New Beaver Borough Regular Council Meeting Minutes December 14, 2020 The New Beaver Borough Council held its regular monthly meeting Monday, December 14, 2020 in the Municipal Building on Wampum-New Galilee Road. President D. Hairhoger called the meeting to order at 7:00 p.m. M. Kingman led the Pledge of Allegiance. Roll call was read with the following present: President D. Hairhoger, V.P.T. Hairhoger, Councipersons:M. Kingman, J. Gubish, D. Badger, B. Majors and P. Morrison, Mayor R. Crawford, Solicitor Ryan Long and Secretary/Ireasurer D. Crawford. D.E Badger motioned to accept the minutes of the November 9. 2020 regular Council meeting, T.Hairhoger seconded. Motion carried, 7-0. D.E Badger motioned to accept the bill list, T.Hairhoger seconded. ROLL CALL: D. HAIRHOGER (excepting his wages), T. HAIRHOGER, KINGMAN, GUBISH, BADGER, MAJORS and MORRISON-YES. Motion carried, 7-0. D.E Badger motioned to accept the Treasurer's Reports, T.Hairhoger seconded. Motion carried, 7-0. Visitors: None Solicitor Report: Mayor Report: None Committee Reports Road: D. Hairhoger advised Council that the berm work on Wampum - New Galilee Road was not done due to manpower shortage. Council agreed to keep open the Wampum-New Galilee Road liquid fuels project until next year when the road berming can be done by Youngblood Paving, Inc. Itv will be added as an additional part of this year's] project. Personnel: T.Hairhoger motioned to table discussions about hiring a temporary on call public works person until the next regular meeting, D. Badger seconded. Motion carried, 7-0. Secretary will research howa M. Kingman motioned to pay J. Bobin 80 hours ofCOVID pay, T.Hairhoger seconded. Motion temporary on call position is handled with insurances. carried, 7-0. Council was advised that Jon Bobin returned to work effective today. Old Business: M. Kingman motioned to appoint H.J. Patterson as the 4th farmer to the Ag Security Committee, D.I Badger motioned to allow the Ag Security Committee to use the Borough copier, T. Hairhoger T.Hairhoger motioned to provide stamps to the Ag Security Committee for their mailings, Council was advised that funds remaining in the accounts for the Rosalyn/Larchwood and Beaver Dam T.Hairhoger seconded. Page 1of2 Council was advised that $69,000.00 was granted in County Aid for the McBride Road culvert project. Project will be bid out next year after determining the best method to complete the repair. P.Morrison motioned to accept R.A.R. Engineering's determination that the speed limit on Beaver Dam Road should be decreased to 30 miles per hour, and ifan ordinance or resolution is needed to prepare it, T.Hairhoger seconded. Motion carried, 7-0. New Business: T.E Hairhoger motioned to accept the proposed Highway Aid and General Purpose budgets as the D. Badger motioned to pass tax resolution #9-2020 setting the millage for 2021 Real Estate General Purpose tax at 1.67 mill and 2021 Fire Services tax at .33 mill, T.I Hairhoger seconded. Motion D. Badger motioned to renew the PIRMA liability and property insurance for March 2021-March D. Badger motioned to pass Resolution # 10-2020 Disposition of Records, P. Morrison seconded. Council received a Zoning Determination letter from code enforcer Richardson Inspection Services stating that Three Rivers Aggregates will have to apply for a conditional use approval to put a sand and gravel D.] Badger motioned to accept the Richardson sub-division plan removing the non-building declaration contingent on the applicant receiving approval from all involved agencies including the Department of Environmental Protection and that the County and Borough requirements are met, T.Hairhoger motioned to forward the Stonecrest Zoning Overlay Ordinance to the County Planning Department for their review and comment and to advertise a special meeting and public hearingat the conclusion of the required 30 day review period, P. Morrison seconded. Motion carried, 7-0. P. Morrison noted that the County should be voting on Stonecrest's tax abatement request shortly. 2021 budgets, D. Badger seconded.
