Lookenbill, Jr., incumbent and newly elected Ward 5 Ina addition, Solicitor Shultis, Manager Lewis and Secretary Felix were present. Mayor Whitman administered the Oath of Office to the following newly elected Council Members: Tim Kress, Ward 11 for a 4 year term ending Dec. 31, 2027 Scott Roland, Ward 21 for a 4 year term ending Dec. 31, 2027 Greg Bubb, Ward 31 for a 4 year term ending Dec. 31, 2027 Charles Hegberg, Ward 41 for a 4 year term ending Dec. 31, 2027 Darlene Funk, Ward 51 for a 4 year term ending Dec. 31, 2027 Edl Lookenbill, Ward 51 for a 2 year term ending December 31, 2025 Mayor Whitman announced that public comment would be taken for items relating to the agenda and reorganization and another public comment will be taken at the end of the meeting. There was no public comment presented at this time. Solicitor Shultis summarized the steps fort the process of Council reorganization. This year's nomination process for President and' Vice-President will be conducted by ballot. Solicitor Shultis summarized the voting process by ballot: Council Members were given individual ballots to list a nominee for President and Vice- President. Council members are not required to submit a nomination. The Mayor will place one ballot per nominee into the box. The Mayor must confirm that those who have been nominated wish to serve. The Mayor will pull one ballot from the box and voting will take place for that person. Ifno majority is reached, the same process continues until ar majority is reached. Mayor Whitman announced that Council was ready to reorganize for years 2024-2025 and that the Mayor Whitman called for nominations for President by ballot. Solicitor Shultis collected the Chair was ready to accept nominations for President of Hanover Borough Council. nominations for President and gave them to the Mayor. The following nominations were received: Mr. Reichart was nominated for President of Council by Mr. Kress, Mr. Lookenbill and Dr. Rupp. Mr. Roland was nominated for President of Council by Mr. Bubb and Mr. Roland. Mr. Hegberg was nominated for President of Council by Mrs. Funk. placed one nomination ballot for each of the candidates into the box. The Mayor confirmed that all of those who were nominated for President were willing to serve, and The Mayor selected the ballot bearing Mr. Reichart's name as the first nominee for President. The following voted in favor of the nomination for Mr. Reichart to serve as Council President for the years 2024-2025: Mr. Bubb, Mr. Fuentes, Mrs. Funk, Mrs. Greenholt, Mr. Kress, Mr. Lookenbill, Mr. Reichart and Dr. Rupp. The following voted in opposition to the motion: Mr. Hegberg and Mr. Roland. Kress. Mr. Kress was nominated for Vice-President of Council by Mr. Reichart. Mr. Fuentes was nominated for Vice-President of Council by Mr. Bubb. President Reichart confirmed that all of those who were nominated were willing to serve, and placed President Reichart selected thel ballot bearing Mr. Kress's name as the first nominee for Vice-President. Motion carried. President Reichart thanked Council Members for their nominations. Shultis Itv was moved by Mrs. Greenholt, seconded by Mr. Kress to ratify the following dates and times as regular meetings of Hanover Borough Council for fiscal year 2024: Tuesday, January 2,2024a at7:00 PM for Reorganization; Fourth Wednesday of January through December at 7:00 PM; with the exceptions of November which shall be the fourth Tuesday at 7:00 PM and December which shall be the fourth Monday at 7:00 PM. On roll call, the following voted in favor of the motion: Mr. Bubb, Mr. Fuentes, Mrs. Funk, Mrs. Greenholt, Mr. Hegberg, Mr. Kress, Mr. Lookenbill, Mr. Reichart, Mr. Roland and Dr. Rupp. Motion carried. OTHER MATTERS Public Comment: Robert Holt, Third Ward: Mr. Holt stated that he wanted the same budget that was used for funding to be allocated, not what was posted on the website, which he felt was only a summary. He stated that Mr. Holt stated that November 15th the Recreation Board met and a discussion on the Comprehensive Recreation Plany was held. He stated thatt there was a call to Dewberry that was not on the agenda that President Reichart thanked all citizens, Council members and staff for their attendance and he submitted a Right to Know request for same. evening. participation.
