Middleburg Municipal Authority UPDATED Rules and Regulations 1.6 Vacating the] Premises and Change of Ownership 1.6.1 A new application for sewer and/or water service must be made upon any change in ownership of a property. The Authority shall be at liberty to discontinue the sewer and/or water service until a new application has been made and approved. Ifthe new owner fails to file an application and there are outstanding charges, the new owner will be held liable for those charges. An application fee shall be paid at the time the application 1.6.2 Where the Authority is billing sewer and/or water service charges predicated solely on the consumption of water, the Owner must give notice at the office oft the Authority when vacating the premises. The sewer and/or water service charge will continue in effect until such notice has been given to the Authority and water service terminated. Where the Owner is billed for sewer service based on actual water discharged to the sewer system, the sewer service charge will continue in effect until notice of vacating the property has been given to the Authority and the Authority has verified the 1.6.3 Multiple unit properties containing only one meter shall be billed on the basis that all units are continuously occupied. Multiple unit properties containing separate meters and having the ability to shut water off toi individual units may request service shut off and turn on capability following the same procedure as other separately Customers connected to the Authority's sewage system only, whether metered or not, will be billed continuously every quarter due to the inability to be physically shut off from the 1.6.4 Inspection. Upon any change in ownership ofa property, a customer shall have the sewer service lateral on said real property inspected through a camerization and recording by al Pennsylvania approved contractor selected by the applicant and approved by the Authority. Said person shall arrange: for an inspection by obtaining an application for evidence of compliance certificate (application) from the Authority, submitting the completed application to the Authority, and paying such fee(s) and cost(s) as required by the Authority. Upon completion oft the inspection, the inspector shall complete the appropriate section oft the inspection results form (results form) confirming that the property has been inspected and certifying the results of such inspection. iss submitted in such amount as set by resolution oft the. Authority. cessation of discharge. metered dwellings. system. 1.6.4.11 Ifthe inspector determines that there are no illegal connections ori failing pipes on the real property he shall sO note on the results form and the application, and the Authority shall then issue the Evidence of Compliance Certificate promptly after the Authority's receipt of the properly completed application and results forms showing no illegal connections or failing pipes. 1.6.4.2 Ift the inspector determines that there is/are illegal connection(s) or failing pipes on the real property he shall sO note on1 the results form, and the applicant shall present aj plan ofcorrective action for the Authority's approval on an Authority plan form. The time period for the completion of the remedial work (based upon the extent oft the work required and the existing conditions) shall be such as the Authority will approve. After the corrective action has been taken, the applicant shall submit ai report thereofto the Authority on the Authority's corrective action report form and pay any additional fee(s) and cost(s) required by the Authority. The real property will be re-inspected, and ifthe inspector determines that there are then no illegal connections or failing pipes on the real property, he shall certify on1 the report form.
