HANOVER BOROUGH SHADE TREE COMMISSION MINUTES May 6, 2024 Chairman Rohrbaugh convened the meeting of the Hanover Borough Shade Tree Commission at 9:00 AM Monday morning, May 6, 2024 in the Hanover Municipal Building, Attendance: In attendance were Shade Tree Commission members Rohrbaugh and Weaver; staff members Secretary Felix, Public Works Director Grimm and Parks & Recreation Director Purkins; Matt Leyes from Barlett Tree Experts and State Forester Matt Approval of the Minutes: It was moved by Mr. Weaver seconded by Ms. Rohrbaugh to Champion Trees: Mr. Leyes noted that the Turkey Oak in Myers Arboretum is the largest of its species in the state and the Swamp White Oak is probably a close second. 44 Frederick Street, Hanover, Pennsylvania, as advertised. Parks and Recreation Director Report: Parks & Recreation Director Purkins reported on the following: Boat Rentals were approved at the Long Arm Dam with Susquehanna Outfitters. Logo signs have been approved by the Recreation Board. Tree Removal Public Hearings: Itwas moved by Mr. Weaver, seconded by Mrs. Rohrbaugh to approve the following tree removals that were recommended for removal at the April 1, 2024 Shade Tree Commission meeting, and were properly advertised for a public hearing for removal by the Public Works Department: 477 Clearview Road - Request for removal/Public Works 118 Fifth Street - Request for removal/Public Works 139 Grant Drive at DeGuy Avenue Park - Request for Removal/Public Works 280 Grant Drive Locust tree off DeGuy Ave - Request for Removal/Public Works 937 East Walnut Street - Request for Removal/Public Works The above trees will be plaçed on the work schedule for removal by the Public Works Department. 511 East Walnut Street was removed from the list, as the address does not exist. Motion carried. Bartlett Tree Experts Report: Mr. Leyes reported on the following: Requests for esommendatonfreatment options: 944 East Walnut Street - Property owner does not want tree removed at 1028 Broadway - Recommended for removal by Public Works Dept. 139 Carlisle Street - Recommended for removal by Public Works Dept. this time. Mr. Leyes will monitor soil to prevent beech leaf disease. Public Works Director Report: Public Works Director Grimm reported the following: All spring plantings were completed, except 857 Broadway. The property owner originally asked for. Japanese lilacs, but that species was currently unavailable. The 3h honey locusts that were designated for 857 Broadway were planted at the proposed picnic grove area at the Moul Avenue Recreational Complex. 19 Brandy Court, Colleen Foreman: The property owner reported that she was unsatisfied with the black gum tree that was planted. She requested a maple tree. The Commission noted that maple trees are currently not being planted due to disease. Matt Leyes agreed to contact Ms. Foreman and explain. AN Norway Spruce donated by the Garden Club last was planted on Hollywood Circle. The planting was delayed from last year due to dry weather. Permit Applications to be ratified since last meeting: 136 Carlisle Street - Public Works planted one Okame Cherry tree donated by the Council of Churches. Chairperson Rohrbaugh thanked all for their attendance today, and the Shade Tree Commission members left the building to check the following trees in the field: Broadway at Sheppard's 500 Block - Approved request for Public Works to 569 Broadway Approved request for Public Works to remove dying tree and plant replacement tree, pending public hearing June 3, 2024. 602 McCosh Street - Approved Request for property to pay for cost of one 649 Broadway - Approved request for Public Works to remove tree due to prune trees and remove suckers. black gum tree if Public Works will plant. sewer backups and end of lifespan. State Forester Matt Kern recommended the increased planting of native species trees verses non-native species. Additional Public Comment: None was presented.
