MINUTES OFTHE HANOVER BOROUGH COUNCIL PUBLIC SAFETY COMMITTEE February 6, 2024 at 6:00 PM Chairperson Mr. Fuentes convened the meeting of the Hanover Borough Council Public Safety Committee at 6:00 PM, Tuesday, February 6, 2024 in the Hanover Municipal Attendance: Present were Committee Members Fuentes, Funk, and Greenholt; Staff Members Public Works Supervisor Bean, Secretary Felix, Public Works Director Grimm, Police Chief Martin, Chief Codes Officer Miller and Emergency Management Director Approval of the Minutes: It was moved by Mrs. Funk, seconded by Mrs. Greenholt toapprove thei minutes oft the December 5, 20231 Publics Safety Committee: meeting. Public Comment: Larry Sherfy, 120 Clearview Road: Mr. Sherfy noted that Channel 27 reported that our water system was back to full capacity. The Committee clarified that mandatory water use: restrictions were reduced to voluntary restrictions and are still in effect even though Sheppard Myers Dam is operating at full capacity; Long Dam is not yet operating at full Ordinance Changes: Public Works Director Grimm noted that the following ordinance changes are part of the initiative to reduce. East Chestnut Street to one lane between Public Works Supervisor Bean requested the removal of the allowance of two hour parking in the area of109-113 East Chestnut Street on both sides of the street adjacent the Market House lot. This area would then become prohibited parking, thereby increasing Public Works Supervisor Bean requested that the yield sign on Allewelt Alley when The Hanover Borough Code also lists a yield sign on East Walnut Street when entering Grant Drive, which could be included in the ordinance amendment toi removei it from the Itv was moved by Mrs. Greenholt, seconded by Mrs. Funk to move the above requests for ordinance changes to the Council Workshop agenda to authorize the advertisement of capacity. Meeting February 6, 2024 Page2 McCosh Street & Stock Street Intersection: A petition was submitted by Joan Connor, 201 Stock Street, Hanover, PA for installation of 4-way stop signs at the intersections of McCosh Street and Stock Street, and Eichelberger Street and Stock Street, along with Ms. Connor was present at the meeting and noted the problem of speeding along Stock Street, along with improper site distance at the intersections that have led to several accidents ini the area when tumingontoSluckStre: from McCosh Street and Eichelberger Public Works Director Grimm suggested the enforcement of no parking near intersections and trimming trees to improve the site distance at both intersections. Police Chief Martin noted that PennDOT requires a traffic study for stop intersections. Hej pointed out that PennDOT standards state that stop signs cannot be installed for the purpose of reducing speed. Railroad Street Update: Request for Loading Zone between Broadway and Bank Lane Public Works Director Grimm noted that Fat Bat and the Oak requested an extension of the loading zone along the west side of Railroad Street between Bank Lane and Chief Codes Office! Miller noted that food trucks consistently park along thel loading zone in the summer, without acquiring the necessary permits for the food trucks from the Chief Martin noted that there can be no parking in front of the garage doors. He noted that now that the crosswalks are now installed, there can be no parking within 20 feet of the crosswalks. If the loading zone along Railroad Street would be expanded, it would be strictly enforced for use as a loading zone only. Food trucks would not be allowed to park there. A better solution would bei to request a temporary alley closure for Bank Lane for events when the food trucks would be there eliminating the need for the food trucks (west side) Broadway. Borough. The temporary alley closure would need to be requested prior to any food trucks in Bank Lane. Also the property owner at the corner of Carlisle Street and Bank Lane would need to be contacted for his approval since that property has garage doors bordering on Bank Public Works Director Grimm noted that next month's Public Safety Committee agenda should include a request to advertise an ordinance for no parking and a timed loading Chairman Fuentes stressed the need for Borough staff to inform the business owners of the proposed changes, and to request that they apply to the Borough for temporary alley closures to accommodate food trucks on Bank Lane in the future, rather than parking on Emergency Management Director Jeff Waltman reported that on January 12, 2024 an oil spill occurred in Doss Alley in the vicinity of Revonah Pretzel and some of the oil did flowi into the stormwater system. In a short period of time the Public Works Department and Engineering Director Mains responded to the incident and took measures to contain the spill. Crews utilized the vacuum truck to clean up a significant amount of oil from flowing into thes stormwater system. Mr. Waltman monitored the stream for the next few days and noted there was no oil present. Mr. Waltman thanked the Hanover Borough Chairman Fuentes suggested that this incident along with otherj jobs well done should be recognized on social media sO that the citizens are aware.
