MINUTES OFTHE March 20, 2024 HANOVER BOROUGH COUNCIL WORKSHOP/ FINANCE & PERSONNEL COMMITTEE MEETING Vice-President Kress called the Hanover Borough Council Workshop/Finance & Personnel Committee meeting to order Wednesday evening, March 20, 2024 at 7:05) PM: in the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, PA, as advertised. Attendance: The following Council Members answered as present: Council Members Mr. Bubb, Mr. Fuentes, Mrs. Funk, Mrs. Greenholt, Mr. Hegberg, Mr. Kress, Mr. Lookenbill, Mr. Reichartand Dr. Rupp; Solicitor Shultis; and Mayor Whitman. Absent were Council Member The following staff members were in attendance: Library Director Baldwin, Public Works Supervisor Bean, Secretary Felix, Human Resources Director Hill, Borough Manager Lewis, Planning & Engineering Director Mains, PoliceChiefl Martin, ChiefCodel EnforcementOficer Community Media was present to conduct a video and audio recording of the meeting via Roland and Junior Council Members Huston and Persaud. PUBLIC COMMENT: Robert Holt, 513 High Street: Mr. Holt requested a Borough wide traffic study. Henoted that he recently submitted 2 right to know requests, one for the employee weapons policy and Iennifer Caron, Eckert Seamans Cherin & Mellott, LLC: Ms. Caron reported she was present online, in conjunction with the presentation from PFM Financial Advisors LLC and PNC another for a list of the Library Board of Governors information. Capital Markets in regard to the bond issue. Chairman Kress thanked the citizens for their concerns and comments. Acknowledgement of Executive Session: Solicitor Shultis stated that an executive session was held prior to this meeting from 6:30 PM to 7:05 PM involving a police grievance, proposed alley vacation, and Guthrie Memorial Library update as per Sections 708a (1), (4) and (5) of the Sunshine Act. PRESENTATIONS Bond Debt Ordinance: Mr. John Frey, PFM Financial Advisors LLC and' Tim Care with PNC Capital Markets, Bond Underwriter were physically present; and Jennifer Caron, Bond Counsel with Eckart Seamans was present online. The total proposed bond amount will be $13.2 million for the Public Safety & Administration Complex along with a $5.5 million Redevelopment The bond market interest rates are below historic averages, sO iti is a favorable time for this endeavor. Eisenhower Drive & Broadway Intersection: Mr. Chris Caba, Senior Transportation Planner, York County Planning Commission (YCPC) and Mr. Drew Dallum from Johnson, Mirmiran and Thomson (JMT) Engineering, York, PA were present. Mr. Caba hosted a PowerPoint presentation on options and recommendations for the improvements to the intersection at Eisenhower Drive and Broadway. Copies of the PowerPoint presentation were distributed to Council members for their review. Mr. Caba reviewed the background and findings from the traffic study for the intersection. Mr. Caba reviewed the pros and cons along with estimated costs for the following Alternative: 1-1 Dual northbound left turn lanes (from Broadway left onto Eisenhower Drive). Alternativel 1B-1 Includes Alternativel with dual northbound left turn lanes (from Broadway leftonto Eisenhower Drive) with added westbound through lane and right turn lanes coming Alternative 2 - 2 lane roundabout, which is the most operationally efficient option but has Alternative 3 - Quadrant intersection includes another route from Broadway to the commercial driveway opposite George Street and Eisenhower Drive through two additional traffic lights. This plan is also high cost and was found to actually reduce safety. Mr. Kress asked ift thel large planned: residential developmentnorth of thei intersection in Penn Township was taken into consideration, and Mr. Caba answered affirmatively. Mr. Caba Hei reviewed the safety data and the number of crashes. alternatives: from Moulstown Road. the highest cost and highest impact. reviewed the following alternatives for Flickinger Road: Minutes of the Hanover Borough Council Workshop/Fimance & Personnel Committee March 20, 2024 Page3 Flickinger Road Sub-Alternative A - Cul-de sac. Flickinger Road Sub-Alternative B - North of Arise Church cul-de-sac. and diverts traffic to alleyway which connects to George Street. stated the recommendation would be Alternative 1B. Flickinger Road Sub-Alternative C - Eliminates Flickinger Road intersection at Broadway Mr. Caba reviewed the summary ofi impacts for thel Eisenhower & Broadway Intersectionand Mr. Hegberg suggested that with the final recommendation of Alternative 1B, that Flickinger Road Alternative Cs should also bei integrated into the project. Mr. Caba noted thatin further review with PennDOT, the Flickinger Road intersection will be discussed, and agreed with Mrs. Greenholt asked if southbound traffic would be addressed. Mr. Caba stated that the extension of the right turn lane would be integrated into Alternative 1B to alleviate some of Thei improvements are tentatively set for 2027 if the project is approved and moved forward Mayor Whitman asked how the decision will be finalized. Mr. Caba stated that the final decision will be made by the York Area Metropolitan Planning Organization (YAMPO) Board which consists of the YCPC, PennDOT and local municipalities, noting that Hanover Mr. glgsncommemalation the delay with southbound traffic. to the PennDOT Traffic Improvement Program (TIP). has a seat on this Board. Rental Registration Survey Results: Dr. Tom Lepson, Lepson Research Group was present and hosted al PowerPoint presentation for the rental registration