November 17,2022  Provisional & Absentee Meeting Minutes  Invocation - Member Baker  The meeting was called to order on November 17, 2022 at 5:00 p.m. at the Cumberland  County Board of Elections board room by the Chair.  Present: Helen Nelson - Chair  Irene Grimes - Secretary James Baker - Member  Linda Devore - Member Billy King - Member  Absent: Staff:  Vicki Hillburn, Mitzie Roberts, Angie Amaro, Bill Helms  ACTION: Member Grimes moves that the Board approve the agenda.  Second: Member Devore Vote: Unanimous in favor  Staff presents 559 absentee ballots and recommends that 117 be fully approved, 77 be partially approved and 365 not be approved. All provisional ballots have undergone multiple ACTION: Member Grimes moves to fully 117 provisional ballots, partially approve 77 provisional ballots and not approve 365 provisional ballots, as recommended by staff.  rounds of verification and checking.  Second: Member Baker Vote: Unanimous in favor  Absentee Officer Hillburn presents 843 absentee ballots (711 civilian, 97 Military and 35 Overseas) and recommends approval. Absentee Officer Hillburn reports that there are also 43 absentee envelopes not recommended for approval because they either arrived late, were not ACTION: Member Grimes moves to approve the absentee ballot envelopes as recommended  postmarked or not properly executed.  by staff.
