Jail were enveloped by the creation oft the Beaufort County Historic District during the years 1978-1979. Specific pages of this application are included as references in this report. These pages describe the Old. Jail as being constructed in two differing eras.. Firstly, the Old. Jail is described as late 19th century "triple A" office building, which faces Market Street, with an early to mid- 20th centuries addition to the back, described as a garage. Itis this "garage" that is the subject of this construction project. The Annex is described as a "Agriculture Building" constructed in the mid-20th century. The entire foot print of the Annex is included in this construction project. A photo oft the Annex isincluded ini the historic application andi isi included in this report. Noj photo of the Old. Jail was included Both structures are constructed with brick masonry walls, plastered interior walls which mostly remain on exterior walls, built up asphalt roof systems with parapets capped in whole or inj part with terra cotta coping tiles. Most oft the Annex has had the terra cotta tile removed, leaving only a small portion of the connector roofbetween the. Annex and the Library, and al lower roof at the rear entrance. The Old. This should have been. constructed with aj prefabricated corner tile. Thej poor open condition is the result. Photo 14 - Common stress fractures have resulted over time making the tiles brittle. Failed sealing of the tiles as thei incorrect mortar was used and has shrunken over time allowing moisture in the envelope. The "grape vining" of the plaster finish is from exterior moisture penetrating the wall. Photo 18- - The photo shows thei inside with plaster finish removed of an exterior wall of the Annex. The white: scale deposits visible are from moisture penetrating the wall, evaporating, and leaving mineral deposits, called efflorescence. VII. DISCUSSION AND RECOMMENDATIONS The existing conditions of the Old Jail and the Annex show structurers that have deteriorated over time, particularly to moisture intrusion. The existing chimneys of the Old. Jail and the terra cotta coping on both the Jail and Annex bear some portion of this moisture intrusion. It is my opinion that the envelope performance can best be improved. by removal of the terra cotta coping cap, which is difficult at best to maintain, as well as demolition oft the brick chimneys oft the OldJ Jail. These chimneys serve. no purpose as the interior has been remodeled andt the chimneys have been closed and covered or removed below the roof line. The chimneys as well as the coping cap create undesired flashing conditions for new roofinstallation and expose the new roof system to moisture penetrating behind the roof. The current roof design from REI Engineers for roof replacement removes this exposure, and we feel as designed, it is the best solution for At the County's request we have discussed having the chimneys and terra cotta coping repaired. These discussions have revealed that in the opinion of the masons, the chimneys will need to be torn down completely and rebuilt. Existing brick will be used where possible, but where not possible, replacement brick will need to be used and will not match existing. The existing terra cotta coping cap cannot be removed and reinstalled due toi its brittle nature and poor existing condition and would needi to bei replaced. Wel have discussed with Ludowici, in our opinion the best reputable terra cotta tile manufacturer able to provide and match the existing tile. The existing color, in our opinion, does not match any color in their standard color chart. If possible, to "match" this tile would need to be a special order and likely would Ini that the possibility that the terra cotta coping tiles and the brick chimneys will remain, below you will find our opinion of an addition to the current construction budget. The final addition1 tot the existing project would need to be developed by the contractor. The 14" DBH Maple has the main stem' "girdling" growing in to the retaining brick wall as well as the root stems being compromised by being shallow rooted due to saturated soil.The 24" DBH Maple has root stems growing in to the neighbors basement wall and what appears to be some type of pipe line. Both trees are growing in the overhead power line as well as damaging the side and roof of your neighbors house. The shallow root system in this confined space is the cause oft the poor drainage and saturated soils. Mr. Mike Renn came forward and was sworn in. Mr. Renn explained that hej just recently moved back to Washington and purchased this home in August. He explained his three request. He stated that they plan to replace the fence on the property with like materials and the 21 trees have grown around that fence. He stated that one of the 1 trees is starting to undermine the foundation of the Smith house. He explained that both trees have been trimmed back significantly and both are leaning towards the property and they would like to remove thei trees and replace them with. Japanese Maples. William Kenner asked about the location of the 14'x20' addition. Mr. Renn explained that the addition would be on the far west end of the house and everything ont the addition will match the house. She explained that the Pecks would like to remove the screens on the porch on the river side ofi the house and replace them with windows and doors ofl like material. She: stated that they are keeping the covered porch they will only remove the screen and puti in windows and doors to convert it into a sunroom. She explained that they would use the same six over one window and probably a transom to accommodate the height of the openings. Ms. Nash explained that the second thing they would like to doi is remove the windows on the East side oft the house and replace them with transoms. She stated that there are three orf four windows on that side and they are very hard to see from the street. She explained that they would remove the windows, cedar shake the wall, and then place high transoms on that side. She stated that the area willl be a closet/Dathroom area in the house and they would like more wall space for privacy but still have some natural light come in. Ms. Nash stated that if you are standing on the street it is very difficult to see that side oft the house. She stated that they plan to use the same type of transom that would be used on the river side. Cheri Vaugh stated that the house was built in 1924 and asked if there had been any additions on the house. Ms. Nash: stated that there has been a number of additions put on the house since 1924 and showed where areas of the house are additions, not original. Ms. Vaugh asked if the area where they want to put int the transoms was an addition. Geraldine McKinley stated that the problem is that they willl be removing windows. Cheri Vaugh stated that she was also concerned about the window removal. Ms. McKinley and Ms. Vaugh both stated that they didn'thave aj problem with the porch request. Geraldine McKinley stated thati it is hard because the guidelines state that filling in existing windows' is prohibited and it does specific secondary or primary elevations. William Kenner stated that this side is not visible from the street and Colleen Knight stated that they do have more leeway with secondary elevations. Karen Mann stated that there are smaller windows on the house and asked if maybe the Pecks would consider going with: a smaller window there. Ms. Nash stated that this area will be closet and they wanted the transoms above the closet space to allow some light in. She stated that putting in smaller windows would be difficult because of the length of Cheri Vaugh made the following motion. They want to put in ai total of 5 windows, 3 on top and 2at the bottom. He explained that they wanted to put in Ply Gem 400 series window that is wood on the interior and pvc on the exterior. Mr. Goltra stated that it's a solid composite material. William Kenner asked ifi the material was paintable. Mr. Goltra stated that it was and provided brochures about the window. He stated that they would like to use simulated double hung windows on the top level and true double hung on the lower level. William Kenner asked about the original style oft the windows. They promote healing for veterans. He explained that the house (Rose Haven), the barn, and the healing garden will be a part oft that mission/program. Mr. Sands talked about some oft the work that they! have already completed. He stated that they feel it is very important for David: Steckel came forward and was sworn in. He explained their request for the repair of the eaves and also the installation of the gas pack. Mr. Steckel stated that the existing eaves are in major disrepair and replacing them willl be one of the first major projects on the house they hope to start in the next couple of weeks. He stated that they would like to go with a sloped facia on the sides for two reasons: one is to repeal the water to help prevent wood rot and the second is because they have a pigeon problem and the sloped facias would help prevent rousting. He provided pictures of explains of what it would look like. Mr. Steckel stated that currently the house does not have an air conditioner, so they will be installing a unit and it would be located on the west end of the house. Mr. Steckel stated that they plan to plant shrubbery in that are to screen the gas pack. Robert Sands then came forward and explained the plans for the healing garden and the it's purpose. Mr. Stands stated that they do plan on keeping the barn int the back oft the property and explained the plans they have fort the barn.
