MAIN STREET-WARRENTON, NC PRESENT: Walter Hundley, Henry Durham, Debbie Formyduval and Laura Richardson. Others joining by phone included Esther Terry, James Roberts, and Betty Mazor Henry Durham acting as chair called the meeting to order at 5:20 PM. All present stood for the Pledge of Allegiance. CITIZEN COMMENT: No citizens were present for public comment. Walter Hundley made a motion to adopt the agenda as presented. The motion was seconded by James Roberts and passed 5-0. Walter Hundley made a motion to approve the minutes of July 9, 2024 as presented. The motion was seconded by James Roberts and passed 5-0. James Roberts made a motion to accept the Director's Report as presented. The motion was seconded by Walter Hundley and passed 5-0. (See attachment 1) No action was taken on ballot approval for the November 5, 2024 General Election James Roberts made a motion to delegate certain Duties of the Warren County Board of Elections to the Director of Elections in a Resolution. The motion was as ballots are not yet available. seconded by Betty Mazor and passed 5-0. (see attachment 2) Debbie Formyduval presented names of individuals for board approval to serve as multi-partisan team members for the November 5, 2024 General Election. Walter Hundley made a motion to approve Melody Vaughan, Carlisa Jiggetts, Laura Richardson, Tina Neal and Beverly Santhouse as members of the Warren County Board of Elections MAT's team. The motion was seconded by James Roberts and Debbie Formyduval presented a final list of Notice of Appointment of Precinct Officials. Walter Hundley made a motion the approve the list as presented. The motion was seconded by Esther Terry and passed 4-0. (See attachment 3) Debbie Formyduval presented a Resolution regarding Counting of Absentee ballot for the November 5, 2024 General Election. James Roberts made a motion to approve the Resolution as presented. Final proofs were signed off on Saturday, August 24, 2024. Sample ballots are now available. We have approximately 70 absentee ballot requests to fill and will prepare before weeks end. Voters continue to stop by the CBE to complete request forms and our staff have mailed out quite a few to callers. We have reviewed Chief Judge materials for the November election and updated as needed. Training materials are in progress and we continue to adjust the poll worker list as some have notified our office that they will not be available. Our staff recently completed accessibility surveys for all Warren County Precincts and forwarded to the SBOE. Completing the surveys are a requirement prior to any large election. We have also made arrangements to move the East Warrenton Precinct from the bay area of the fire station to a much more user- friendly area. Signage is being ordered to assist the voters and avoid confusion. Laura Richardson has worked to update the Board of Elections webpage with forms and information. The SBOE is rolling out information on a regular basis and we are working to ensure that Warren County voters have access via our webpage. As a part of the US Homeland Security Program, the entire staff met with CISA representatives and discussed security measures that could improve the Warren County Board of elections office. We hope to pursue funding through Homeland Security to address our concerns. Staff will conduct a MAT's team visit on September 4, 2024 to collect absentee request for residents of Warren Hills. Ballots will be prepared and once the facility receives the absentee ballots, BOE staff will return to assist residents with completion of their mail absentee ballot. We have a scheduled meeting with Chris Tucker from Warren County Emergency Services on September 5, 2024 to complete on-site emergency training. We will receive training in Narcan usage and will have available during the early voting period. Having the training was discussed during the online SBOE training this morning and I am very pleased that our local agency is willing to work with us and provide the needed resources.
