Borough of Coraopolis Allegheny County, Pennsylvania Regular Council Meeting via teleconference January 11,2023 6:30PM The Regular Meeting of the Borough of Coraopolis was called to order by Council President David Pendel. Police Chief Denbow led the gathering in the Pledge to the Flag. A Roll Call of Members was then taken. Mr. Cardimen said Iwould like to ask for a moment ofs silence for the passing ofag great Coraopolis man, Orlando Falcione. He was an educator, mayorand treasured friend and he continued to explain. Police Chief's Report Chief Denbow gave the Police Department Report for the month of December 2022. Mayor's Report Mayor Dixon said Ihave nothing to report. Fire Chief's Report Chief Spencer said for the month of December 2022, the Coraopolis Volunteer Fire Department answered 27 calls. For the year wel had 139 calls with at total of 1593.79 volunteer hours and a discussion pursued. 3 Committee Reports/Comments from Council Mr. Flasco said the year-end Financial Committee update as of December 31, 2023 is as follows; the current real estate taxes came in slightly above the budgeted amount. The delinquent real estate taxes came in: significantly! higher than Mr. Flasco said total expenditures are 1.22% over budget, but ai few! hundred thousand less than revenue received. The budget and the total revenues are $6,585,000.00 andi that includes $1.3 Mi in grant funds. Borough is financially: solid. Mr. Mihalyi said Ihave nothing this evening. Chief Spencer said we are still waiting to hear back from Bearcom Communications. Iwill call them again tomorrow, sO Mr. Cardimen said lam still working with our new Street Department Superintendent in regards to having Neely Heights looked at as far as putting a french drain in and getting rid ofs some of that water and he continued to explain. Mr. Cardimen said as far as the fire whistle blows, it has been blowing here for 60 years. We are, going to try to cut it Ms. Marine said as a reminder the Parking RFP is due this Friday. We have one in hand and verbal confirmations thata few others may be coming SO the Parking Committee will meet later this month to review them and pursue the next down, but it is what iti isa and a discussion pursued. steps. Manager's Report Mr. McCutcheon said at our Regular Meeting next month Dana Watkins is going to speak during the meeting, sO we do Mr. McCutcheon said wel have been getting complaints about Fleming Street parking, sO we are working with the Chief to possibly put no parking upt the left-hand side. He continued to explain and a discussion pursued. Mr. McCutcheon said sO far, the weather has been very cooperative and we only had that one: storm. Our short-handed not have to come early. This is on February gth and regards Black History Month. Street Department did a nice job getting the roads cleared. 4 Mr. McCutcheon said Governor Wolf announced 32 Municipalities in the State received grants to improve traffic: safety with the Red-Light Enforcement Funds. The total they are putting out is $15M andi the Borough of Coraopolis received $298,250.00 fort traffic signals and that willl be at 4th Avenue and' Watt Street and he continued to explain. Mr. Bolea said where the fire whistle is located now it does affect al lot of homeowners who live north of the tracks. Is there anyway to puti it someplace else? Comments from the Public President David Pendel said before opening the meeting to public comments Iwould like to make the following observations and direct that they may be part oft the public record. Iti is the public's right to comment at public meetings and is limited to residents oft the Borough or persons who pay taxes to the Borough and thati is why we ask each person who desires to comment to give your name and address oft the residence of property that you own in the Borough. Each person who seeks to comment is limited to three minutes and comments are limited to matters that are or may be before the Borough. Council Members are not required to answer any questions posed by the members oft the public or engage in any dialog with the comments from the public. Council Members shall not comment on matters of personnel, Daniel Hickton of 1318 Vance Avenue said can hear the fire whistle where Ilive. Mr. Hickton said before moving here I didn'trealize there where train horns are going off and that is noise pollution to me. llooked it up and there are things Mr. Hickton. said picked a napkin off of the ground in front of Snappy'sand didn't have anywhere to throw it away.
