PUBLICCOMMENT Sandy Moul, General Delivery: Ms. Moul thanked the Borough for giving attention to the Elm Avenue Playground rgandingrsemtvandalsm. She thanked the Friends of thel Library for their recent book sale over the weekend. She questioned the Borough's recent administrative involvement in the Bare Center. She praised the library staff for their RobertHolt 513 High Street: Mr. Holtasked what the executive session was about, and' Vice- President Kress responded that will be addressed shortly. He questioned the cost of renovations for 33 Frederick Street. He asked for the budget tol bej posted on the website after iti is passed in December. He questioned the progress of the Library Development Director dedication. since her hire one year ago. ACKNOWIEDGEMENT OF EXECUTIVE SESSION Solicitor Shultis stated that an executive session was held Wednesday, August 21, 2024 prior to this meeting from 6:30 PM to 7:13 PM involving the following items under Sections 708a (1), (2), (4) and (5) of the Sunshine Act: Bond financing, union updates, legal and personnel updates and privileged matters involving recent litigation. Minutes of the Hanover Borough Council Workshop/Finance & Personnel Committee August 21, 2024 Page2 PRESENTATION Mr. Shelton distributed copies of the 2023 Annual Audit Report to Council members. He noted that the financial results were accurate, and the audit will be posted on the website. The Borough'srating was maintained at AA3. Overall, the audit results were very positive. Finance Director Shelton provided a copy of his Executive Summary of the 2025 proposed budget along with the 2024 budget calendar. Mr. Shelton noted that the overall goal is to Mr. Shelton reviewed the projected revenue and expenses for governmental funds, noting that the expected 2025 deficiti is $192,000 versus thej projected 2024 deficit which was $867,000. Overall, 2025 revenues are expected to remain relatively flat over 2024 projected revenues and the overall reserves will: remain strong primarily from bond/bank debt borrowings. The consolidated revenues are projected for $1.725 million profit in 2025 for all proprietary funds. The increase in year end reserves provides a cushion to support future capital expenditures Mr. Shelton reminded all that the Budget Workshop will be held on September 24, 2024 in thel Hanover Borough Council Chambers from 9:00. Nextsteps are for Council to approve the advertisement of the budget for public display at the November 26, 2024 Council meeting, with final budget approval occurring at the December 23, 2024 Council Dr. Rupp asked how the capital reservei is calculated. Rental Registration Fee: Itwas moved by Mr. Hegberg, seconded by Mrs. Funk toi move the approval of theannual residential rental registration fee of $35.00 as listed in the proposed Miscellaneous Fee Mr. Fuentes stated that he was under impression that there was enough manpower available for the rental registration initiative, and asked why there was a change to hire Chief Codes Officer Miller noted that more rental units are. found on a daily basis, and thec call volume continues toincrease. The May call volume was 400 calls. This trend: seems to climb each month. Mr. Miller stated that he made this change sO that the program can bel handled efficiently. Mr. Hegberg asked why the proposal is to operate in the negative in 2025. The developer of this last portion of the area generally west of North Beaver Street and north of West Gay Avenue is Statewide Partners, based in Harrisburg with multiple properties through York County and Central PA. Planning for Trucks in Your Community York Freight County Summit a Miavting 00O Over the last decade, Pennsylvania has become a hub for many warehousing and distribution centers due to overall population growth in the state and surrounding region, the shift in e-commerce and a demand for faster delivery. Pennsylvania is a transportation gateway for the Mid-Atlantic because of the existing interstate network, land availability, resources, and the close proximity of major metropolitan areas. This change is leaving some Pennsylvania communities caught off-guard and dealing with issues related to truck traffic. Previous zoning ordinances did not anticipate the effects truck traffic and concentrated industrial development would have on the roads and environment. Roads are damaged, and communities complain about the trucks on local roads. Furthermore, trucks are facing challenges when carrying goods through Pennsylvania, causing traffic issues on major interstates and local roads. Even the needs for staging and parking trucks have become issues of concern. SEEMORE York County is Updating the Open Space and Trails Component of the York County Comprehensive Plan An important part of this process is public participation. The community is encouraged to complete a short survey to share thoughts on parkland, open space, land protection, farmland preservation and trail development. Youare welcome to share this widely within your networks! The York County Open Space Grant Program is Now Accepting Applications Itis that time again! S CICTLETO OP Open to all York County municipalities, the York County Parks, and non-profit 501c organizations, this grant funding can be used to purchase land for parks or to protect natural resources. Since the program started in 2020, over 1,050 acres in ten municipalities have been acquired in part by this County funding. Demonstrating the need for publicly accessible open space at every scale, the funded projects range in area from 370 acres in Franklin Township (the York County portion of Camp Tuckahoe acquired by the Central PA Conservancy in 2022) to 0.97 acres (acquired by Glen Rock Borough to expand the area of Kreb's Park). York County Open Space funding has contributed to the purchase large properties of natural lands along the Susquehanna River, the continuation of the Hanover Trolley Trail, and to the expansion of municipal parkland. The maximum annual grant award is $150,000 per year with a $300,000 project cap. A 50% match is required. Funding is also available for open space-related planning initiatives. York County municipalities can apply for grants to conduct planning projects like master site plans, feasibility studies, open space and recreation plans, and other related studies. There is also the opportunity to use this grant funding to update local plans and ordinances to address the County Comprehensive Plan's open space, land protection, sensitive natural features, and agricultural protection-related goals and objectives. The maximum grant award is $25,000 and a 50% match is required. Multi-municipal applications will receive special funding considerations. The Marcellus Shale Legacy Funds grant program is also accepting applications. This funding is made available through Act 13 of2012 which provides for the distribution of unconventional gas well impact fees to counties, municipalities and commonwealth agencies. In York County, park and open space improvements are priorities of this funding York County municipalities, County agencies, non-profit 501c organizations, and school districts are eligible applicants. Projects supported by Marcellus Shale Legacy funds are located throughout the County and the scope of this funding is wide-reaching. Marcellus Shale Legacy Funds have contributed to the construction of a community garden, the refurbishment of picnic pavilions, stream stabilization, the purchase of playground equipment, masonry and concrete restoration, improvements to municipal parks, construction of pickleball courts, installation of an ADA-compliant canoe/kayak launch, construction of walking trails and impervious surface conversion. The maximum annual grant award is $40,000, with a $60,000 project cap. There is currently no match requirement.
