Commissioners Dr. Riddick, Hofler, Craddock, Truman, and Rountree were present. State Budget - DRAFT has been released - House Bill 259, 2023 Appropriations Act (public copy). County Manager Sauer reported that an email containing the latest State budget has been sent to each Commissioner, and that the appropriations for Gates County are significant including: $10,145,000 for water and sewer projects, $300,000 for the Sheriff's Office and several grants for the Gates County Public School system. Mr. Sauer reminded the Board that these figures are preliminary until approval by the NC General Assembly. 2. Citizen Concerns: NC 37 = Noise complaint from peanut dryer operation. Mr. Sauer noted that a long time resident has called concerning excessive noise from the peanut operation across the highway from his home. Cooperative Extension agent Mr. Paul Smith accompanied the County Manager for a site visit on September 14h and found that no peanut trailers were on the premises. According to Mr. Smith, the annual peanut drying cycle only is 4 to 6 weeks. County Manager Scott Sauer shared with the Board of Commissioners he received a call from a citizen on Middle Swamp Road where telephone lines cut to several households with elderly residents, resulting in no service for two plus weeks. Mr. Sauer reported he met with the caller and spent time riding with a citizen (al local farmer) that afternoon to review the areas where properties were damaged during the installation ofi fiber. Board Chair Riddick Mr. Sauer also update the Board of Commissioners regarding staff progress on several condemnation files for properties deemed unsafe and out of compliance with state building codes, public health regulations or may present violations of local ordinances which have been discussed and reviewed by the County Attorney, including the burned out two story house in downtown Gatesville, the temporary camper/settement at 527 Medical Center Road and the camper and ongoing renovations at 21 Bank Street in Hobbsville. Situations where demolition of the structure is warranted may require the expenditure of County funds with a lien placed on the property. 3. New Items: Mr. Sauer noted that the facility leased by the County to the United States Department of Agriculture Rural Development and Soil & Water Conservation District offices is due for a lease agreement renewal, and he and Finance Director William Roberson are working on this item. There have been several amendments and extensions to the existing lease since 2006, and the Mr. Sauer also noted that the County andi the local NC Cooperative Extension office operate under a multi-year Memorandum of Agreement which is due to be renewed, and Director Helen Eure new lease has a term of ten years. has presented a draft for the County's review. 4. Project Updates: A. County Annex (for dental office) completed renovations scheduled for September 27th. County Manager Scott Sauer stated that it should be completed in a week. There is a temporary internet connection available from the health department next door, until the Spectrum line is installed. Mr. Scott Pearce, the County's IT Director has coordinated the IP-address connection with the State Board of Elections to ensure a smooth transition. Chairman Dr. Althea Riddick suggested that the Board do another walk through of the B. Mr. Sauer reported on the planned relocation of the GEMS food pantry services and proposed transition to GITS facility pending renovations, including the addition ofal loading dock and cold storage (seeking grant funds from OBICI Foundation). This relocation will. result in a single occupant facility which is currently equipped with an auxiliary electricity generator and automatic transfer switch to protect refrigerated food and freezers during a power outage. The GITS facility has secure parking (fence, remote control gate and electrical hook up) for tractor trailer storage to expand capacity for large quantity intake and temporary storage of food donations for emergency food service distribution during a facility. storm recovery or other event. Mr. Sauer noted that he will be meeting September 21st with the GEMS leadership including Ms. Vanessa Truman and Ms. Renee McGinnis at the Chairman Dr. Althea Riddick stated that there is a grant dedicated to Gates County by the OBCI Foundation and applications are due by the first of December (December 8"). County Manager Scott Sauer discussed with the Board that with the eventual relocation of GITS to the new County Annex (former dental office on Medical Center Road), there will need to be a secure fenced area for the transportation vehicles, plus the installation of a generator which are part of the next federal grant application which is on the Board's County Manager Scott Sauer expressed how GITS Director Patrice Lassiter has been a big asset in developing this relocation plan and is one of the County's longest serving Commissioner Emily Truman inquired about the current square footage of the GITS location. The square footage is 1600 square feet according to the County Manager; and it will take a lot of planning for it to be completely functional for the GEMS location. Commissioner Linda Hofler stated that a loading dock would be needed. Vice-Chair Jonatha Craddock suggested having the freezer on the outside like a drive-thru. County Manager Scott Sauer asked for the Board's confirmation of these relocation Chairman Dr. Althea Riddick stated where GEMS is currently located is not a viable long term location for food pantry operations, since the County Annex is a place of County business and administrative services supporting the Board of Elections, Veteran Services It was the consensus of the Commissioners to support the County Manager's recommendation for the relocation of the GEMS food pantry and GITS. Mr. Sauer further explained that the GITS Transportation agency will occupy a small portion of the County Annex for its administrative offices with parking for vans and buses. GITS' adjacency to the Health Department will be an advantage for clients who require transportation for visits. The proposed FY 2025 GITS federal funding application includes costs for relocation and upfitting at the County Annex (security fencing, auxiliary generator, C. Community Center - proposed alternative location at Merchants Commerce Center in lieu ofremoval andi replacement of the existing roof ($2r million estimated for roof replacement). County Manager Scott Sauer discussed with the Board of Commissioners the deteriorating state of the current Community Center roof structure (replacement cost estimate is $2,000,000), as reported in the recent facility assessment presentation by SUMMIT Design. A new community center would afford the County the flexibility to incorporate senior citizen programming and space for various classes and events. This proposed relocation and construction ofa a newi facility will be dependent upon securing grant funds according to Mr. Sauer. The eventual removal of the existing community center building will also provide the schools system with available space for additional parking or other