MINUTES OF THE May 15, 2024 HANOVER BOROUGH COUNCIL WORKSHOP/ FINANCE & PERSONNEL COMMITTEE MEETING President Reichart called the Hanover Borough Council Workshop/Finance & Personnel Committee meeting to order Wednesday evening, May 15, 2024 at 7:00 PM in the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, PA, as advertised. Attendance: The following Council Members answered as present: Council Members Mr. Bubb, Mr. Fuentes, Mrs. Funk, Mr. Hegberg, Mr. Lookenbill, Mr. Reichart and Dr. Rupp; Solicitor Shultis; and Mayor Whitman. PRESENTATION -] MAIN STREET - HANOVER Mr. Frey was present regarding Main Street Hanover's monthly report which was provided in the attachments for the meeting. Mr. Frey added that the flower baskets were recently hung in the downtown, and Main Street is currently interviewing for an executive director. INTERVIEWS FOR APPOINTMENTS TO BOARDS & COMMISSIONS Zoning Hearing Board: Interviews were conducted by Council members for (1) (alternate) appointment to fulfill an unexpired term ending 12/31/25 for the following citizens in attendance: Gerald Funke Shane Henderson Itv was moved by Mrs. Funk to move the appointment of Shane Henderson as Alternate Member toi thel Hanover Borough Zoning] Hearing Board to fulfill an unexpired term until 12/31/25, to the Council agenda for consideration. Recreation Board: Interviews were conducted by Council members for (1)appointment to the Hanover Borough Recreation Board to fulfill an unexpired term ending 12/31/26 for the following citizens in attendance: Shane Henderson Gen Huston Itwas moved by Dr. Rupp, seconded by Mrs. Funk to move the appointment of Gen Huston to the Hanover Borough Recreation Board to fulfill an unexpired term until 12/31/26, tot the Council agenda for consideration. The motion failed with three (3) Council members voting in favor of the motion and four (4) Council members voting in opposition to the motion. Itv was moved by Mr. Fuentes, seconded by Mr. Hegberg to move the appointment of Shane Henderson to thel Hanover Borough Recreation Board to fulfill an unexpired term until 12/31/26, to the Council agenda for consideration. Motion carried. Replacement Mower: Public Works Director Grimm asked Council to approve the replacement of two: mowers with one 2024 Hustler Zero-Turn mower at a cost $14,438. Mr. Grimm noted that he was able to obtain a hook lift truck that was previously budgeted at substantial cost savings of $17,872, due to an out-of-business sale. Proceeds from the auction will not need to be utilized to fund the purchase of thei new mower, since the savings from thel hook lift truck will fully cover the cost of the new mower. Motion carried. DEPARTMENT OFWATER RESOURCES Stonewicke Residential Development: Mr. Mains asked for Council to conditionally approve the offer to accept the dedication of the water system. There are punch list items that need tol be finalized, but the development has been substantially completed. Mrs. Funk asked what items need to be verified yet. Mr. Mains explained that things like straightening shut off valves and leak detection are typically things that are verified before signing off.
