MINUTES OFTHE HANOVER BOROUGH COUNCIL PUBLIC SAFETY COMMITTEE March 5, 2024 at 6:00 PM Chairperson Mr. Fuentes convened the meeting of the Hanover Borough Council Public Safety Committee at 6:00 PM, Tuesday, March 5, 2024 in thel Hanover Municipal Building, Attendance: Present were Committee Members Fuentes, Funk, and Greenholt; Mayor Whitman; Staff Members Public Works Supervisor Bean, Secretary Felix, Public Works Director Grimm, Manager Lewis, Police Chief Martin and Chief Codes Officer Miller. Road: Mr. Sherfy asked about the proposed relocation of the cannon in the lobby, and suggested that the cannon be spiked so no projectiles could be Robert Holt, 513 High Street: Mr. Holt stated that the Kindig Lane traffic light should be a broad discussion to make sure it is properly vetted before approval. He asked for a comprehensive Borough-wide traffic study before this item moves forward. fired. Railroad Street Loading/Unloading Zone: Itv was moved by Mrs. Funk, seconded by Mrs. Greenholt to direct the Public Works Department to install proper signage to clarify the location of the existing loading zone on Railroad Street between Bank Lane and Broadway including signage to enforce the 20 Mayor Whitman: initiated a discussion regarding a request from the Oak for allowance of evening parking in theloading zone. Public Works Director Grimm confirmed. Mr. Bean elaborated thata 4-way stop will bei installed initially at Fame. Avenue and Moul Avenue for traffic safety reasons. Public Works Director Grimm stated that this effort is in preparation for the upcoming intersection improvements at Eisenhower Drive and 219/221 York Street: Review of request to restrict parking in the adjacent and rear alleyways. There is also a problem with cars parking in front of the garages, and he is concerned about the safety of children. Chairman Fuentes asked Chief Martin to monitor the area for safety of children after Kindig Lane & High Street: Approve letter of support for temporary traffic signal Public Works Director Grimm noted that the ongoing problem of vehicles turning from Kindig Lane onto High Street was brought to light due to the construction of a new Utz building on Kindig Lane. Mrs. Greenholt asked if Utz requested the temporary signal and if they would be contributing to the costs. But as to Mr. Holt's request for a Borough-wide overall traffic study, he noted that the effort would be very expensive and time consuming. Mr. Grimm further noted that PennDOT has given the Borough the availability to do specific intersection traffic studies as necessary, and these efforts are facilitated by the Police Chief. Mr. Fuentes asked for updates regarding the Railroad crossing at Middle Street.