improvements on the high school campus. Commissioner Vice-Chair Jonathan Craddock stated he would like to review cost estimates for this proposal. Mr. Sauer noted that several churches ini the region have constructed family life centers with gymnasium space, classrooms, exercise areas and a commercial kitchen for similar amounts of funding, sO there will be examples to review int the planning stage. D. Merchants Commerce Center - SUMMIT Design project report regarding citizen survey and project history is pending staff review of draft prepared by Anne Darby with SUMMIT Design. Mr. Sauer briefly highlighted the project history fort this project includes grant funds secured by the County beginning in 2011, int the amount of $2,150,000 from the U.S. EDA, NC Rural Center, Golden LEAF Foundation and CDBG grants for the construction of wastewater infrastructure. There remains significant input from the County toward the Mr. Sauer reminded the Board that much of the administration's staff time in the past sixty days has been focused on the year end closeout for FY23 and preparation of financial statements for the auditor's review, the recruitment of staff (new HR director and an accounts payable position which is still pending), plus efforts to coordinate the renovations and relocation for the EIC, Veteran Services and Board of Elections, and NCDEQ funding applications as top priorities in the first quarter oft the fiscal year. Mr. Sauer expressed his appreciation for the Board's patience as each oft these priorities are being addressed. E. Review of tonight's Board agenda - Mr. Sauer highlighted several items including the public hearings for GITS FY 2025 grant funding applications, the recommendation for the 2025 revaluation project using Piner Appraisal, the overview of the County's Animal Control Ordinance with presentations regarding the Health Department's rabies prevention protocols and an update from Tri-County Animal Shelter and Adoption Center. Additionally, Mr. Sauer emphasized the staff work by Public Utilities Direct Brad Arnold and Green Engineering in preparationi for the NCDEQ1 funding applications and the revised Capital Improvement Plan which incorporates Carter Road boring under Bennett's Creek and a NCDOT bridge replacement on Harrell's Church Road and related water line replacement, plus the wastewater extension to serve Merchants Millpond State Park Linda Hofler stated that this is an excellent recommendation. Other Items: Legislative Update--County Manager Scott Sauer suggested to the Board having some type of appreciative luncheon or dinner for our State legislative representatives, Representative Bill Ward, and Senator Bobby Hanig. Future legislative goals, priorities, and proposals may include a possible occupancy tax to support tourism and an amendment tot the County's local enabling legislation approved in 19991 to increase the fire service annual fee, only as approved locally by the Board of Commissioners. Chair Dr. Althea Riddick recommended a conversation with the Fire Chiefs and that it would be beneficial if Vice-Chair Jonathan Craddock had that conversation with the Fire Chiefs. Commissioner Linda Hofler suggested that all the Fire Chiefs have representation County Manager Sauer also inquired about the Board's consideration of a local quarter cent sales tax, requiring voter approval by referendum. This potential revenue source is unrestricted and available to the County to support General Fund operations in lieu of property taxes. This funding provides a financial foundation for the Commissioners' vision to serve both the current residents and businesses of Gates County and will enhance the opportunity Mr. Sauer further explained that guiding the Board of Commissioners infrastructure planning efforts are two engineering studies for the County's water and wastewater systems, both of which are under consideration for grant funding by the NC Department ofEnvironmental Quality. Given the age and deteriorating condition of the County's existing infrastructure, the Board of Commissioners and Public Utilities Director Brad Arnold will be engaging our engineers to conduct a hydraulic study ofthe County's 400 miles of water lines. Additionally, the study will entail a physical inventory of all control valves, interconnections, and related infrastructure The Gates County water system was constructed in the 1980s and was merged with the Town of Gatesville's water system which was constructed in the early 1970s more than fifty years ago. There is currently only one connection between the two original water systems on NC Highway 37 North. The Capital Improvement Plan approved by the Board ofCommissioners on September 20th includes several water line extensions (24,375 linear feet), a new well (500 gallon per minute) and a directional bore (1,800 linear feet) under Bennett's Creek to install a second interconnect to join the twosystems. The addition ofas second interconnect on the south end ofthe County's water system will eliminate two dead end lines and improve both water quality and system hydraulics. Cooperative Extension Director Helen Eure and County Manager Scott Sauer will be NC State Cooperative Extension is updating the Memorandum of Agreement between NC State University and county governments. The document was last updated in 2006 and most contain lots of handwritten notes and changes now. Attached is al list of changes to highlight the differences between the "old" MOU and the updated MOA. The previous document assumed that counties were choosing the "send-in" option for paying their portion of Extension salaries. This document also assumed that the county would always pay 50% and the state would always pay 50% of employee salaries. The new MOA is designed with the thought that the county is choosing the "lock-in" option for paying Extension salaries and reflects that the percentages do not actually stay 50/50. This is discussing with the Board of Commissioners. reflected in the attached document that shows Extension positions and the percentages paid by both county and state. Although on paper Gates County is listed as a "send-in" county, for at least the last 15 years, Gates County has operated as a "lock-in" county. Gates County has matched all salary adjustments due to degrees earned, title promotions, legislative increases, etc... that the state of NC has provided its employees. Things have changed over the last 15 years, and competition for employees and retaining them is becoming more difficult. Counties who are lock-in counties can provide increases above what the state does, just as non-lock-in counties. The only difference is that Extension employees can be assured that when they receive a legislative increase, a title promotion or an advanced degree the county will provide the increase on their portion of the employee salary. Non lock-in county employees can only hope they will get the full amount of the raise, and this could lead to them seeking other employment. Lock-in counties get processed first, and you don't have to constantly submit county salary change forms whenever there is a legislative increase, etc...
