Hanover Borough Council Minutes, February 28, 2024 President Reichart convened the public meeting of Hanover Borough Council on Monday, February 28, Community Media was present to conduct a video and audio recording of the meeting via Zoom 2024 at 7:00 PM in the Hanover Borough Council Chamber, 44 Frederick Street, advertised. Hanover, PA, as presentation for all citizens to have access. Solicitor Shultis acknowledged that an executive session was held prior to this meeting from 6:30 PM to7:00 PMi involving the following items under Section 708a (4) and (5) oft the Sunshine Act for tor recite the Pledge of Allegiance followed by a moment of silence. Mr. Fuentes was noti in attendance this evening. discussions with Borough Solicitor: Proposed. Alley Vacation both Borough and the HEDC. Potential Conflict of Interest with HEDC with potential land lease since the solicitor represents PRESENTATION - Police Department Accreditation Mr. John Adams, Accreditation Program Coordinator, was present from the Pennsylvania Chiefs of Police Association (PCPA), and thanked Borough Council for their support for this presentation in public. Mr. Adams spoke briefly about the process for accreditation of police departments. In 2001 an accreditation process was developed in the State of Pennsylvania. This means that this police department complies with the 370 best practices in law enforcement with policies in place addressing same. As self-assessment is completed annually to confirm compliance, and every 3 must be undertaken again and reassessed. When aj police department is accredited, years itr means process that the police department gets sued less, and if sued, there is more leniency. Having an accredited department makes ite easier to obtain funding from the Department of. Justice. Mr. Adams presented the certificate of accreditation from the PA Chiefs of Police Accreditation to Chief President Reichart thanked Mr. Adams for his presentation and congratulated the Police the police Martin, Lt. Bunty and Detective Campo. on their hard work to achieve accreditation. Department PRELIMINARY MATTERS & OFFICERS' REPORTS Public Comment: Robert Holt, 513 High Street: Mr. Holt referenced the Pennsylvania Keystone grant for the library building which is designated for HVAC repairs. He asked how Council can afford to keep funding the library. A proposed employee weapons policy was discussed at prior meetings, and he would like to see more discussion on that. Our new Magisterial District Judge Michael Gessner Local organizations in attendance were Hanover Area Council of Churches, New Hope Ministries, Life Path Ministries, Guthrie Memorial Library, Jeff Waltman, Emergency Management Coordinator, Valley Forge Restoration Center and several other agencies. The main topics were Code Blue facilities and other available resources for homeless people in the Hanover area with the goal of these agencies communicating and working Council Woman Carol Greenholt, Borough Manager Lewis and IV welcomed Dawg Gone Bees Apiary & Meadery to thes square downtown. Section 2: Limits of Liability. An insurance company, association or exchange making payment of policy proceeds under this Ordinance for delinquent structural removal liens or removal expenses incurred by the Borough of Hanover shall have taxes or benefit ofs such paymenti including all rights ofs subrogation and of assignment. Section 4: Construction. This Ordinance shall be liberally construed to accomplish its deter the commission of arson and related crimes, to discourage the abandonment of property purpose and to Section 5: Notification of Pennsylvania Department of Community and Development. The Secretary of the Borough of shall transmit a certified copy of this Economic Ordinance promptly to the Pennsylvania Department of Community and Economic Development and/or Section 6: Enforcement and Penalty.
