New Beaver Borough Regular Council Meeting Minutes November 9, 2020 The New Beaver Borough Council held its regular monthly meeting Monday, November 9, 2020 in the Municipal Building on Wampum-New Galilee Road. President D. Hairhoger called the meeting to order at 7:00 p.m. P. Morrison led the Pledge of Allegiance. Roll call was read with the following present: President D. Hairhoger, V.P.T. Hairhoger, Councilpersons: M. Kingman, J. Gubish, D. Badger, B. Majors and P. Morrison, Mayor R. Crawford, Solicitor Ryan Long and Secretary/Ireasurer D. Crawford. T.Hairhoger motioned to accept the minutes of the October 12, 2020 regular Council meeting, P.Morrison seconded. Motion carried, 7-0. T.Hairhoger motioned to accept the bill list, D. Badger seconded. ROLL CALL: D. HAIRHOGER (excepting his wages), T. HAIRHOGER, KINGMAN, GUBISH, BADGER, T.Hairhoger motioned to accept the Treasurer's Reports, D. Badger seconded. MAJORS and MORRISON-YES. Motion carried, 7-0. Motion carried, 7-0. Visitors: K. Fraser of Possum Hollow Road had complaints regarding the Pittsburgh International Race Complex in Big Beaver Borough. P.Morrison motioned to send Big Beaver Borough a letter asking them to enforce the maximum acceptable decibel levels and hours of operation of the race track as cited in the November 30,1999 decision of the Zoning Hearing Board, T.I Hairhoger seconded. Motion carried, 7-0. Mr. Fraser left at 7:16 p.m. Todd Stelter attended meeting asking for temporary help while Jon Bobin is out on medical leave. D. Badger motioned to advertise for a temporary, as needed public works emplovee with a commercial driver's license. T.Hairhoger seconded. Motion carried, 7-0. Mr. Stelter left the meeting at 7:30 p.m. Solicitor Report: Solicitor Long advised Council that a meeting with Stonecrest Development Project's attorney, Lawrence Maiello, the Lawrence County Deputy Director of Planning, Allen Miller, Council members P. Morrison, B. Majors and T. Hairhoger is scheduled for Thursday, November 12, 2020 at 1:30 p.m. at the Municipal building to discuss the zoning overlay. Mayor Report: Mayor Crawford advised that the 2010 police cruiser now has permanent markings. He also advised that Officer B. Hallowich resigned. The Borough now has three part time officers. Committee Reports: Recreation: B. Majors reported that 77 children signed up to receive the Halloween treat bags. B. Majors asked for Council's thoughts on holding the Christmas party. T.Hairhoger motioned to have the Borough Christmas party after the December regular meeting, P. Morrison seconded. Motion carried, 7-0. Page 1 of3 Insurance: D. Badger advised Council that the medical and vision insurance renews December 1. He stated that the UPMC health insurance rate is going up 13.1% and that the increase is accounted for in the proposed budget. UPMC vision insurance renews with no rate increase. Road: D. Hairhoger shared with Council that complaints about speeders on Wampum New Galilee Road have been received. T. Hairhoger suggested that the police cite speeders with not obeying properly posted P. Council was advised that an application for County aid was submitted. Old Business: Council was advised that the Covid-19 grant funds were utilized and reimbursed to the Borough. Badger motioned to advertise the Highway Aid and General-Purpose budgets as the 2021 proposed budgets allowing for public inspection with the intent to adopt the budgets at the December 14. 2020 regular meeting, P.) Badger motioned to advertise January through December 2021 Planning Committee meetings to be held 2nd Monday of the month at 6:45 p.m., T.Hairhoger seconded. Motion carried, 7-0. D. D.] Badger motioned to advertise the Budget Committee meeting for Thursday, October 21, 2021 at Council received a letter regarding the intent of Three Rivers Aggregates to apply for a Department of Environmental Protection permit to open a noncoal sand and gravel operation in New Beaver Borough. Kingman motioned to pay the 2021 Solvency Fee ofS198.19 for Relieffrom Unemployment T.Hairhoger motioned to ratify the execution ofthe Excess Maintenance Agreement with American Transmission Systems (First Energy) on McBride, Patterson, Wampum Mt Air, Beaver Dam and Haggerty Roads for replacing overhead transmission lines, D. Correspondence: A thank you note was read from Nottingham' s who live on Wampum Mt Air Road thanking for help cleaning up a tree that fell across the road onto their property.
