New Beaver Borough Regular Council Meeting Minutes October 12,2020 The New Beaver Borough Council held its regular monthly meeting Monday, October 12, 2020 in the Municipal Building on Wampum-New Galilee Road. President D. Hairhoger called the meeting to order at 7:00 p.m. T. Hairhoger led the Pledge of Allegiance. Roll call was read with the following present: President D. Hairhoger, V.P.T. Hairhoger, Councilpersons: J. Gubish, B. Majors and P. Morrison, Mayor R. Crawford, Solicitor Ryan Long and Secretary/Ireasurer D. Crawford. M. Kingman and D. Badger were absent. T.Hairhoger motioned to accept the minutes of the September 14, 2020 Stonecrest/LERTA public T.Hairhoger motioned to accept the minutes of the September 14, 2020 regular Council meeting, hearing,J. Robert Clear ofNewport Road attended the meeting without comment. Jarrett Svihra, owner of Mines & Meadows RV/ATV Park, donated "ATV Use Prohibited on Road" signs for use in the Borough. PennDOT said that those types of signs can be put up on State owned T.Hairhoger motioned to accept Mr. Svihra's donation of one radar speed sign this Fall and a second one at a later date that can be posted under the speed limit signs on Old Route18. Darlington Road without their approval. P.Morrison seconded. Motion carried, 5-0. Mr. Svihra left the meeting at 7:18 p.m. Solicitor Report: Solicitor Long advised Council that he will schedule a meeting with Stonecrest Development Project's attorney, Lawrence Maiello, the Lawrence County Deputy Director of Planning, Allen Miller and Council members P. Morrison, B. Majors and' T. Hairhoger, to discuss the zoning Council was advised that Abraham Stevenson has been contacting M. Kingman about a yard cart that was taken away ini the rubble of his demolished home. Solicitor Long asked that M. Kingman ask Mr. overlay being requested for the property. Stevenson to put his grievance in writing and he will address it. Mayor Report: few weeks. Mayor Crawford advised that decals for the 2010 police cruiser are ready and will be applied in the next Page 10 of3 Committee Reports: Recreation: B. Majors reported that in lieu of a Halloween party and fireworks display, individual treat bags will be given out on Friday, October 30th in the municipal parking lot from 5:00 p.m.-7:00 p.m. Budget: Council received a 9-month financial report comparing 2019 and 2020 income and expenses through September 30. A budget meeting will be held October 22, 2020 at 7:00 PM. A drafted proposed budget will be mailed out prior to the meeting. Road: Repair work on Wampum-New Galilee Road is scheduled to start this week. Council was advised that the Rosalyn/Larchwood Road and Beaver Dam Road turn back repairs were approved by PennDOT. Youngblood Paving still has to paint markings at the railroad crossing. R.A.R. Engineering provided weight limit studies on Rosalyn Road, Larchwood Road and Beaver Dam T.Hairhoger motioned to request that PennDOT perform a study on Beaver Dam Road to lower the speed limit from 40 MPH to 30 MPH,J. Gubish seconded. Motion carried, 5-0. P.I Morrison said that residents will be contacting Mohawk School District to inquire about road signs that will depict where there is a school bus stop on Beaver Dam Road. Motion carried, 5-0. New Business: Due to the December 14, 2020 Wampum branch closing ofNorthwest Bank, Secretary requested proposals from Huntington, PNC and Wes Banco banks. They have branches in Ellwood City, Chippewa T.Hairhoger motioned to delete Boyers Road from the County map as it was created because Lana Boyer was planning a subdivision off Newport Road but sold the lot in its entirety to George and Lorraine Byers and the road is no longer needed, P. Morrison seconded. Motion carried, 5-0. American Transmission Systems (First Energy) will be replacing an existing 69kV overhead transmission line in the Borough. They will need to put in temporary driveways and put in place an Excess Maintenance Agreement for several roads, tentatively Patterson, Wampum Mt Air, Haggerty and Beaver and New Castle. Dues will be waived for 2021. Miscellaneous: families. Christmas party will take place after the regular December meeting for Council persons, staff and their Council received a copy of PSAB's Wage and Salary Survey Report from D. Badger.
