Borough ofCoraopolis Allegheny County, Pennsylvania Regular Council Meeting via teleconference April 12, 2023 6:30PM The Regular Meeting of the Borough of Coraopolis was called to order by Council President David Pendel, VFW Post Commander Michael Blair led the gathering in the Pledge to the Flag. A Roll Call of Members was then taken. Present Robb Cardimen Rudy Bolea Ed Pitassi Chad Kraynyk George Mihalyi Allison Marine Gary Flasco David Pendel Aichael Dixon, Mayor Mr. Pendel asked if there were any questions on the Agenda. Mr. Pendel said are there any comments from the public Mr. Pendel said at this time the Borough of Coraopolis would like to present a $700.00 donation to' VFW Post Mr. Blair: said we appreciate this and as always, it will all go towards the Parade funds and he continued to explain. Mr. Bolea made a motion to approve the Minutes oft the March 8, 2023, Regular Council Meeting. Mr. Pitassi seconded regarding Agenda Items? Being none, the meeting continued. Mr. Bolea made a motion to approve the Minutes of the April 5, 2023, Council Workshop Meeting. Mr. Cardimen seconded the motion. Motion passed by Unanimous Voice Vote. Mr. Cardimen made a motion to approve the Invoiçes for April 2023 ini the amount of $310,257.19. Mr. Bolea seconded Mr. McCutcheon said we did have a couple larger amount invoices; one was for a $98,000.00 payment for a traffic signal the motion. tMontour and State and we paid thei interest payment on the bonds in the amount of $45,000.00. Mr. Pendel said, have youl heard the timeline for the installation of the lights? Mr. McCutcheon said Ihave not, but do know they are waiting on the poles. 1 Mr. Bolea made a motion to approve Partial Payment #31 to CHD Enterprises in the amount of $71,592.48 for work at the Riverfront Park Project. Other than that, Ihave nothing to report except that do appreciate your indulgence and look forward to seeing everyone next month. 3 Mayor's Report Mayor Dixon said 1 have nothing to report, but would like to take a moment to say a few words in appreciation to our any fine Officers of the Coraopolis Police Department and our Volunteer Fire Department for over the last month with allt the calls that came in. Ijust want to give you my utmost gratitude for your dedication to your service to this Borough, Mr. Pendel saidih have al lot of people who have asked me why the whistle seems to be going off more often. Isit Chief Spencer said when our paging system from 911 gets activated from the 911 Center they automatically set off the whistle. Wel have cut the whistle back and it is only cycling four times, but 911 gives us five minutes to get to the station and acknowledge the call. If we don'tacknowledge the call, we get a second tone and the whistle willl kick on again. Our we appreciate it. because of the 911 switchover? call volume has picked up going through 911. He continued to explain and a discussion pursued. Committee Reports/Comments from Council Mr. Flasco said Ihave nothing to report this evening. Mr. Mihalyi said Ihave nothing thise evening. Mr. Bolea said Ihave nothing this evening. Mr. Kraynyk said Ihave a comment regarding the reconstruction of Main Street and the top and off Woodlawn. This roject has been an inconvenience to everyone who lives at the top of Main Street. The project has been completed and the road looks beautiful and Iwant to take my hat off to Columbia Gas and' Youngblood Paving and appreciate the work that has been done there. Mr. Cardimen said Ihave nothing this evening. Ms. Marine saidIreceived: a phone call from a business owner in my ward and wanted to give some positive feedback and praise to our Public' Works Department and acknowledge the: strong staffing that we have and the good work that Ms. Marine said regarding the Parking Committee, in the last two weeks we had the kickoff within Council, Borough Operations, the Borough Manager and Staff. We are working with al local Pittsburgh transportation consultant and this is going to be at four-month long process. The next stepi in the study will be kicking off a public survey sO this is open to any resident, visitor, and employee within Coraopolis. It will be posted on our website and socialized out through different distribution lists and networks that we have through the community and: she continued to explain. Council Members shall not comment on matters of personnel, Mike Harris of 800 Main Street said to clear my memory, a neighbor of mine brought me over a mailing that had some information on there and just want to clear my memory up. Wood Street was repaved when the waterline was done and also Chess Street because of a waterline failure. Ifl'm not wrong, ifl am wrong, you can correct me. Mr. McCutcheon said there wasn'ta waterline failure on Chess Street that was more stormwater. Mr. Harris said then there was Main Street and 6th to Neely was done with $1M worth of grant money. scipline, or any legal matter. Mr. Harris said but it was buckled up from damage. Mr. McCutcheon said it was $800,000.00. the accomplishment of getting this achieved. Mr. Harris said and some reimbursement from Columbia Gas. Iwas reading this flyer and somebody was kind of toting Mr. Harris said I'm not saying that you shouldn't be proud, I'mj just saying it wasn't done because it was a project that needed to be done like maybe the 800 block of Hiland. It was done because it was totally necessary, the streets were Mr. Harris said my question was to assure the facts are correct because the person, this lady, brought me over this flyer, Mr. Harris said am I correct in saying that these streets were repaired because of some sort ofaf failure and they were Inpassable or not. They weren't done because like isaid the eight hundred block of Hiland is almost impassable. Mr. McCutcheon said lam pretty proud of what we have achieved. impassable. Mr. Cardimen said what is your question, Mike? Mr. Cardimen said lam waiting on a question: sir. that was kind of totting. Mr. Cardimen said you live in the eight hundred block of Main, don't you? Mr. Harris said yes, Ido. Mr. Harris said yes. Mr. Cardimen said that also intersects with the eight hundred block of Hiland Avenue, doesn'tit? Mr. Cardimen said do you know the confluence of that intersection? What is your take on it? Mr. Harris said well, I'm talking about the eight hundred block of Hiland in total. My take oni iti is that iti is horrible. Mr. Harris said my question was about Wood Street and Chess. Street being redone because ofaf failure to the infrastructure underneath the roads. That was my question, also Main Street was done primarily with grant money and Mr. Cardimen said we work closely with our utility partners throughout the Borough to make our roads safe. Mr. Harris said what I'm getting at isi it wouldn't be right for you to say that you were responsible for getting Wood Street repaved and the waterline replaced. You were responsibie for getting Chess Street done and the new waterline. Mr. Kraynyk said if the implication ist that we are not proactively taking on these projects and we are waiting for Mr. Cardimen said lagree with you. reimbursement with Columbia Gas. Mr. Pendel said iti is still taxpayer dollars being invested from the State. something to fail before we take on the projects then that is certainly not the case, Mr. Harris said that's not the implication. Mr. Kraynyk said there is planning that's involved as we look at what streets we are going to tackle for that years' Road Program. There are other factors that go into reconstructing a road: SO when we're dealing with several different partners that have to come up with the funds then we cannot arbitrarily pick a road and pave it, we have to wait for all partners to be prepared as well. So again, ift the implication is that we waited for something to fall and then we went and paved the road projects then that is certainly not the case. 7
