She explained that they would like to put up a 3-foot wrought iron picket fence on a one-foot brick base along the back of their property on Short Drive. She stated that thei fence would be replacing a rail and post wooden fence that is rotten ati the base. She stated thaty you could probably push over the current fence with one finger. Ms. Van Dorp stated that it is about 701 feet of fencing in total. Mr. Bland stated that there is an existing dirt driveway on the property now. He explained that initially he did ask Singleton & Sons to do rock or some kind of pebble and they suggested that he go with the concrete due to the washout on the property. He explained that there isac chimney on this side of thel house and he is starting to see some damage to the chimney due to that washout, sO the contractor suggested the concrete. He stated that the driveway itself willl be 10ft wide and will start at the: sidewalk and extend back to the fence, which is about 47/481 ft. He explained that he does not want a parking pad behind it, just the request. favor. Ar request has been made by Mary Chandler for a Certificate of Appropriateness to replace the siding on the eaves oft the front porch using cement board on the property Ms. Mary Chandler came forward and was sworn in. Ms. Chandler explained that they discovered that the eaves of the front porch were covered with interior plywood and they are tattered. She stated that the carpenters wanted to put something there that William Kenner: stated that he could see whyt the eaves rotten. since the house does not have any gutters. Kathleen Couch stated that the rest of the house is wood and asked why Ms. Chandler wanted to use hardi-plank instead of wood. Ms. Couch stated that the wood siding on the rest of the house looks relatively in good shape. Ms. Chandler stated that shet thought the carpenters decided that the hardi-plank would last longer and this specific spot was in worse shape than any other area oft the house. Kathleen Couch stated that the plywood that was on the eaves wasn't meant for exterior application. Ms. Couch asked the age of the siding on the rest of the house. Ms. Chandler stated that she didn't know the age oft the wood siding on the house, she has only been there since 2016. Ms. Couch asked if some oft the work had already been done. Ms. Chandler gestured that it had. William Kenner asked ift they had to do both sides of the porch. No one came forward. William Kenner stated that he could see why the carpenter would suggest the hardi- plank because this area is exposed with the water coming off of the roof. He stated that they will rot againi if wood is used. Mr. Kenner stated that this could be a special case due to thei fact that iti is such as small amount. He stated that he wouldn'ta allow the hardi-plank ifi it was the whole house, but it is such a small portion oft the house and it does look better than the plywood that was there before. William Kenner did say that the carpenters could slide upt the boards so that they are in line with the existing siding of the house. He stated that this is an affordable solution to a problem that she will 3 continue to. see. Mark Everett stated that with the proper flashing and dripe edge she would probably not have the issue. William Kenner stated that those solutions would be another big project. Ms. Couch: stated that thet fact that the wrong wood was used at that location was probably the reason why the eaves rotted. She stated that the house was built in 1910 or: 1915 and if the sidingi is in good shape. She stated that she didn't see any reason why this certain spot would have any more exposure to rot ift the proper material was used in the first place and maintained. Rebecca Clark stated that she didn't have a problem with the request. She stated that it is such a small area and there has been a precedent set already. Ms. Clark stated that she didn'tfell replace such a small area would change any oft the historic structure itself. Karen Mann stated that she disagreed and felt that people are doing things and then make their request toi the Commission after the work has already been done. She stated that with no offense to Ms. Chandler, this is happening and it will continue to happen if they allow it. Emily Rebert explained that they went ahead and removed those trees because they were breaking up the bulkhead at the base. She explained that they were originally planted to hide the Rowing Club and they were planted to close together; they were magnolias and they were only planted a couple of feet apart. She stated that when the streetscape is done newi trees will be planted to replace those trees. She explained that with the Rowing Club building being restored to trim those trees off oft the building it Rebecca Clark made a motion to approve all the minor works.
