Arequest has been made by Mr. Kirt Storch for a Certificate of Appropriateness: to make the following alterations to the property located at 123 Short Drive: a. Construct an 18" brick retaining wall with 4' fence on the west property line. B. Alter the north porch. C. Jamie Dail from Dunn & Dalton came forward to represent Mr. Storch. Ms. Dail gave an overview of the project. She stated that they have talked to. John Wood at the State Historic Office and went through him to deviate some of the changes the property owner wanted to make. She stated that the main thing approved by their last COA was doing the elevation of the house which would include the brick retaining wall. She explained that it would be an 18-inch retaining wall and the idea behind it that the front street façade would stay similar to what it isa and still have the vegetation int the front with the Alter the east porch. D. Alter the south porch 1 new fence beingi in the same line as the current fence. Ms. Dail stated that they would like to remove the stairs on the north porch. She explained that this is mainly to get the parking off of the: street since there is a right-a-way right up against the house. They would like to actually park on their property and to have more room to maneuver on their property they would like to remove those stairs. Ms. Dail stated that ini talking to John Wood he agreed that was still keeping in character. She explained that the porch would be converted to a balcony and they plan to use the original rail height of the 2ft 3 inches. Moving on to the south porch she explained that the porch would stay in the same configuration. She stated that there is a stairway there currently that is new construction and they would like to reorient it towards the water and make it slightly wider. Ms. Dail stated that on that same south side they would like to install carriage style doors int the foundation to match the doors on the north: side of the house. She stated that the east porch would pretty much stay the same, but they would like to redo the windows to even out the fenestration pattern. She explained that the windows would be in like kind and one over one. Ms. Dail stated that currently the HVAC: system is ons stilts sO they would like to relocated the unit toi the roof, to get it out oft the main eye sight, and then add a screen railing around the area to minimis the visible impact. William Kenner asked if they had considered recessing in the HVAC unit SO that the railing would not ber needed. Ms. Dail explained that the porch has al hip roof to it and they are proposing to take the hip roof off and make it more of a shed roof and then the unit will be able to sit back flat. Emily Rebert stated that shel had the Building Inspection look at this and he did say that they needed to have the railing around that area. Ms. Dail stated hat they had hoped to make that railing match the original rail height, but the Inspector informed them that the railing did have to meet code at the 361 inches sO they did iti in the same style to match. Ms. Dail stated that this is kind ofa a worst-case scenario, maybe once they get with their contractor maybe it can be moved to the attic. Karen Mann asked ift the north porch would become just a covered balcony. Ms. Dail stated that it would. Ms. Mann asked it they found that the stairway was not original to the house. Ms. Dail stated that she was referring to the southside stairway when saying it was not original to the house. Ms. Dail stated that there are some elements that suggest the north railing had been replaced as well, itj just would have been an earlier replace. Inany case they would like to remove it and convert it into a railed balcony to provide a parking area for the homeowners. William Kenner asked it they planned to keep the arched gate theme anywhere else. Ms. Dail stated that would be up to the owner's option. She explained that when she spoke with them, they stated that they would like to go back with railing that is similar to what is there now, but she didn't know it that included that specific detailing or not. VI. Other Business 1. Tree Policy, Request for Amendment of the Historic Preservation Design Guidelines Emily Rebert came forward and presented the Commission with the findings of the Tree Committee. She presented a form that home owners will have to complete with their COA. She explained that home owners willl be told that a report from a licensed arborist will benefit their case. She explained that they included a website on the form that list 4 licensed arborist in the area. She stated that the Tree Committee decided that either an arborist or some kind of certified credentialed plant specialist who could speak about what it wrong with thet tree would help their case. Rebecca Clark asked ift the form would be something that staff could use to keep up with who have replaced their tree and who hasn't. Emily Rebert explained the follow up process and how staff, with this form, will be able to keep up with replanting. Rebecca Clark commended the Committee for their work. Ms. Rebert explained that the Newsletter will be sent out to members of the Historic District and will be on hand in the office to give to people and help education them on how to can for their trees. Ms. Rebert stated that the brochure will also be available in the office and will be given to homeowners requesting to remove a tree. on their property. Ms. Rebert explained the revision of the guidelines and stated that the revision will need to go to City Council for approval. The Commission discussed the consideration when a request come to them and replanting a tree on the lot is not an option. William Kenner: stated that they would have to look at those request case by case. Emily Rebert explained that ReLeaf Washington is establishing themselves, SO donating a tree to them may be an option. Rebecca Clark stated that the replacement tree does not have to go back in the exact spot, the homeowner can plant the replacement tree anywhere on the property. Ms. Rebert and the Commission then discussed appropriate trees for replacement when taking down at tree. Mark Everett then spoke about the City's proposed Streetscape Plan. He stated that he hopes the City Council will explore very carefully any recommendation by the Landscape Architect. He stated that they are professionals but they need to ask questions about the longevity of the species and its appropriateness' to the area and: space. Ms. Rebert explained that they will first see how many other CLG members will attend from other areas and then it will be open to the public. She stated that the Hackney can seat up to 30 people. Since this is primarily for training for the Commission and members of other CLG it will be available to them first.
