MINUTES OFTHE HANOVER BOROUGH COUNCIL WORKSHOP/ FINANCE & PERSONNEL COMMITTEE MEETING February 21, 2024 Vice-President Kress called the Hanover Borough Council Workshop/Finance & Personnel Committee meeting to order Wednesday evening, February 21, 2024 at 7:45 PM in the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, PA, as advertised. The meeting was delayed due to an Alley Vacation Public Hearing and a Attendance: The following Council Members answered as present: Council Members Mr. Bubb, Mr. Fuentes, Mrs. Funk, Mrs. Greenholt, Mr. Hegberg, Mr. Kress, Mr. Lookenbill, Mr. Reichart, Mr. Roland and Dr. Rupp; Solicitor Shultis; and Mayor The following staff members were in attendance: Assistant Public Works Director Bean, Library Director Baldwin, Secretary Felix, Human Resources Director Hill, Borough Manager Lewis, Planning & Engineering Director Mains, Police Chief Martin and Chief Community Media was present to conduct a video and audio reçording of the meeting scheduled executive session. PUBLIC COMMENT: Isaac Rison.eW.Pamoreseet: Mr. Ristonreferenced the Library Board of Governors Mayor's Appointee item on the agenda this evening, and he asked for clarification of the appointment process for the Library Board of Governors. He asked when was thel best time for Council to receive public comment on the library ini relation to the] June deadline. He asked for the Borough to write a resolution to seek funding from the grant money Vice-President Kress asked Manager Lewis to respond to Mr. Riston on his concerns. Mr. Robert Holt, 513 High Street: Mr. Holt thanked the Council for their vote last month on the Library lease. He stated his support of the Borough getting out of the "library business." He referenced a Zoning Board Hearing that he recently attended, noting that after the meeting conversations were held in which he felt that a citizen was becoming outofcontrol, and that these types of disturbances should be kept in check. He asked for Council to reconsider or have a public referendum on the ballot to address the public available from the state for the Library. drinking problem and to abolish the open container law. Borough Council Workshop/Finance 81 Personnel Committee February 21, 2024 Page 2 Nathaniel Fissel, 311 DeGuy Avenue/Vice President, Library Board of Governors (BOG): Mr. Fissel stated that his respect of thel Mayor in her capacity to appoint 3: members to the Library BOG. He stated that the by-laws of the BOG reflect the separation of that organization from Council. He noted Manager Lewis attends the meetings regularly and any Council member is welcome to attend as well. He feels the appointment of] Mrs. Funk to the Library Board should be tabled until a mutually acceptable candidate is agreed upon by both Council and the BOG. Chairman Kress thanked citizens for their concerns and comments. Solicitor Shultis stated that an executive session was held prior to this meeting from 7:351 PM to 7:451 PMinvolving proposed board appointments under Section 708a (1) of the Sunshine Act. PRESENTATIONS Vice-President Kress stated that the presentation for the Police Department Accreditation will be held at the. Hanover Borough Council meeting on Wednesday, February 28, 2024. Main Street Hanover: Nikki Hoffman, Treasurer of Main Street Hanover and Dan Frey, President, were in attendance. Ms. Hoffman noted that documents were provided to Mrs. Greenholt questioned the operating funds of $64,850 with $58,129 allocated to personnel and benefits. Ms. Hoffman stated that personnel makes up the largest part of their organization, and that this is common with this type of entity. There are very few other expenses. It is the people who are doing the work to make the organization what Ms. Hoffman noted that community contributions increased by outreach to the community, but income was still not as high as expected. One of the biggest events was the Christmas in Hanover event which was very successful. In addition, funds were raised through grants to purchase decorations for the downtown. She thanked the One of the goals of Main Street in the future would be to create and execute communication efforts to enhance the role of Main Street Hanover to constituents tol help them understand the different roles of the Chamber, Main Street and the Borough, and Council prior to this meeting for reference, and she asked for questions. itis. The Main Street organization has 2 employees. Christmas Committee for their help to raise funds for that endeavor. how the three organizations work together. One of the challenges for Main Street is to obtain donations that can be utilized as operational expenses; most donors prefer to contribute Mr. Frey requested that Main Street attend Council meetings each month to report and provide better communications. Mr. Hegberg praised Main Street for the beautiful Christmas decorations this