MINUTES OF THE HANOVER BOROUGH GOVERNANCE & POLICY COMMITTEE MEETING July 8, 2024 Chairperson Dr. Rupp convened the meeting of the Hanover Borough Council Governance & Policy Committee meeting on Monday, July 8, 2024, at 6:00pm in the Hanover Municipal Attendance: In attendance were Committee members Mrs. Greenholt, Mr. Roland, and Dr. Rupp; Council members present were Mr. Lookenbill and President Reichart; staff members present were Human Resources Director Hill, Payroll Administrator Mallette and Manager Lewis. Approval oft the Minutes: It was moved by Mr. Roland, seconded by Mrs. Greenholt to approve Building, 44 Frederick Street, Hanover, PA, as advertised. the minutes of May 6, 2024, as written. Motion carried. Public Comment: None was presented. Borough of] Hanover Employee Handbook: Huaman Resources Director Hill provided a revised version of the Employee Handbook with proposed changes in red. The committee discussed and was in: favor of the proposed revisions for the need for performance reviews and goals for all employees including union and non-union staff members. Other revisions were discussed on chain of command and personal relationships of employees. Dr. Rupp thanked Human Resources Director Hill for her attention to these topics and looks forward to further revisions as we move forward. Clarification of] Public Comment: The committee discussed the need for an opening public comment regarding only agenda items and a second public comment at the close of the meeting for all other comments. The public comment agenda items should have a clear explanation beside the public comment agenda item. It ist the responsibility of the Chair to enforce the three-minute comment period and to keep the President Reichart emphasized the need for all new council committee chairpersons to have clear meeting on topic. All committee meetings should adhere to the same model. guidelines to facilitate a meeting. Training may be necessary. The committee discussed potential changes to the structure of future meetings. Public Comment: meetings. Robert Holt, 513 High Street: Mr. Holt suggested that Council members should have more engagement with the public outside of Council meetings and discouraged the use of video Adjournment: It was moved by Mr. Roland, seconded by Mrs. Greenholt to adjourn the meeting at 6:54pm.
