CALL TO ORDER FOR WORK SESSION Mayor Margolis called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION There were no Executive Session items. Direction regarding the inclusion of the Library in the City's Municipal Complex. (30 minutes) Laura Tschoerner, Director of Library Services and Kristoff Bauer, Assistant City Manager presented this item. Spoke regarding the Library's current location, the current lease, and the rent increase schedule for the space. Stated the Texas Library Association standards for the current population should be: Standard - 39,170 sq. ft.; Enhanced - 52,227 sq. ft.; Exemplary - 65,284 sq. ft.; and Current Location - 12,405 sq. ft. Feedback was sought through a community survey Staff brought forth five options for the Library facility and whether it should be a part of the new and two focus groups. municipal complex. Spoke regarding key trends, rail ridership key destinations, GoLink destinations, system ridership growth, performance trends, security, cleanliness, reliability, initiatives, railroad crossing gates, Rowlett's return on investment, sales tax resolutions, future plans, strategic goals, key objectives for Rowlett, strategic Members of Council voiced concerns regarding security, technology solutions, priority one calls, rider counts, fare enforcement, ridership experience and level of service, continuous railroad crossing arm failures, a past proposal for a bridge over Rowlett Road, and attracting development 6D. Consider action approving a resolution amending the Master Fee Schedule for rate and fee changes to the following sections: Miscellaneous, Solid Waste, and Utilities. Wendy Badgett, Director of Financial Services presented this item. Stated three sections within the Master Fee schedule are proposed to be adjusted. The revenue projections with the FY2025 Proposed Budget includes these changes. In the Solid Waste section, two of the 49 existing fees are scheduled to change as a result of the City's new solid waste contract with Republic Services. These changes in fees represent a 1.0% decrease ($0.21 monthly) to residential customers and no change to commercial customers. In the Utilities section, changes to water and sewer rates reflect the recommendations presented by the City's rate consultant on July,15, 2024. The rate City ofF Rowlett 10653 changes reflect passing through the 6% increase in water cost from the NTMWD and the 3% increase in sewer treatment cost from the City of Garland. For water rates, there are no changes int the Residential base rate and an average 3.5% increase to volume rates; the average Non- Residential impact is an increase of 5.5% to both base and volume rates. For sewer rates, the base and volume rates are increasing by 3.5% for Residential customers and 5.5% for Non- Residential customers. Using these proposed rates, a residential customer, using the average 7,500 gallons of water a month, would see a $3.67, or 2.9% increase in their bill. Each year during the budget process, departments review their fee schedules to ensure that the fee is sufficient to cover the cost oft the service and is in line with our surrounding cities. In the Miscellaneous section, one department has submitted changes to one of the existing 50 fees. Members of Council requested: additional information be provided prior to a decision on this specific fee removal. A motion was made by Councilmember Britton, seconded by Councilmember Schupp, to approve the item as presented.
