Demolition of 312 Water Street John Rodman came forward and asked the Commission to continue the item due toi the fact that adjacent property owners were not properly notified. Mr. Rodman explained that asking for demolition does not meant the house is going to come down. He explained that thisi isj just another step in the process as they move along and try to figure out what they are going to do with this particular property. Hei informed the Commission that theyl have cleaned up some of the nuisance items on the property, including the old outbuilding. Mr. Rodman stated that he believed there were: some people present in the audience who wished to speak on the matter. 1 The Chairman opened thet floor. Dee Congleton came forward. She stated that her only concern was that they wait so longi in terms of dealing with homes int the historic district. She spoke about the number of years that this house has been in need of attention and thel bad shape that this house is currently in. She explained that when she went into the house six years ago the house was doable and there were a couple of parties interested in buying the property. However, Mr. Henry would not sell. She stated that she felt there should have been some kind ofl lean or fines imposed on Mr. Henry. She stated that it concerns her that they let these historic homes get in such bad shape Steve Rader came forward. He stated that he agreed that the item needed to be continued and the adjoining property owners should be notified. He explained that he would like to echo what Ms. Congleton had to say to some degree. He stated that the house is noti in as bad a condition thati it cannot be restored. Mr. Rader elaborated on the condition of the house. He stated that iti is still savable. He then spoke about a number of people who are interested in buying the house to restore it. Mr. Rader stated that finesarei in the demolition by neglect ordinance and he feels this is a perfect case toi impose those fines. He explained that leans could be placed on the property and spoke about other ways the house could be taken from the owner. Mr. Rader stated that he felt the Commission should consider formally requesting the City Council to move not on demolition of the house, but on the demolition by neglect fines. He: stated that this and then tear them down. would be the perfect case ofa a poster child for future neglect cases. Karen Tripp came forward. She stated that she came in front of the Commission almost 3 years agowith concerns about this house and nothing happened. Ms. Tripp asked who was responsible for thel house. Mr. Rodman stated that Mr. Henry still owns the propertya and iss still responsible for the upkeep oft the house. He explained that if the City wants to do anything to the house then they have to send notification to Mr. Henry. Mr. Rodman then explained the notification process. Ms. Tripp stated that something needs to be done about the houses int the district that are falling into disrepair. She stated that shei is int favor of saving this house. Ed Hodges askedi if Mr. Henry was being charged for nuisance repairs that the Cityi is doing. Mr. Rodman explained that Mr. Henry is billed for the cost of nuisance repairs by the City and of course those invoices that been returned. He explained that the cost becomes al lean on the property. Mr. Rodman informed the Commission that there are currently leans on the property and those leans must be satisfied better the property can be sold. Mr. Creech asked ifMr. Henry owned any other property. Mr. Rodman explained that Mr. Henry does own a vacant lot that also had al house on ita at one time, which the City tried to encourage him to repair but had to end up taking the house down. Mr. Rodman stated that Mr. Henry had two historic homes that he let fall into disrepair. He explained that Chocowinity has had the same issues with Mr. Henry and: some of his property that he ownsi in their jurisdiction. Mr. Rodman stated that Mr. Henryi inherited this property from his uncle. Mr. Rodman elaborated more of the history the 2 City has with Mr. Henry and the City's process ofr notifying property owners. He explained that the City would like the house saved also, they are just trying to move alongi in the process. The Victoria Rader made a motion to continue the item to next month sO that adjoining property owners can be notified. Ed Hodges seconded the motion. Major Works 1.A Arequest has been made by the City of Washington to remove a 40 inch willow tree form the property located at 506 East Main Street. The tree has several large cavities in the limbs which are located above thel house on East Main! Street. Additionally limbs must be removed from the sycamore tree that is located ini front of 702 East Main Street. These limbs are hanging over two Jennifer Brennan came forward to address to Commission. Itwas determined that the tree is pretty far gone and potentially with the next storm or hurricane could do damage to that house. She stated that the tree is also tearing up the sidewalk and street. She explained that the demolition by neglect item was noti included int the Committee ofal Whole's agenda last month due to the agenda being full. She explained the direction that she would like to gowith the project. She stated that she would like to make ital broader topic. She stated that the demolition by neglect subcommittee is extremely important and should continue, 4 however shef feels they also need to develop a preservation plan for the district. She explained that the subcommittee is ap portion of1 that plan that should continue to move forward, but she feels the focus needs to be a range of topics and a range ofi issues that the Cityi is facing. She stated that she would like to start developing the plan with major stake holders int the Cityalong with the Community and include the demolition by neglect issue within that plan. She explained that she would like to move forward with a comprehensive plan. specifically for the historic district. She stated that she wanted to get the Commission's: support before she moved on with the plan and enfold the demolition by neglect into al larger topic of conversations to have. The Commission didhn'tseeaproblem. 3. Demolition by Neglect of f210E2"d Street Ms. Brenan: stated that staff had received some complaints about the neglect of this property. She explained that staff has notified the property owner, who lives in California. She stated that he purchased the house about a year ago and iti is currently vacant. She stated that she has been in contact with the owner and hei is interested in fixing up the house and doing work on it. She explained that she requested a plan of action for the restoration of the house and he has not been able to provide that yet, sO staffi is in the process of issuing ai formal notice. However staff still plans to work with the property owner to bring the house up to where staff would like tos see it. She stated that when she spoke toi the property owner he agreed that the goal is forward motion. She explained that this issue would runi in line with the request made earlier regarding fines! being sent top property owners who neglect their property. Ms. Brennan and the Commission discussed the time limit before fines would bei imposed. 4. Preservation North Carolina Conference, October 2-4, Edenton Ms. Brennan informed thel board that the conference wouldi be October 2-4 in Edenton. She stated thati itwould be greati if there was a possibility that members could make that conference. She explained that the City would cover any fees to attend. She elaborated on the information that would be presented. 5. Secretary of the Interior's. Standards) for Rehabilitation Ms. Brennan stated that she and John discussed providing some training for the members of the Commission. She explained that staff invited the State Historic Foundation to come down, but there was a conflict in scheduling. She explained that in the future staffi is going toi try and doa little training just to get everyone up to speed. She then presented a power point presentation/traning on the! Secretary of the Interior'sStandards for Rehabilitation. Jerry Creech asked staffi ift the Davisi family had come back to them with a window sample. Staffstated that they! had not heard from them.
