MINUTES OF THE April17,2024 HANOVER BOROUGH COUNCIL WORKSHOP) FINANCE & PERSONNEL COMMITTEE MEETING Vice-President Kress called the Hanover Borough Council Workshop/Finance & Personnel Committee meeting to order Wednesday evening, April 17, 2024 at 7:00 PM: in the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, PA, as advertised. Attendance: The following Council Members answered as present: Council Members Mr. Bubb, Mr. Fuentes, Mrs. Funk, Mrs. Greenholt, Mr. Hegberg, Mr. Kress, Mr. Lookenbill, Mr. Reichart and Mr. Roland; Solicitor Shultis; and Mayor Whitman. Absent were Council The following staff members were in attendance: Police Lt. Bunty, Secretary Felix, Public Works Director Grimm, Human Resources Director Hill, Borough Manager Lewis, Planning & Engineering Director Mains, Police Chief Martin, Chief Code Enforcement Officer Miller, Community Media was present to conduct a video and audio recording of the meeting via Member Rupp and Junior Council Members Huston and Persaud. Parks & Recreation Director Purkins and Finance Director Shelton. Zoom presentation for all citizens to have access. PUBLIC COMMENT: Attorney Arthur Becker, Ir., 529 Carlisle Street: Mr. Becker stated that he represents many citizens who oppose the rental registration and inspection ordinance. He asked about potential costs and logistics for the program. He criticized the rental registration and Isaac Riston, 36 W. Hanover Street: Mr. Riston offered various contacts who could offer assistance with the Borough's efforts on implementation of the rental registration and inspection ordinance. He referenced the Consumer Guide to Tenant and Landlord Rights published by thel Pennsylvania Office of the Attorney General, and stated his support for the inspection survey and its results. proposed ordinance. Accept Report of Monthly Investments I Hanover Diamond Sports - Myers Ballfield Field Use Agreements Motion carried. FINANCE, PERSONNEL AND ADMINISTRATION United Steelworkers Contract: Itwas moved by Mrs. Funk, seconded by Mr. Fuentes to move the approval of the collective bargaining agreement for the United Steelworkers for the years 2024-2026 to the Council agenda for consideration. Motion carried. 33 & 44 Frederick Street Capital Building Projects: It was moved by Mrs. Greenholt, seconded by Mr. Hegberg to move the acknowledgement of the solicitation of bids as a single prime contract for the capital building projects for the Borough's Public Administration Facility at 33 Frederick Street and the Public Safety Complex at 44 Frederick Street without separation of trades, as provided in Section 1405 of the Pennsyluania Borough Code, to the Council agenda for consideration. Motion carried. PLANNING COMMISSION YWCA Preliminary/Final Land Development Plan: Itv was moved by Mr. Hegberg, seconded by Mr. Reichart to move the acceptance of the offer of Hanover Land Services to grant an extension until August 7,2024 for plan approval of the YWCA Project No. 9843-23 to the Council agenda for consideration. Motion carried. Cherry Tree V Sewer Module: Planning & Engineering Director Mains noted that a sewage facilities planning module: is an acknowledgement to the State that we are following our own comprehensive plan for sewage. Motion carried. Cherry Tree VI Preliminary Land Development Plan Approval: Mr. Mains noted that the developer and engineer are present, and he asked them to come Mr. Trey Elrod, Gordon L. Brown & Assoc., project engineer, explained that the plan is fora 126 garden apartment complex located at the end of Cherry Tree Lane and at the end of Ash Drive situated on 11.6 acres in the R-5 zone. A special exception from zoning was approved for the use. Thej plan has been vetted through the Planning Commission, engineering review, and all other applicable entities. Ash Drive and Cherry Tree Lane were originally extended, but were later removed from the plan. The plan was submitted to Met-Ed and to the York County Rail Trail Authority for their review and all comments have been addressed. Mrs. Funk asked about anticipated water retention and proximity to the: rail trail. Mr. Hegberg elaborated that the plan has gone through third party engineering review. He commended the engineers for the project and Myers Development on their response to providing revisions for the project, noting that the process worked as it should. The site was redesigned with] Planning Commission input. WestSide Railroad Street south of Bank Lane toward Broadway: Manager Lewis confirmed when asked by Mrs. Funk that both motions refer tol loading zones Itwas moved by Mrs. Funk, seconded by Mr. Roland to approve the advertisement of an ordinance stipulating a 20 minute time limit in the loading zone that begins 50 feet south of and not short term parking. Bank Lane for a 65 foot loading zone. Motion carried. 108 East Chestnut Street, East Side Railroad Street at Greer's Restaurant: Itwas moved by Mr. Roland, seconded by Mrs. Funk to approve the advertisement of an ordinance for a loading zone with 20 minute time limit on the east side of Railroad Street adjacent Greer'srestaurant, Motion carried. Motion carried. PARKS AND RECREATION KyaCameAom-Gaaine Aquatic Rentals: Mrs. Funk asked for more information. Parks and Recreation Director Purkins noted that Susquehanna Outfitters will provide staff on site who will place the vessels in the water for patrons. All of the vessels will be human powered. Not trolling motors will be used. Itwas moved by Mrs. Funk, seconded by Mr. Reicharttomove the approval of the agreement with Susquehanna Outfitters for syak/anoe/mongasaline aquatic rentals at Long Arm Dam and Sheppard-Myers Dam to the Council agenda for consideration. PUBLIC WORKS & FACILITIES Recycling Ordinance Revision: Itv was moved by Mr. Roland, seconded by Mr. Fuentes to move the approval of the advertisement of an ordinance to add additional wording to the recycling ordinance to include high-grade office paper to the Council agenda for consideration. Motion carried. Council Committee Reports Mr. Fuentes requested that if a motion is made from a committee to forward an item to the Council Workshop agenda, that the public could have access to those minutes from the committee that forwarded the item, prior to the Council Workshop meeting. Public Works Director Grimm noted that there is a grant opportunity for a roll-off and cardboard dumpsters from PA DEP (not an action item), and that is the reason that he asked for an update to the recycling ordinance in Item 10. There was some wording missing in the original ordinance regarding recycling of paper. This wording was required in order to comply with the grant conditions. Total cost during budget time would be almost $240,000 for these items, but with the grant award the Borough would only be required to pay approximately $38,699 for the truck and 3 containers. This would be a 2025 budgeti titem. When asked by Mrs. Funk, Public Works Director Grimm replied that when the truck is no longer used, itwill got to auction, with proceeds going to the General Fund. The current truck is no longer road worthy; iti is being utilized at the transfer station yard. Additional Public Comment: None was presented. Mayor Whitman noted that a man contacted her from Hannover, Germany who is cycling from Key West to Canada. Her willl bei inl Hanover tomorrow to visit and will make a few stops at local businesses. He is raising money for various cancer charities. Mayor Whitman will forward his schedule to Council members if anyone would like to participate.
