty good shape SO they would like to reuse those items. Rebecca Clark asked if Mr. Edwards was the owner. Mr. Edwards stated that he was not the current owner, but he is representing Ms. Collie. He stated that if the request is granted he will be taking possession of the property. Ms. Clark asked ifa an inspection or survey had been done on the property. Mr. Edwards stated that hel had been in the property andi inspected it. Ms. Clark asked for Mr. Edwards credentials. Mr. Edwards stated that he runs his own Construction business and is currently involved in a number of projects ini the historic district. Ms. Clark asked if anyone knew how long the house had been vacant. Emily Rebert stated that the house has been vacant since the 70s or 80s. Ms. Rebert explained this is an heir property and gave: some history on the ownership of the property. She stated that Ms. Collie is currently not financially able to fix the house. Ms. Rebert stated that they had looked into other options for the house and even contacted Preservation North Carolina. Ms. Rebert stated that Preservation North Carolina was not interested in taking on the property. Rebecca Clark asked ift the City had done a survey of the property. Ms. Rebert stated that they had not. Ms. Clark: stated that the property does look horrible, but she does know of3 30 or 4 properties that were condemned in the historic district and are now show places. She stated that ift the property is dangerous and the roof is falling in, she would understand demolishing it. She stated that she knows iti isal lot of money and work to fix al house like this, but she has a problem with the Commission allowing another house in the district to be tore down. Ms. Clark also stated that she did not feel the house they planned tol build after the demolition was appropriate for the area. Mr. Edwards explained that the floor system int the house is completely rotted out and the cost to fix the house is not economically feasible. Mr. Edwards stated that if something is not done the house will eventually be torn down any way. Ms. Clark asked if the property was currently condemned. Emily Rebert stated that it is not condemned but it is one oft the Demolition by Neglect properties. Mr. Rebert then explained why Preservation NC was noti interested in the property. She stated that they would never receive a return investment on the house because oft the extensive cost it takes to fixi it, and with all the houses they already! have it was not: a project they could take on. Mark Everett talkèd about what the fate ofi the house would be ifthis request is not granted. Cheri Vaugh asked ifa cost to repair the house was submitted. Emily Rebert stated that it was not. Kathleen Couch asked if PNC1 felt the house could be saved. Emily Rebert stated that they did not. Rebecca Clark: stated that the house is definitely inhabitable in its current state, but could be fixed. William Kenner asked questions about the new house design. Tony stated that they haven't gotten far with the design of the new house. He explained that this design was recommended to him and it is very similar to al house already located in that area. He 2 stated that initially they had drawn a design fora a 2-story house very: similar to the one there now. But, with cost and resale they decided that it would not bet feasible. Mr. Edwards stated that he wanted to get approval for the demolition before het took responsibility of the property. He stated that once he has ownership oft the property and get closer to building the new: structure he will come back to the Commission with detailed plans for the new house. The Chairman opened the floor. Betsy Cain of 302 E2nd Street came forward and was sworn in. She stated that she was very concerned about the possible demolition of around historic structure. She stated. that she has lived in the area 7 months and within that time she has seen three houses int the district come down and she is very concerned about that. She stated that she would like to see the rate of demolition go down. Ms. Cain spoke about the responsibility as property owners to keep up the homes in the district. And discussed the root cause of properties falling into disrepair. Ms. Cain stated that she was also concerned about compatibility. She stated thati is a new home is built on the property then she hoped it would be compatible with the: surrounding structures. William Kenner explained that per state regulations the Commission can not denya a demolition, they can only delayi it for 365. He stated that the City has been very acti in Dee Congleton came forward and was sworn in. She stated that it is sO sad that people wait so long to do something about properties like this. She explained that two years ago when: she went into this house it was still very much fixable. She then talked about houses int the district that were ini the same shape, but have been saved. She stated that the number of houses that have been torn since the 50s is appalling. Mayor Mac Daniels came forward an gave a brief history of the property and the ownership. He stated that the house has been sitting there empty for the last 25/30 Doris Moate came forward and was sworn in. She stated that she is familiar with this house and the: shape that iti isi in. She stated that it appears to her that sometimes within this process that they will have to give in and have some of the structures taken down and replaced with new homes that are compatible with the district. She stated that she believed this to be the case with this house. She explained that she would not say that about all the properties in the district because she too: supports saving historic homes. She stated that there is a point with some oft these homes when iti is not feasible to put money into fixing the homes. She stated that she would recommend trying to preserve historic structures. years. that the Commission allow them to demolish this home. 3 William Kenner: stated that if they do take the house down then they will have to come back before the Commission and present the plans for thé new house for approval. He stated that this may be a way to bring up the neighborhood and the presence of a new home will help the property values on that block. He stated that iti is ai tough call because he doesn't like to: see historic homes come down, but something needs to be done there. CheriV Vaugh stated that the design guidelines do state that a landscape plan should be submitted with the application. Cheri Vaugh stated that she felt they needed more information. She stated that she would like to: see what it would actually cost to fix the home and also a plan for what exactly will go on the property ifit was demolished. Karen Mann asked Emily Rebert where the property was in the Demolish by Neglect process. Emily Rebert stated that they are in the early stage before actually entering the Demolish by Neglect because they have been trying to reach out and look at options for the property. Ms. Rebert stated that the owner is at the point of giving away the house. Karen Mann: stated that the sad thing is if you drive through this section of the district there are al lot of homes in the same shape. She: stated that there isal house down on Main that is in fairly good shape and they can not find any one to purchase it. Ms. Mann stated that ift the Commission does delay the demolition fora a