Borough ofCoraopolis Allegheny County, Pennsylvania Council Workshop Meeting by teleconfèrence  April 5, 2023 6:30PM  The Workshop Meeting of the Borough of Coraopolis was called to order by Council President, David  Pendel.  Al Roll Call ofMembers was taken.  Present Robb Cardimen Rudy Bolea Ed Pitassi Chad Kraynyk George Mihalyi Allison Marine Gary Flasco David Pendel Michael Dixon, Mayor  Mr. Pendel asked ift there were any questions on the Agenda. Being none, the meeting continued. Mr. Pendel invited Randon Willard to discuss the CCDC's Coraopolis Second Saturdays Street Festival and Mr. Randon Willard said our Second Saturdays are scheduled for. June, July and August and in October for the Fall Festival. For the Fall Festival, we are asking for Mill Street and Pine Way to be blocked off, also the. Jailhouse lot sot that vendors can use it. We are planning a Kid's Zone area and are requesting the left side of the Gazebo Lot to form a U with Mill Street and Pine Way. He continued to explain and a  the Fall Festival street closure request.  discussion pursued.  Mr. Bolea made ai motion to allow the CCDC to use. Mill Street from Sth Avenue to 4th Avenue, Pine Alley from Mill Street to the McDonald's exit and the entire Gazebo Parking Lot for the 2nd Saturday events, Mr.  Cardimen seconded the motion. Motion Approved by Unanimous Voice Vote.  Mr. Cardimen made a motion to authorize advertising of an Ordinance to prohibit parking on the east side ofFleming Street from the southerly side ofRide. Avenue to the northern side of] Rose Avenue. Mr. Pitassi  seconded the motion.  Motion Approved by Unanimous Voice Vote.  1    Comments from Council  Mr. Flasco saidI I would like to make a suggestion to have Larry Tollis attend our Workshop Meetings. I think this would help open communications between us and the Public Works Department and he continued Mr. Flasco said I received al bid for the gazebo in the amount of$3,000.00, which is for replacement ofthe floor, painting and repairing all the wood around it and to repair and paint the three benches. We are waiting for a second bid and we' re going to have a discussion with Tom from Penn State in reference to what we' re going to do with that area. He continued to explain and a discussion pursued. Mr. Flasco said Ia also want to suggest that we move those benches out ofthere, they are in bad condition. I went to four different gazebos in the area and not one has benches inside and a discussion pursued.  to explain.  Mr. Mihalyi said can we please do something with Neely Heights?  Mr. Bolea said It think we should get some. kind ofbid for at least straightening it out somehow, it is a Mr. Cardimen said the issue is that it's stormwater and it has to be contained and put into the stormwater Mr. McCutcheon said a lot oft the cost would be stormwater. It needs two catch basins and something like a Mr. Cardimen said someone has given me al bid for one catch basin and 800 feet of pipe for $21,000.00, but after speaking with Mr. Null and Mr. Deems, we definitely need two catch basins. He continued to explain Mr. McCutcheon said it would be an. Authority project, because they will pay for the storm water line and two catch basins and ift the Borough would be willing to pay for the asphalt, he continued to explain and a Mr. Cardimen said we can talk toi Mr. Null and have it added as an Add Alternate in the paving program. There will be a one-time cost to the Borough of$152.00 with the  State and then it will no longer be required to be inspected.  3    Mr. Bolea said whose responsibility does the tree become? Mr. McCutcheon said back to Mill Street. Mr. Null said we will need a survey done on Mill Street, This is  definitely a 2024 project and he continued to explain.  Mr. McCutcheon said we. just applied for a grant with Congressman DeLuzio for lead waterline replacement and road repair of School Street and we got a message back and Mr. Null is feeling confident Mr. McCutcheon saidIinvited Mike Blair from the VFW to come to our meeting next week to present a Mr. McCutcheon said due to the mild winter we are probably going to have to pay storage charges on salt. Mr. McCutcheon said we will be receiving a pay request for Riverfront Park, it's a little over $71,500.00. We did get some grant money and I will move it over to our general fund, but have to make sure thatl I  that this may be something that we get.  check to them for the Memorial Day Parade and he continued to explain. Mr. McCutcheon said Ihave heard stuff out on social media that we' re not doing infrastructure. Ichecked the numbers and since 2014 we've done over $5M in infrastructure, over $600,000.00 in traffic signals all ofv which was, grant money, we' ve replaced vehicles, replaced the basketball court at Shelley Jones and installed ai new one at the Ridge Avenue Tot Lot and he continued to explain. Iam not going to social media and say people are misrepresenting things because that is not my job. Mr. Flasco said we have done all oft that without raising taxes and a discussion pursued.