and inspection survey results. Copies of the results were provided for Council members for their review, and the results were placed on the Borough's website. Dr. Lepson stated that the sample size was 609 surveys and 537 were accepted. He summarized the demographics of the survey life cycles, etc. 4 groups were surveyed including renters/tenants; rental property owners; homeowners; and property managers. Dr. Lepson noted that 82.9% of the citizens who completed the survey were supportive of the program, and the results indicated sustaining support throughout the survey. Concerns included the cost of the program if property owners passed the costs along to their tenants or an increase in taxes due to the program. There were also concerns of potential violation Anticipated positive results of implementing the program included the correction of of privacy. unaddressed safety concerns and prevention of ongoing violations. FINANCE, PERSONNEL AND ADMINISTRATION PA Broadband Development Authority: Mr. Mains reviewed the grant opportunity for the Library for broadband access, utilizing COVID-19 ARPA Capital Projects funding through the Pennsylvania Broadband Development. Authority that would require noi matching funds. It was moved by Mrs. Greenholt, seconded by Dr. Rupp to move the approval of the proposed resolution for grant submission for Guthrie Memorial Library Improvements/Public Broadband Access to the Council agenda for consideration. Minutes of the Hanover Borough Council Workshop/Finance & Personnel Committee March 20, 2024 Page5 AFSCME Blue Contract: Human Resource Director Hill requested that Council approve a side letter agreement for sick leave accumulation for the AFSCME Blue labor contract. The agreement states that employees that currently have over 1,440 hours of sick leave may continue to earn and use their accrued sick leave throughout their employment; however, payout at the end of employment will be limited to the terms of the collective bargaining Itwas moved by Dr. Rupp, seconded by Mrs. Grenholttomove' the approval of the. AFSCME Blue side letter agreement for sick leave to the Council agenda for consideration. Motion Pension Plan Revisions: Human Resource Director Hill explained that there will be a resolution for each of the three pension plans to adopt a five-year asset smoothing method for the January 1, 2023 valuation for the Borough of Hanover Employee Pension Plan, Borough of Hanover Police Pension Plan and the Borough of Hanover Fire Drivers Pension Plan for approval by Hanover Borough Council. An ordinance advertisement is also requested to amend the multiplier used for pension calculations of non-union and non- uniformed employees hired on or after July 1, 2014, who are actively employed on or after July 1, 2024, aligning those employees with other participants of the Borough of Hanover Mrs. Greenholtasked aboutsmoothing: gandmarketvalue. Ms. Hill explained that the amount that we will pay is spread out over 5 years, instead of dealing with the presumed volatility oft the market. It is easier to impose the smoothing from a budgeting standpoint. It was moved by Mrs. Funk, seconded by Mrs. Greenholt to move the approval of the resolutions for proposed revisions to the Pension Plans as recommended by the actuary, and advertisement of an ordinance to amend the multiplier used for pension calculations of non- union and non-uniformed employees to the Council agenda for consideration. PUBLIC SAFETY Advertisement of Proposed Traffic Ordinances: It was moved by Mrs. Funk, seconded by Mr. Reichart to move the advertisement of an ordinance to switch stop control at Moul Avenue to Fame Avenue and eliminate the stop sign at the dead end of East Walnut Street onto Fame Avenue to the Council agenda for consideration. Motion carried. Eagle Avenue Parking Restriction: It was moved by Mrs. Funk, seconded by Mr. Hegberg tor move the advertisement for a parking restriction on Eagle Avenue to the rear of 221 York Street to the Council agenda for consideration. Motion carried. Minutes ofthel Hanover Borough Council Workshop/Finance 8 Personnel Committee March 20, 2024 Page6 Kindig Lane & High Street Intersection: Mr. Mains stated that this intersection has been problematic for quite some time and whati is bringing it to light tnow is thatUtzi is expanding their facilities on Kindig Lane. There has been conversation with Utz and Conewago Township about improving the intersection. The reason for the temporary traffic light is to try. to improve the intersection until future improvements come about, or until it can be readdressed at a future date. PennDOT will provide the traffic light and cost sharing is planned with the Borough and Utz for maintenance of the temporary signal. Dr. Rupp asked who will evaluate the study for the intersection. Planning & Engineering Director Mains stated PennDOT and Utz would monitor the intersection, as well as the Itwas moved by Mrs. Funk, seconded by Mr. Hegberg toi move the approval oft the placement ofa temporary traffic signal at the intersection of Eisenhower Drive and Kindig Lane to the Pennsylvania Commission on Crime and Delinquency Justice Assistance Grant (PCCD IAG) Grant Submission: Chief Martin stated no matching funds are required for the grant to replace the 8 year old body cameras. PARKS AND RECREATION YMCA Summer Playground Agreements: It was moved by Dr. Rupp, seconded by Mr. Reichart to move the approval of the YMCA summer playground agreements to the Council agenda for consideration.
