Borough of Coraopolis Allegheny County, Pennsylvania Regular Council Meeting via teleconference February 8, 2023 6:30PM  The Regular Meeting oft the Borough of Coraopolis was called to order by Council Vice-President Chad Kraynyk. Mr. Kraynyk said before we begin, lwould like to ask for a moment of silence for McKeesport Police Officer Sean  Sluganski who was killed in action yesterday.  Police Chief Denbow led the gathering in the Pledge to the Flag.  AI Roll Call ofN Members was then taken.  Present Robb Cardimen Rudy Bolea Ed Pitassi Chad Kraynyk George Mihalyi Allison Marine Gary Flasco David Pendel via telephone Michael Dixon, Mayor  Mr. Kraynyk asked ifthere were any questions on the Agenda. Mr. Kraynyk said are there any comments from the  public regarding Agenda Items? Being none, the meeting continued.  Mr. Kraynyk said at this time I would like to invite Carol Faulkner Williams fora a presentation of African American history. Ms. Williams said thank youf for having us here for the Annual Coraopolis Black History Program that we have been Mr. Cardimen made a motion to approve the Minutes of the. January: 11, 2022, Regular Council Meeting. Mr. Bolea  having here fory years. She continued to explain and the presentation resumed.  seçonded the motion.  Motion passed by Unanimous Voice Vote.  Mr. Bolea made a motion to approve the Minutes of the February: 1, 2023 Council Workshop Meeting. Mr. Pitassi  seconded the motion. Jones Memorial Park on Saturday, August 19, 2023 for a Gospel Explosion fundraiser for the Carole Faulkner Williams cancer support group. Mr. Pitassi seconded the motion. Mr. Flasco made a motion to authorize the Solicitor to amend Ordinance 1249 to prohibit parking on the east side of Fleming Stret from the northernly line of Ridge Avenue to the southernly line of Woodland Street. Motion passed by Unanimous' Voice Vote.  2    Solicitor's Report  Mr. Richard Start said Ihave nothing to report this evening,  Police Chief's Report  Chief Denbow gave the Police Department Report for the month of January 2023.  Chief Denbow said once again In must say make sure you lock your vehicles and keep nothing of value in your vehicles Chief Denbow said, ify you: see anything strange report it tot the Police Department immediately, do not wait a whole  and he continued to explain.  month to come to a Council Meeting to bring something up.  Chief Denbow said look out for one another and your neighbors and take care of them. lappreciate the group that you started and it was very much needed in Coraopolis and ia appreciate it whole heartedly and am: sure that Council and  everyone int this community appreciates it as well.  Fire Chief's Report  Chief Spencer said for the month of January 2023, the Coraopolis Volunteer Fire Department answered 11 calls with total man hours of 138.39. We also had work done on the fire whistle and kicked it down from three minutes and ten  seconds toj just under two minutes and he continued to explain.  Mayor's Report  Mayor Dixon said on February 26th the Steel City Chapter of DeMolay is hosting a patriots day dinner for veterans. Ifyou are a veteran and would like to get dinner for free you can rsvp to a number that I will share with everyone at the  Coraopolis Lodge at 1142 Maple Avenue Ext. in Coraopolis PA. Mayor Dixon read a proclamation pertaining the Black History Month.  Committee Reports/Comments from Council  Mr. Flasco said as of Friday, we did complete three interviews for the two open positions and have more to come.  Mr. Mihalyi said I have nothing this evening. Mr. Bolea said Ihave nothing this evening. Mr. Cardimen said have nothing this evening.  Ms. Marine said Ihave a parking update. Iwant to thank everyone on Council for a thoughtful discussion last week and she continued to explain. Ihave met with our Solicitor to align on the next steps in following the RFP process and  guidelines and want to thank Mr. Start.  3    Ms. Marine said from a communications standpoint èveryone keep an eye out for this month's Allegheny' West  Magazine fora a recap of our 2022 and 2023 grant projects.  Mr. Pitassi said I the library is busy this month with their homeschool program through February, they will have crafts, cookies and coke on February gth, the Little Explorers Children's Program, Adult reading book bags set up and the Winter Mr. Pitassi said the library was asked to have a computer session in the spring at the Coraopolis Towers, sO anyone who  Home Movie Section.  wants to get involved int that is more than welcome.  Mr. Kraynyk said it was 181 months to 2 years ago that we moved the Engineer Report to the Borough Workshop Meeting. Starting on March gth, we are going to move the Engineer Report back to the Public Meeting and he continued  to explain.  Manager's Report  Mr. McCutcheon said Allegheny County passed an ordinance for paid sick leave for part time employees. Itis Ordinance No, 15-21-OR, Section 2406-A, and if you have more than 26 employees the part time employees are, going to earn one Mr. McCutcheon said the CharWest COG has created a UCC Board and Coraopolis resident Mike Engle willl be sitting on that Board. We will have al hearing coming up: sooni for the old Coraopolis Hardware, sO we are, glad that they finally got Mr. McCutcheon said we are having phone trouble with the 264-3002 phone number. It is being worked on, but you can Mr. Kraynyk said during the Comments from Council Reports, forgot to ask Mr. Pendel if he has any comments. Mr. Pendel said Iwant to thank Dana Watkins and her group for a wonderful presentation. Comments from the Public  Vice-President Chad Kraynyk said before opening the meeting to public comments Iwould like to make the following observations and direct that they may be part of the public record. Iti is the public's right to comment at public meetings and is limited to residents oft the Borough or persons who pay taxes to the Borough and that is why we ask each person who desires to comment to give your name and address of the residence of property that you own in the Borough. Each person who seeks to comment is limited to three minutes and comments are limited to matters that are or may be before the Borough. Council Members are not required to answer any questions posed by the members oft the public or engage in any dialog with the comments oft the public. Council Members shall not comment on matters of personnel,  discipline or any legal matter.  4    Daniel Hickton of 1318 Vance. Avenue said, I am al licensed attorney and I'm a showman, sol I brought this prop and we all know Guy Fawkes right? But we don'tk know Robert Catesby who is actually behind it all, Guy Fawkes was just the guy that got caught. Ibring this up today because lam a member oft the Coraopolis Tree and Shade Commission and l'm interested in making sure that our community moves forward in steadfast development in the interests of all of us. Isay that because we have all kinds of new technology and I'm looking forward to it coming out like with the parking meters and the great work our community! has done togetheri in the last three months. There is so much exciting progressi in this community. Ihave a little prepared statement that artificial intelligence actually prepared for me and he continued Mr. Trevor Reed of 1441 Ridge Avenue said given the events of this past week in East Palestine Ohio with the major train derailment, what is the Borough's Emergency Plan regarding train derailments and the residents who live on the lower Chief Spencer said, if we had that happen here the railroad has worked out where it would separate the train and try to  to explain the Gunpowder Plot of 1605.  side oft the tracks?  get the crossing open. There is an Emergency Management Plan and Larry Byrge is the head ofit.  Mr. Reed said is that available for public review?  Mr. McCutcheon said we have a copy in the office that we can make for you.  Mr. McCutcheon said the one, gentleman mentioned that the last three months and how things have gotten better. I have been around fora a long time and It think the town has been doing great for quite some time now and would like to  thank this Council for working with me to make the town a better place to live.
