Borough of Coraopolis Allegheny County, Pennsylvania Regular Council Meeting via teleconference November 8, 2023 6:30P PM The Regular Meeting of the Borough of Coraopolis was called to order by Council President David Pendel. Police Chief Denbow led the gathering in the Pledge to the Flag. AF Roll Call of Members was then taken. Present Robb Cardimen Rudy Bolea Ed Pitassi George Mihalyi Gary Flasco Joe Szabat David Pendel Michael Dixon, Mayor Absent Allison Marine Mr. Pendel said Ms. Marine notified us that she is out of town for business reasons. Mr. Pendel said are there any questions from Borough Council on the Agenda? Mr. Pendel said are there any visitor requests and comments regarding these Agenda items? Being none, the meeting continued. Mr. Bolea made a motion to approve the Minutes oft the October 11, 2023, Regular Council Meeting. Mr. Pitassi seconded the motion. Motion passed by Unanimous Voice Vote. Mr. Bolea made a motion to approve the Minutes of the November 1, 2023, Regular Council Workshop Meeting. Mr. Cardimen seconded the motion. Motion passed by Unanimous Voice Vote. 1 Mr. Bolea made a motion to approve the Invoices for November 2023 int the amount of $186,031.01. Mr. Szabat seconded the motion. Yes Yes Yes Yes Yes Yes Yes Mr. Bolea made a motion to approve Change Order No. 1 (Final) for the 2023 Road Program with Youngblood decreasing Mr. Drew Null said this is al little larger than usual, about at third oft this is related to work on Neely Heights that couldn't be completed due to conflicts with the gas company. Another third is from the Authority having repairs and the remaining third is from the approximate value for base repair which isn't known until the surface is milled SO you didn't the contract amount by $164,834.14. Mr. Mihalyi seconded the motion. have to use that base per quantity this year. Motion passed by Unanimous Voice Vote. Mr. Cardimen made a motion to approve Resolution 23-411 authorizing the filing of PennDOT Multimodal Transportation Fund Program Application to request funding in the amount of $375,000.00 for Mill Street reconstruction. Mr. Pitassi seconded the motion. Motion passed by Unanimous Voice Vote. 2 Mr. Bolea made ar motion to approve partial Payment No. 2 (Final) int the amount of $12,844.92 to Independent Enterprises Inc. for the Chess Street Roadway Improvement Project. Mr. Cardimen seconded the motion. Mr. Drew Null said this has been a while coming and we needed some punchlist items cleaned up and some additional certifications from the Contractor and he continued to explain. Yes Yes Yes Yes Yes Yes Yes Mr. Pendel asked for a motion to authorize the Borough Manager to sign an Agreement with Mid-Atlantic Environmental Consultants to prepare the Asbestos Abatement Technical Specification at a cost of $4,000.00 and asked Mr. Pitassi said this originated from wanting to replace the rugs at the library and through thati it was found that there is Mr. Cardimen made a motion to authorize the Borough Manager to sign an Agreement with Mid-Atlantic Environmental Consultants to prepare the Asbestos Abatement Technical Specification at a cost of $4,000.00. Mr. McCutcheon said that is correct and he continued to explain and a discussion pursued. Montoring/Sample Analysis at a cost of $400.00 per eight-hour shifts. Mr. Bolea made a motion to authorize the Borough Manager to sign an Agreement with Mid-Atlantic Environmental Consultants to perform Project Oversite and Asbestos Particulate Background Ambient. Air Quality Monitoring/Sample Analysis at a cost of $400.00 per eight-hour shifts. Mr. Mihalyi seconded the motion. Motion passed by Unanimous' Voice Vote. Solicitor's Report Mr. Richard Start said the negotiations are continuing with the Shallenberger Parties and Ithink things are moving towards a point where we'll have something to consider. 3 Police Chief's Report Chief Denbow gave the Police Department Report for the month of October 2023. Chief Denbow said we had a very successful Halloween this year. There were a lot of kids out and many oft the residents decorated their houses and we had zero incidents caused by Halloween and he continued to explain. Fire Chief's Report Chief Spencer gave the Volunteer Fire Department report for October 2023 and said we answered 15 calls. Eight of which were mutual aid calls, two EMS assists, one motor vehicle accident, one burnt food in the Towers, three odor investigations and one CO call. Wel had a total of 148.34 hours for the VFD. Engineer's Report Mr. Drew Null directed everyone to his monthly report and said the Riverfront Park; we have some lingering punchlist items, but do not have a pay request for this evening. We did get another reimbursement request to the DCNR and we're hoping to see things completed by the end of the year in terms of grant close out and punchlist items. Mr. Null said the Phase III resolution that you authorized this evening to file al local share account grant that isano match application. A response was received from the DCNR from an application filing earlier in the year for funding on Mr. Drew Null said as discussed with Neely, we did get our survey crews here int the past week, they are looking at Mr. Drew Null said Grant Applications; the CDBG applications for structure demolitions and Riverfront Park amenities Mr. Drew Null said Street Opening Permits and directed everyone to the tracking list that has been responded to. this project, but that was not awarded and he continued to explain. waterline reconstruction in coordination with the Authority. were due and submitted this week. Mayor's Report Mayor Dixon said I want to echo the thanks to the Police and Fire Departments for their outstanding job with Halloween Mayor Dixon said lalso want to thank Public Works for all of the extra work that they have been doing for leaf cleanup. as well as every day that you serve this community and he continued to explain. Comments from the Public There were no comments from the Public. Mr. Bolea said at one time we had discussed with the County moving the elections to a central place at the high school. Mr. Cardimen said spoke with a gentleman from the Allegheny County Elections Bureau after the Primary and he reported back to me that the County Legal Department stated that the proposed location of Cornell School District did not lie in the boundaries oft the Borough of Coraopolis therefore the polling place could not be moved there. ladvised him to check with his legal department because the School District lies entirely within the Borough of Coraopolis and that is where it left off. Ido have a different contact number that/received yesterday from one of the poll workers and lam going to reach out to get this started again. He continued to explain and a discussion pursued.