year she hoped someone would take the house and: savei if, but she felt there was a slim chance of that happening. She stated that there is a person present who wants to do something with the property. She explained that it was very concerning that no one has lived in the house for 301 to! 50 years. Ms. Mann stated that no one is on the Commission because they want to see houses torn down. Robert Sands came forward and was sworni in. Mr. Sands stated that he would like to see the Demolition by Neglect used to address these homes sooner: sO that they will not get to this condition. He stated that he did walk through the house and iti is infested with bats and spoke more about the condition. He stated that the Commission needs to Mr. Kenner stated that thisi is something the neighborhood needs. Ifa new home is built or the current home is repaired then maybe others in the area will start putting more effort into their homes. Mark Everett stated that in the last two years there has been a much more proactive effect with the Demolition by Neglect ordinance and they should continue to look ati it. He stated that no one isi in a place to put $200,000ina home worth $150,00 hypothetically speaking, it has to be economically feasible. Mr. Everett stated that they do have someone present who wants take it down, but who also want to put something on the lot that will be economically productive ini its place and add value to the tax base. Rebecca Clark stated that the Commission did notl have a survey of the property. She stated that maybe it does need to be demolished, but they have not received concrete evidence supporting that. Ms. Clark stated that maybe a survey from a professional would come back saying that the structure is ready to fall down, but they need: something stating that. She stated that homes can look terrible and bei ina awful shape but still be brought back to life. Ms. Clark stated that the Commission needed to be very careful because this issue will come back up time and decide if they want an empty lot there or a new home. 4 time again sO the Commission needs to be stronger on their parameters of when they accept tearing down al home. Ms. Clark stated that they need a report from a professional stating the condition of the home. Colleen Knight stated that the Commission does have the option to table the request and ask for a report from a professional addressing the condition of the house. The Commission discussed this option. William Kenner addressed the burden they put on the property owner by requesting a report from a structural engineer. The Commission asked if the City Inspector would gol look at the property. Mr. Rodman stated that the Inspector could go look at the property but does not have the same qualifications as a structural engineer and a City Inspector would not give an option as to whether the house should come down or not. William Kenner stated that the Inspector could determine ift the property is deemed safe or unsafe. Rebecca Clark stated that she would like to see the precedence set thati if someone comes and asks to demolish a structure that a survey done by a profession is submitted with the application. Ms. Clark stated that she would like to see this be deferred and engineer report be submitted. Ar request has been made by Dr. Rod Silverman fora a Certificate of Appropriateness: to construct a decki int the back yard of the property located at710' West Main Street. Dr. Rod Silverman came forward and was sworn in. He explained that initially they received approval fora a sunroof. Dr. Silverman stated that he went to the City Inspections office and spoke to someone in the office who told him that he could puta porch there instead and he did. He stated that there was some confusion and he thought he had approval from the Commission, but evidently, he did not. Emily Rebert stated that the employee that Dr. Silverman spoke to is no longer employed with the City of Washington. Dr. Silverman stated that he hired a designer who drew upa a plan adding landscaping to hid the deck in the rear of the house. He stated that the front of the house has been repaired in accordance with the historic guidelines. Dr.Silverman stated that the landscaping will screen the wire railing that staff was concerned about. William Kenner stated that he previously requested the wiring railing on his deck and was denied by the Commission. Dr. Silverman stated that the wiring railing was done by his designer and he didn'teven know until it was put up. Dr. Silverman stated that only as small portion oft the deck is visible from the street. Cheri Vaugh asked if Dr. Silverman would be opposed to removing the wire railing and putting in something else. He: stated that he preferred not to because it was pretty expensive. He stated that once the landscaping is put in the deck and railing will not be seen from the street. The Chairman opened the floor. Chris Collier came forward and spoke int favor of the request. Emily Rebert stated that Scott Campbell could not attend the meeting but did send an email stating that he did support the request. Kathleen The Commission discussed the balcony. Mr. Edwards stated that they would like to change a window into a door and explained the construction of the balcony. He: stated that they can use wood railing similar to the railing on the front oft the house. Mark Everett asked how the applicant would feel about the Commission deferring the request and asking for an actual elevation drawing oft the balcony. Mr. Edwards asked for approval with the condition that elevation drawing will be submitted. William Kenner asked for drawings sO that the Commission could see where the balcony would be located and the look of the construction. He stated that they want to keep the door, but if they can not fix the door they need another option. He stated that the second option is a siding door. He stated that they plan to repair the other components of the barn with like materials. He stated that they only thing that would change on the barn is the doori if they are unable to get the current door to work. Mr. Sands stated that there is a set of double doors on the back that is not visible and they plan to close those doors in with tin. The Commission discussed the barn door request. Tree Policy Emily Rebert gave an overview of what the Tree Committee discussed at their meeting. She explained that they designing a permit application that will accompany the COA application when someone wants to remove a tree. Ms. Rebert showed and went over the permit application design. She stated that they also discussed the Commission making a formal acknowledgement that they will be requiring a landscaping plan with tree removal. This will require applicants to submit a site plan showing the tree they miss to remove and the location of the replacement tree. Ms. Rebert stated that they also discussed the time frame allowed for replacing a tree. She explained that the current 60 days may not be appropriate during certain times/seasons of the year. She stated that the Committee is considering changing that to a year. She stated that staff would go back and check all the COAS in April and following up with Applicants who have not replaced the tree. Ms. Rebert stated that they are also looking at designinga brochure for outreach, giving helpful tips and information about trees and tree replacement. 10 VII.