year. Dr. Rupp commented that many people come in from Mr. Hegberg, Mr. Reichart and Dr. Rupp praised the efforts of the Main Street to a specific event, and this presents some difficulty. out of town as well to attend various downtown events. organization and thanked them for their presentation. FINANCE, PERSONNEL AND ADMINISTRATION Community Development Block Grant (CDBG) for Baltimore Street Parking Lot: Public Works Director Grimm described the CDBG grants, noting that these grants allow Borough labor to be used for matching funds. Mr. Grimm noted that he is now seeking CDBG grants for parking lot refurbishments, which was discussed in the past by the Enhancement Committee. The first parking lot would be the Baltimore Street Parking Lot which would include layout and design, new paving, new retaining wall and sidewalk, vegetation, stormwater management and LED: lighting. The amount requested is$175,000, and staff is asking Council for their approval of the resolution to support the Mr. Hegberg pointed out that aesthetics for the downtown have not been decided upon at this point, but we: need to be cognizant of that when choosing amenities. It was moved by Dr. Rupp, seconded by Mrs. Greenholt to move the approval of the Resolution for the CDBGGrant: for the BalimoreSireetParking Lot to the Council agenda grant. for consideration. Motion carried. Green Light Go Grant: This proposed grant would be for the intersection of Eisenhower Drive/Home Depot/Red Lobster. Motion carried. PARKS & RECREATION DCNR Master Planning Grant for Watershed Area: Council welcomed Parks and Recreation Director Matt Purkins tol his new position. The requested grant amount is $165,000, with a 50% match that could be allocated within the 2025 budget. Public meetings and input sessions will be scheduled in the future. Public Works Director Grimm stated that this grant is a component of our parks and recreation plan that was approved at the end of last year. This plan focuses on the 2,400 acres of the watershed area that may be utilized for outdoor: recreation and conservation Itwas moved by Mr. Hegberg, seconded by Dr. Rupp to move the approval of the resolution for the Department of Conservation and Natural Resources (DCNR) Master Planning Grant for the Watershed Area to the Council agenda for consideration. GOVERNANCE & POLICY COMMITTEE Council Retreat: Dr. Rupp noted that the Governance & Policy Committee reviewed the concept for a Council Retreat, and asked Council members to place this item on their calendars for Minutes of the Hanover Borough Council Worksho/Finance 8 Personnel Committee February 21, 2024 Page 6 Saturday, March 23, 2024 from 9:00 AM to 4:00 PM. PUBLIC SAFETY COMMITTEE It was moved by Mrs. Funk, seconded by Mrs. Greenholt to approve the advertisement of an ordinance to impose the following changes along East Chestnut Street: 1. Prohibit parking 2. Removal of yield signs 3. Installation of stop sign a. 109-1131 East Chestnut Street - south side a. On Allewelt Alley when entering east side East Chestnut Street b. On East Walnut Street when entering Grant Drive (no longer exists) On Allewelt Alley at east side of East Chestnut Street Mr. Roland thanked thel Public Works department for placing a stop sign at School Avenue and Middle Street. DEPARTMENT OF PLANNING & ENGINEERING 33 Frederick Street: Mr. Mains outlined project updates for the capitol building project Mr. Mains noted that no action is required on this item, but he reported that a benchmark has been reached, as the end of the design - development process has now been completed. The next phase will be to contract drawings to move the effort forward for the facility sO it can be occupied by the end of this year. Then work can begin on the public safety facility at44 FrederickStreet. Mr. Mains expressed his availability to answer design development plans. any questions. HANOVER ECONOMIC DEVELOPMENT CORPORATIONI (HEDC) Good Field Food Vendor Lease: Mr. JP Lunn was present from HEDC. He noted that one of the core objectives of the HEDC is to promote entrepreneurship and foster new businesses through a business incubator series. They are working with a vendor who wants to move their business to the Hanover area. He requested that a lease be drawn Minutes of the Hanover. It would encompass a 75 x 75 foot pad area for a food vendor in the area of the previous concession stand location at Good Field. Itv was moved by Dr. Rupp, seconded by Mr. Fuentes to approve development of a lease by thel Hanover Economic Development Corporation (HEDC) for a vendor at Good Field Reports of Council Members, Council Committees and Other Public Bodies contingent upon review by Borough Solicitor. Dr. Rupp commended Manager Lewis on the amount of grants on the agenda. Mr. Kress praised the excellent work on the drawings for 33 Frederick Street. Additional Public Comment: None was presented.
