MINUTES OFTHE HANOVER BOROUGH COUNCIL WATER & SEWER COMMITTEE May 14, 2024 at 6:00 PM Chairman Reichart convened the meeting of the Hanover Borough Council Water & Sewer Committee on Tuesday, May 14, 2024 at 6:05 PM, in the Hanover Municipal Attendance: In attendance were Water and Sewer Committee Members Mr. Bubb, Mr. Kress, and Mr. Reichart; Staff Members Utilities Business Manager Brinson, Secretary Felix and Manager Lewis; Engineer/VP Mehaffey and Engineer Hess from Gannett Building, 44 Frederick Street, Hanover, PA, as advertised. Fleming. Public Comment: None was presented. Approval of the Minutes: It was moved by Mr. Kress, seconded by Mr. Bubb to approve Water Supply Safe Yield Study: Mr. Mehaffey from Gannett Fleming noted that our major facilities for the water system have been updated and are in good working order. Tonight's presentation will be a safe yield study. Mr. Mehaffey gave an overview of the water system and how the water flows from the dams to the filter plant and through the distribution system. A: safe yield model has been developed and is now: in place, and can Hanover's water supply sources include Sheppard-Myers and Long Arm Reservoirs that Ms. Hess demonstrated the use of the safe yield model by presenting several different scenarios and historical data for comparison purposes, including drought events. Ms. Hess noted that the safe yield model includes 100 years of water system data, to: make projections for the drought contingency plan and to calculate the amount of water that can be withdrawn from resources over time while still meeting the demand of the The current average demand of the water filtration plant is 4.8 million gallons/day (MGD). The filter plant is permitted to treat a flow capacity of11.6 MGD. Minimum releases (pass-by) to the streams are dictated by thel Pennsylvania Department of Environmental Protection (PA DEP) and are built into the safe yield model to insure the stability of the aquatic habitat. Clear Lake holds 60 MG of water; approximately 80% of the volume is not currently available to be used. The installation of a pump station would allow for the total depth of Clear Lake to be used if necessary, Mr. Reichart asked for data as to how much water was utilized during the Miller Chemical fire to help to calculate future projections for a severe fire. Mr. Reichart requested that planning for a severe fire should be a part of the hydraulic/safe yield Ms. Hess evaluated current triggers for Stage 1/2/3 warning issuance for the drought contingency plan. She recommended seasonal timing of triggers for drought stages in Mr. Mehaffey noted that Public Utility Commission (PUC) asks for reports of non- revenue water. The: reduction ofi non-revenue water is a major priority. Water main lining Mr. Reichart asked if Gannett Fleming has linked the cost differences between use of Slagle Run water and non-Slagle Run water. Mr. Mehaffey stated the initial difference is the cost of power at the pump station. Because the water is untreated, there is no cost there, only pumping costs.
