HANOVER BOROUGH SHADE TREE COMMISSION MINUTES February 5, 2024 Chairman Rohrbaugh convened the meeting of the Hanover Borough Shade Tree Commission at 9:00 AM Monday morning, February 5, 2024 in the Hanover Municipal Attendance: In attendance were Shade Tree Commission members Rohrbaugh and Weaver; staff members Secretary Felix, Public Works Director Grimm and Parks & Recreation Director Purkins. Mrs. West was unable to attend. Kelly Rebert from Hanover Approval of the Minutes: It was moved by Ms. Rohrbaugh, seconded by Mr. Weaver Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Auto Team and Stacy Gautsch from Met-Ed were also present. to approve the minutes of January 8, 2023. Motion carried. Public Comment: Tom Leib, 245 Diller Road: Mr. Leib was present and stated his concern regarding his 4 street trees. He wanted to know if there were any plans for tree work or removal. Chairman Rohrbaugh explained that there were no plans for any work regarding the trees Chairman Rohrbaugh thanked Mr. Leib for his attendance and concerns and Mr. Leib ini front of his property at this time. exited the meeting. Planning of Arbor Day 2024: The Hanover Garden Club confirmed that Arbor Day will be held on Wednesday, April 24, 2024 at 10:15 AM, in the Children's Room 3rd Floor, Guthrie Memorial Library, 2 Library Place, Hanover, PA. The Garden Club would like to donate one flowering tree, and asked Ms. Kelly Rebert, Hanover Auto Team was present and stated that their company would like to donate the cost of 4 trees to be planted by our Public Works Department in coordination with the Arbor Day celebrations. She asked for recommendations on planting areas. Hanover Auto Team would like to plan a photo shoot with the Mayor, Shade Tree Commission and staff at the planting areas immediately after the Arbor Day Celebration. Ms. Stacy Gautch, Met-Ed Forester was present and noted that she is checking to see if other municipalities in her jurisdiction are in need of trees before committing to Hanover, and she will get back to the Commission. She plans on attending the Arbor Day Chairman Rohrbaugh asked for a press release prior to Arbor Day with tree facts to go A discussion ensued on the proposed location for the Garden Club's flowering tree. the Shade Tree Commission for a possible location for planting. Minutes of the Hanover Borough Shade Tree Commission February 5, 2024 Page 2 Public Works Director Grimm reported that he is currently reviewing the bare root tree planting grant for a group of trees to serve as a picnic grove at Moul Field near Grant Drive, and he will submit an application with the assistance of Orsi Lazar and Bartlett Tree Experts. Ms. Lazar also contacted Public Works Director Grimm on a grant for a tree Public Works Director Grimm noted that a tractor trailer struck a limb at the Texas Lunch in the first block of Carlisle Street, and the tree needs to be removed. The truck had insurance sO the Borough will be reimbursed. This is a possible planting location for a Public Works Director Grimm reported that 68 stumps were removed last week with a rented stump grinder utilizing public works labor. There are 30 to 40 stumps remaining Public' Works Directgor Grimm requested a press release toi inform the public oft the stump Mr. Leyes reported that the tree identification tags for the Arboretum should be placed in the near future. The Shade Tree Commission reviewed various areas downtown for the Arbor Day plantings, and recommended an area on the east side of the 200 block of Baltimore Street.
