MINUTES OF THE HANOVER BOROUGH COUNCIL HANOVER ENHANCEMENT COMMITTEE MEETING March 13, 2024 Chairman Hegberg convened the meeting of the Hanover Borough Council Enhancement Committee (HEC) on Wednesday, March 13, 2024 at 6:00 PM in the Hanover Municipal Attendance: Hanover Borough Enhancement Committee Members Mrs. Funk, Mr. Hegberg and Mr. Lookenbill; Citizen Advisors Mr. Graham and Mr. Riston; Staff Members Secretary Felix, and Planning & Engineering Director Mains; Main Street Executive Director Trucksess. Building, 44 Frederick Street, Hanover, PA, as advertised. Committee member Dr. Rupp was noti in attendance this evening. Public Comment: None was presented. Approval of the Minutes: It was moved by Mr. Lookenbill, seconded by Funk to approve Hanover Trolley Trail Downtown Connector Study: Mr. Brendan Salyards from the York County Economic Alliance was present to give an update via PowerPoint on the Downtown Connector Study. He noted that Buchart Horn recently completed a feasibility study to evaluate options. He summarized three (3) options for different routes that came out of the study. Chairman Hegberg asked for a copy of the PDF sO the routes can be better viewed, and Mr. Salyards will forward same. Mr. Hegberg asked if East Chestnut Street would be a part of the proposed trail route(s). Mr. Mains stated that initial discussions identified the Market House as Mrs. Funk would like to confirm that key historical and business locations have been identified Mrs. Trucksess noted that two (2) maps are located in the square, which identify key places of interest. The maps include recreational programs, historical wayfinding and local businesses. The eventual goal of the trail connector is to connectHanover with Spring Grove, and toj promote visitors tot the area. Mr. Hegberg added that directional wayfinding signs arel located throughout the Borough, and thanked Main Street for their initiative to acquire the funding to develop and Chairman Hegberg asked Mr. Mains how the proposed trail routes would interact with the streetscape master plan, and Mr. Mains replied that the trail route would be incorporated as a Mr. Riston stated that he was in favor of the Library and Chestnut Street being included in the the minutes of September 13, 2023 as written. In the meantime, the Borough could move forward with smaller improvements to the trail such as clarification of directional Mr. Riston asked when the YCEA would expect Council's decision on the selection of the Streetscape Master Planning: Planning & Engineering Director Mains noted that Dewberry and Delta Development are approaching the completion of their final product for Council review and financial planning. The reconstruction of 33 Frederick Street, 44 Frederick Street and the Doss Alley project will provide a segue to: move forward. Thel larger projectwouldi need tol bel budgeted There was discussion on the theatre property, now owned by the Hanover Economic Development Corporation (HEDC), as no potential investors have come forward, and the building structure continues to deteriorate. This presents an opportunity for potential additional parking for 33 Frederick Street along with restoration of the building frontage to showcase the lot. HEDC has retained an architect to advise on the best alternatives for the property. Mr. Hegberg pointed out that if the effort to create a parking lot moves forward., ADA areas and The Doss Alley project will be addressed through the Community Development Block Grant Mr. Riston asked how many responses the online Streetscape Master Plan Survey generated. Mr. Mains stated there were approximately 700 online responses in addition to many responses Chairman Hegberg suggested that the Market House parking lot should be utilized when the Market is closed.
