Hanover Borough Council Minutes, July 24, 2024 President Reichart convened the public meeting of Hanover Borough Council on Wednesday, 2024 at 7:00 PM in the Hanover Borough Council Chamber, 44 Frederick Street, July 24, Hanover, PA, as advertised. Community Media was present to conduct a video and audio recording of the meeting via Zoom presentation for all citizens to have access. PRELIMINARY MATTERS & OFFICERS' REPORTS President Reichart called ther regular business oft ther meeting to order and asked all those in attendance On roll call the following answered as present: Mr. Bubb, Mr. Fuentes (via Zoom), Mrs. Funk, Mrs. Greenholt, Mr. Hegberg (via Zoom), Mr. Kress, Mr. Lookenbill, Mr. Reichart, Mr. Roland (via Zoom) and Dr. Rupp; Mayor Whitman; Solicitor Shultis; Staff Members Secretary Felix and Borough tor recite the Pledge of Allegiance followed by a moment of silence. Lewis. Public Comment: Manager Mr. Robert Holt,513 High Street: Mr. Holt requested ay public hearing for the 33 Frederick Street project regarding the justification of cost. Mr. Holt requested a comprehensive traffic study of the entire Ms. Grace Mullen, 357 Centennial, Avenue: Ms. Mullen stressed the need for more communication to citizens. She asked for all Council members to have business cards available to hand out. She noted thatr many seniors do not have computers. She requested assistance with voter registration for seniors. Ms. Sandy Moul: Ms. Moul referenced thel library and various issues. She referenced vandalism at Elm Avenue Park. She stated she wanted to make the library whole again, and spoke in favor of the mural. President Reichart noted that there was a request from a Council member to remove Item 6.d. for a separate vote. Item 6.d. involves approval of a resolution to allow alcohol use and sales at Moul Field Itwas moved by Dr. Rupp, seconded byl Mr. Kress to approve thet following items ont the consent agenda community. Approve four-year contract with Hyper-Reach in the amount of $9,450.00 annual cost h. G&S Foods, Blettner Avenue: i. Approve Matthew Waltersdorff's request to pursue classes toward his Master's Degree in Criminal Justice for periodic reimbursement according to Resolution Accept offer from Kaplin/Stewart to grant extension for Home City Ice Subdivision #1222 Plan Extensions: Plan until September 23, 2024. Motion carried. Itv was moved by Dr. Rupp, seconded by Mr. Fuentes to approve Item 6.d. of the consent Resolution 14141 to allow alcohol use and sales on Moul Field fori thei following approved special agenda, events: Mrs. Funk stated her opposition to holding an event that involves alcohol use and sales in aj Chili Cookoff, September 1, 2024 ii. Snack Town Fall Fest, September 14, 2024 that ensued. public park has been designated for children's play areas. A discussion among Council members and staff Police Chief Martin noted that over they years, overall, there have been very fewi issues with the events, and that the police routinely patrol the area. REPORTS OF THE STANDING COMMITTEES Mrs. Funk and Mr. Bubb voted in opposition to the motion. Motion carried. Council Workshop/Finance & Personnel Committee - Mr. Kress It was moved by Mr. Kress, seconded by Dr. Rupp to approve a grant application in the amount of $2,000 for a mural to be placed in the children's program room at Guthrie Memorial Library. Motion Itv was moved by Mr. Kress, seconded by Mrs. Funk to authorize the advertisement of an ordinance to carried. amend the current rental registration ordinance. Motion carried. Enhancement Committee - Mr. Hegberg Itwas moved by Mr. Hegberg, seconded by Mr. Kress to award, including issuance of Notice to Proceed, a contract for the "Green Core Improvements - Doss Alley" Project, in the amount of $189,060.00 to Shiloh Paving and Excavating, funded by a York County Community Development Block Grant, contingent on a satisfactory review by the Solicitor and Engineer. Motion carried. Public Safety Committee - Mr. Fuentes Itv was moved by Mr. Fuentes, seconded by Mr. Kress to authorize the advertisement of an ordinance delegating authority to the Secretary of Transportation, Commonwealth of Pennsylvania, Department of Transportation, to acquire right-of-way, as may be required, for and on behalf of the Borough of Hanover, for the construction of the Kindig Lane and High Street Temporary Traffic Signals. Motion carried. Department of Water Resources - Mr. Reichart Itv was moved by Mr. Reichart, seconded by Mr. Kress to authorize the advertisement of an ordinance amending Ordinance No. 2057 to revise and replace the Drought Contingency Plan, as referenced in Chapter 355, Article lof the Hanover Borough Code. Motion carried. Mr. Reichart asked for any highlights from the reports that were submitted. MANAGEMENT & OFFICIALS REPORTS There were none. Hanover Borough Council Minutes, July 24, 2024, Page 3 OTHER MATTERS President Reichert stated that he would like to recognize Public Works Director Grimm and the entire Public Works Department for their dedication, noting that they worked long hours without complaint President Reichart noted the proposed special Council meeting on Tuesday, August 6, 2024 at 5:00 PM. Mr. Reichart asked all who have notr responded to the call for a quorum to contact Secretary Felix. President Reichart asked Council members to please try to attend the National Night Out event beginning at 6:00 PM at Emory H. Markle Middle School on Tuesday August 6th following the special during the recent storm. Council meeting. Public Comment: Robert Holt, 513 High Street: Mr. Holt criticized the signage for the boat rentals at Long Arm Dam. He asked for the signs to be removed.
