Commission Member, Kathleen Couch read the following statement: Madam Chair, Vice Chair, Historic preservation committee members and staff: The December meeting of the HPC was somewhat contentious and gave rise to much reflection on my part. I have served as a member of the HPC since July 2017. Like all members, I have given much time to the review of applications, examination of properties and research of the applicable design guidelines. Ihave attended workshops to further my understanding and knowledge of quasi-judicial boards, certified local governments and historic preservation. My time, like all of yours, is given This board consists of 7 members who reside in the' Washington, NC Historic District. Some are business owners within the Historic District as well. Together we are a representative group whose interest lies in "enriching the lives of current and future residents and visitors through the preservation of the rich history of Washington with attention to the changing needs of the community, which will allow it to move into the future" 1- all within the standards adopted and set forth within Historic Preservation Design Guidelines This is not an easy task. Sometimes we agree on decisions. Many times, we do not. Recently, we have debated non-contributing structures. There seemed to be differing opinions on how to handle the myriad of questions these properties present. I reached out to John Wood from the NC State Preservation Office in Greenville for assistance. His email response is attached to this letter and should be a helpful guide fori future reference. Despite our somewhat lively debate, am hopeful that we remain respectful of each other and the applicants. Unfortunately, I do not feel that the members of this commission have been afforded the same respect in return by some of the applicants and/or members oft the community. Since I began my term there has been no less than 4 occasions when applicants or members of the community have been rude, condescending, chastising, or disrespectful. This is unacceptable. There is a level of decorum that should be maintained by all. All testimony, whether from the applicant, other party or community member, is to be "competent, relevant, and substantial" 2. Opinions which are given as testimony are limited to that of experts. "This is not a popularity contest" 3. The HPCS authority is to prevent changes that would be 'incongruous with the special character of the district"4. This is a quasi-judicial standard. In several of our training sessions, the Quasi-Judicial Handbook, written by David Owens and Adam Lovelady of UNC School of VII. Other Business without remuneration. The Washington Historic Foundation would like to commend Emily Rebert for all of her hard work throughout the past years, particularly Demolition by Neglect. She worked very hard, had a lot of challenges from some members of the Community. But, the majority of the Community loved having Emily because of her concern for the residence of Washington. When she goes to Washington state she will have no problem getting employment because she will uphold the same standards that held to in' Washington. The Washington Historic Foundation hope that the City Council, City Manager and Leaders will do al lot of interviewing and select someone that can partially fill the Emily's shoes. Thank you.
