Keough.  THE PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA  RECITED.  THE PLEDGE OF ALLEGIANCE TO' THE TEXAS STATE: FLAG RECITED.  CITIZENS - AGENDA ITEM 6 No citizens addressed the court.  1.  INCREASE THE NOT-TO-EXCEED AMOUNT APPROVED - DR4798 HURRICANE BERYL DEBRIS MANAGEMANET SERVICES - EMERGENCY MANAGEMENT SEVENTHAMENDMENTTOCONTRACT APPROVED - PROJECT #23-08 - Motion by Commissioner Noack, seconded by Judge Keough to approve the following: Increase the not to exceed amount for the cost oft the DR4798 Hurricane Beryl Debris Management Services up to $23,220,276 to include monitoring and debris removal services. These services are reimbursable by FEMA under Category A at a 75/25 cost share. Commissioner Noack and OEM Director Jason Millsaps have agreed on the  EMERGENCYI MANAGEMENT    Session of September 3, 2024  Page 2 of3  instruction and process for debris pick-up in Precinct 3, which is ifit'snoti in front ofa residential address, Millsaps and his team, will not pick it up. Funding source to come Seventh Amendment to Contract with Hagerty Consulting, Inc., Project #23-08 All Hazards Preparedness, Planning, Consulting and Recovery Services, amending the task order for DR 4798 Hurricane Beryl Debris Monitoring Services and associated scope of work, ini the not to exceed amount of $4,086,912. County Judge, Mark J. FOR Motion by Commissioner Riley, seconded by Judge Keough to approve the Change Order #1 to CrowderGulf, LLC., for Project #23-10 Disaster Recovery (Debris) Management Services to add traffic control on state roads within Montgomery County for various departments. Commissioner Walker, Commissioner Gray, and Commissioner NOTE: DISCUSSION IN FULL CAN BE HEARD ON AUDIO OF COURT MINUTES ON THE COURT RECESSED FOR EXECUTIVE SESSION PURSUANT TO ONE OR MORE OF THE. FOLLOWING PROVISIONS OF THE TEXAS GOVERNMENT CODE,  PROJECT #23-10 - PURCHASING  Noack voted "No". Motion failed.  COUNTY WEBSITE.  TO WIT: CHAPTER 551,SUB-CHAPTER D, ARTICLES 551.072.  EXECUTIVE SESSION - AGENDA ITEM 9A: Deliberation oft the purchase, exchange, lease, or value of real property. (Section 551.072)  COMMISSIONERS COURT RECONVENED WITH ALL MEMBERS PRESENT. Commissioner Noack commented to have Jason Millsaps formerly request the presence ofTexas House Representative, Steve Toth on the dais at Commissioners Court Regular Session September 24, 2024, to address issues regarding the Executive Session Agenda Item 9A, and discuss the conversation Toth had with the landowner and his negotiations on behalfofthe State  ofTexas. 3.
