WELCOME, AND PUBLIC COMMENTS None. CONSIDER BURN BAN-TAKE APPROPRIATE ACTION Commissioner Gully. Motion carried unanimously. RECEIVE COMMISSIONER ROAD REPORTS JUDGES - TAKE APPROPRIATE ACTION Commissioner Bradshaw made a motion to reinstate the burn ban, duly seconded by All Commissioner Road Reports received by County Clerk. The Annual Commissioner Road Reports were also received by the County Clerk. See Exhibits "B" and' "C", respectively. CONSIDERIDISCUSSIAPPROVE 2024-2025 ELECTION JUDGES AND ALTERNATE Commissioner Gierisch made a motion to approve the Order of Appointment of Election Judges and Alternate Election Judges for a Term from September 1, 2024, through August 31, 2025, duly seconded by Commissioner Bradshaw. Motion carried unanimously. See Exhibit "D" Mrs. Hall and Mrs. Infante gave a report to the Commissioners court about the Elections Department. Texas Secretary of State had to be notified about the March 2024 Primary. Election; ballots had been found in the previous Election Clerk's numerous scattered boxes, which had been voted, but not counted. There were 7 in total, 51 Republican, 2 Democratic. Texas Secretary of State advised what steps needed to be taken, and Mrs. Infante completed and notated what she did. The County Judge, County Attorney, and Commissioners Court needed to, and were, notified. The ballots were sealed in a ballot box for the next 22 months. Texas Secretary of State looked over all the results from Concho County March Primary Election and stated that the ballots in question would not have swayed any oft the elections held that day, local or state. CONSIDERDISCUSCUSSIAPPROVE CONCHO COUNTY SHERIFFICONSTABLE FEES -TAKE Sheriff Frazier statedi that he and Constable Hall got together and researched thet fees for service int thes surrounding counties. Concho County's were lower in some areas. They raised the service fees accordingly and they willl be published on the State of Texas Comptrollers website.. They will go into effect starting January 1, 2025. Commissioner Gierisch made a motion to adopt the SherifI/Constable fees as presented, duly seconded by Commissioner Bradshaw. Motion carried CONSIDERIDISCUSCUSS/APPROVE CONCHO SOIL AND WATER CONSERVATION DISTRICT Laurie Dannheim and Max Ebeling spoke to Commissioners Court. Mr. Ebeling stated that there were only 10 dams left to fence and grub. The Soil and Water Conservation District is asking for an additional $10,000 donation this year, to total $20,000 from Concho County. The County is currently working on next year's budget and will look at the finances. No action taken at this time. DISCUSSION ABOUT ELECTIONS DEPARTMENT APPROPRIATE ACTION unanimously. See Exhibit "E" ANNUAL DONATION -TAKE APPROPRIATE ACTION CONSIDER/DISCUSCUSSIAPPROVE BOND RENEWAL FOR JUDGE DILLARD AND NEW BONDS FOR SHERIFF FRAZIER AND MELISSA INFANTE - TAKE APPROPRIATE ACTION Commissioner Gully made a motion to approve the bond renewal for Judge Dillard and the new bonds for Sheriff Frazier and Melissa Infante, duly seconded by Commissioner Dillard. OSPERORCUSAPPROVE 2024-2025 CONTRACT FOR DETENTION SERVICES FOR JUVENILES WITH TOM GREEN COUNTY = TAKE APPROPRIATE ACTION Commissioner Bradshaw made a motion to approve the contract for Detention Services for Juveniles with Tom Green County, duly seconded by Commissioner Gully. Motion carried SCERDSCUSAPPROVE 2024-2025 INTERLOCAL COOPERATION AGREEMENT DETENTION EXPANSION PROJECT SERVICES FOR JUVENILES WITH TOM GREEN Commissioner Bradshaw made a motion to approve the Interlocal Cooperation Agreement Detention Expansion Project Services for. See Exhibit' "G" County, duly ONSDPROSCIEBAPPROVE TAX ABATEMENT FOR OLD SORRELL PROJECT, A BATTERY ENERGY STORAGE SYSTEM-TAKE APPROPRIATE ACTION The Commissioners' Court discussed the offer from Peregrine Energy Solutions; they are proposing an 85%, 3-year tax abatement and a 10-year PILOT program, as well as ai first $20,000 addition for the Fire Department and Library. The Commissioners will not accept year that offer, and will counter it with 50%, 3-year abatement. No action will be taken. See Exhibit "H" carried unanimously. Motion unanimously. The Year-to-Date Summary General Ledger Trial Balance: réport through July 31, 2024, was presented, with an ending balance of $8,097,312.90. The Summary Statement of Operations - Expenditures and Summary Statement of Operations - Revenues were presented through July 31,2024. Commissioner Gully made a motion to accept the Treasurer's Report as given, seconded by Commissioner Dillard. Motion carried unanimously. Commissioner Gully made a motion to approve and paya all accounts due and owing by Concho County, duly secondedl by Commissioner Dillard. Motion carried 4-0-1, with Commissioner Bradshaw abstaining. Commissioner Bradshaw said that all the material that was going to be taken tol Precinct 4 barn, was brought to Paint Rock, and placed byt the cemetery, sincei it willl be usedf for the courthouse. Commissioner Gierisch stated that hei is goingt tol have an employee leaving in November. Mrs. Hall presented the Imposition of Optional Fees for Calendar Year 2025 from the Tax Mrs. Hall was advised by TAC legal that Personal Financial Statements needed to be completed "L", respectively. APPROPRIATE ACTION and" "R" Assessors office. Thet fees will not change for 2025. Mrs. Hall also stated that she received an email from Brian's Tree Trimming, who trimmed the trees at the courthouse last year, that he is having a 20% off tree trimming right now. Judge Dillard stated that Garrett Peters will be on the agenda for August 27, 2024, about 3 tax Judge Dillard also presented the Elected Officials Salaries that will be published int the Eden Echo. On the next agenda will be getting a survey on the property that the county owns across from the Paint Rock Community Center.
