HANOVER BOROUGH SHADE TREE COMMISSION MINUTES January 8, 2024 Chairman Rohrbaugh convened the meeting of the Hanover Borough Shade Tree Commission at 9:00 AM Monday morning, January 8, 2024 in the Hanover Municipal Building, 44 Frederick Attendance: In attendance were Shade Tree Commission members Rohrbaugh, Weaver and West; staff members Admin. Asst. to Finance Director Berrier, Secretary Felix and Public Works Secretary Felix introduced Ms. Berrier to the Shade Tree Commission. She is currently involved Approval of the Minutes: It was moved by Mr. Weaver, seconded by Mrs. West to approve the Street, Hanover, Pennsylvania, as advertised. Director Grimm. ing grant writing and learning background with Secretary Felix. minutes of November 6, 2023. Motion carried. Public Comment: None was presented. Tree Removal Public Hearings: It was moved by Mrs. West, seconded by Mr. Weaver to forward the following tree removal approved at the meetings of September 11, 2023 and October 2, 2023 pending a public hearing at today's meeting, to the Public Works Department for implementation, noting that there were no citizens present in opposition to the removals: 1329 East Walnut Street- - 1 dying tree Motion carried. Proposed Tree Dedication Program: Secretary Felix presented an updated draft application and resolution for the proposed tree dedication program for review. The change was reflected to read, . estimated costs provided at the time of application, as opposed to charging a flat rate, due to the anticipated fluctuation of the cost for the bronze plaque and the cost of the tree(s). Itwas moved by Mr. Weaver, seconded by Mrs. West to forward the resolution and application for the proposed tree dedication program to the Council Workshop agenda for consideration. Motion carried. There was only one permit application to be considered: Mr. Jeff Rebért, 280 Grant Drive requested that the Public Works Department plant four (4) Kwanzan cherry trees in front of his property in the spring of 2024. Several trees and stumps were recently removed. Mr. Rebert indicated that he would pay for the cost oft the Kwanzan cherry The Shade Tree Commission agreed unanimously to approve the request of Mr. Rebert for Spring trees. 2024 planting. Additional Public Comment: Bare Root Grant: Ms. Lazar sent an email about a TreePennsylvania (a non-profit DCNR partner) grant that opens on January 8 with preliminary application due January 15. The program provides 151 foot bare root trees twice a year; but initially, new applicants may be able to receive 15 trees Minutes of the Hanover Borough Shade Tree Commission January 8, 2024 Page 2 per year. Mrs. Rohrbaugh asked if the bare root trees should be placed in "test" areas. Mr. Weaver noted that bare root trees would need to be watered more frequently than burlapped and bagged trees. Public Works Director Grimm will follow up with Ms. Lazar on the grant opportunity Mr. Grimm noted that a possible areai to place the bare root trees would be a picnic grove at Moul Field near the entrance to the rail trail. He will follow up on the grant opportunity with Ms. Lazar. Mr. Grimm noted that Wirt Park improvements are being finalized, but will require installation of fencing. There is a pending tree donation by a private citizen which can be planted in Wirt Park after the fencing is installed. Ms. Rohrbaugh thanked all for their attendance today.
