MEETING NOTES OF THE HANOVER BOROUGH PUBLIC WORKS & FACILITIES COMMITTEE April 10, 2024 at 6:00 PM Chairman Roland convened the meeting of the Hanover Borough Public Works & Facilities Committee at 6:00 PM, Wednesday, April 10, 2024 at the Hanover Municipal In attendance were Committee members Fuentes and Roland; Council member Kress; Staff Members Secretary Felix, Public Works Director Grimm, Manager Lewis, Planning & Engineering Director Mains; Scott Loercher from Buchart-Horn and District Justice Michael Gessner. Committee member Mr. Hegberg was not in attendance. Approval of the Minutes: It was moved by Mr. Fuentes, seconded by Mr. Roland to approve the minutes of November 8, 2023 as written. Motion carried. Buchart Horn Mini Study Update: Mr. Loercher provided a Space Planning Study for review by the Committee in regard to the' Tanger Building and High Street Sites. Planning & Engineering Director Mains summarized the background of the purchase of the 33 Frederick Street property for administrative offices and the effort for the The goals shifted from new construction of a combination public works and water resource campus on Cougar Drive and ai new administrative facility atl North Street when Buchart Horn was contracted for studies that assess the existing properties at the current North Street Public Works facility and the Water Resources facility at the Tanger property. The reason for this effort was to be prepared for future grants for the Mr. Lorcher noted that the current North Street facility would not be conducive to alterations or improvements to the existing facilities. Mr. Loercher displayed an aerial view of the property and rendering plan for a proposed rebuild of the Public Works facility. Although the adjacent property, the Railside Restaurant is currently for sale, it may not be advisable toj purchase at this time due to the price and odd shape of thel lot. The Water Distribution Department, Infiltration & Inflow (I&1) Department and the Meter Department currently occupy the existing facility. Mr. Mains clarified that there could be potential future uses of the excess space of thel building which Mr. Loarcher stated that the June 2022 feasibility study noted there is 89,000 SF at the The approximate cost: for ai new North Street Public Works Facility would be $8.8million. The approximate cost for improvements at the existing Tanger Building would be $5.3 million with the intent to keep the basic structure and maximize utilization of the extra space. This property would continue to house the Water Distribution Department, I&I Crew and Water Meter Department, along with excess Public Works Departmentstorage. Mr. Mains pointed out that although there is currently no sense of urgency to move forward with these projects, although it is important to have the discussion sO that when funds become available the Borough would have a general idea of what is needed to Public Works Director Grimm noted that thel Borough would still own the Cougar Drive property which is currently used for other storage needs such as clean fill. He pointed out the importance of having an area to house clean fill due to the costs involved to haul Mr. Loercher added that the recycling yard would need to be relocated due to lack of Mr. Mains noted thati if Cougar Drive site improvements are pursued, al larger water line would be necessary. He further noted that Cougar Drive is no longer an access road for this property, and South Jefferson! Street is now the only ingress and egress available. The width of this street would need to be increased to accommodate trucks, and easements could generate cash flow. DEP Grant Opportunity: Public Works Director Grimm noted that staff recently applied for a recycling grant fora roll-off truck and cardboard dumpsters for a total cost of $74,760 with only a 10% match, which would be an ask for the 20251 budget. There is a pre-application meeting in the near future, and he wanted to inform the committee of the availability of grant funds. Mr. Grimm noted that net revenue has increased to $650,000 for garbage-collection.
