HANOVER BOROUGH SHADE TREE COMMISSION MINUTES August 5, 2024 Chairman Rohrbaugh convened the meeting of the Hanover Borough Shade Tree Commission at 9:05 AM Monday morning, August 5, 2024 in the Hanover Municipal Building, Attendance: In attendance were Shade Tree Commission members Rohrbaugh and Weaver; staff members Secretary Felix, Public Works Director Grimm, Parks and Recreation Director Purkins. Shade Tree Commission Member West was not in attendance. Approval of the Minutes: It was moved by Mr. Weaver, seconded by Ms. Rohrbaugh to 44 Frederick Street, Hanover, Pennsylvania, as advertised. approve the minutes of. June 3, 2024. Motion carried. Public Comment: None was presented. Recreation Director Report: Parks and Recreation Director Mr. Purkins noted that July was Parks and Recreation month, and a scavenger hunt was held during the month with prizes to promote the Borough's Recreation Program. The program was successful. Public Works Director Report: Public Works Director Grimm reported that the following trees were removed due to damage in the storm of. July 15, 2024: 139 Carlisle Street (Arcadian Club) - (1) Sycamore tree Park Avenue & Carlisle Street - (1) Chestnut tree Gail Street & High Street at Wirt Park - (1) Maple tree 245 Diller Road & Queen Street - (1) Maple tree 227 % York Street - (1) Pear tree 115 Fourth Street - (1) Beech tree 118 Fifth Street - (1) Pear tree 1049 Keith Drive - (1) Pear tree Attlesburger/Git. Park - (1) Walnut tree needs to be removed 177-181 Moul Avenue - (2) Pear trees (homeowner requests new trees) Moul Park at upper field near Ridge Avenue - (1) Cherry Public' Works Director Grimm noted that the property owners of 115 and 117 Fourth Street submitted claims for payment of their insurance deductibles. These claims are routinely not covered by the Borough's insurance because they are considered an Act of God. Tree Removal Public Hearings: The following tree removals were recommended for public hearings for removal at the June 3, 2024 Shade Tree Commission meeting, however both trees came down in the recent storm and had to be removed due to the emergency: Correspondence will be handled through the insurance companies. 139 Carlisle Street 181 Moul Avenue Because the trees came down in the recent storms, no public hearing was necessary. Minutes of the Hanover Borough Shade Tree Commission August 5, 2024 Page 2 Itv was moved by Mr. Weaver, seconded by Ms. Rohrbaugh to ratify the following permit applications completed prior to today's meeting: 223 Broadway - Large branches removed by Public Works Dept. 453 Carlisle Street - Branches trimmed away from street by Public Works 116 West Alm Avenue Insured private contractor removed trees Dept overhanging right of way Motion carried. The Commission and staff discussed routine recommendations for sidewalk repair around trees located in the grassplot areas which involve cutting roots excessively to accommodate proper sidewalk grade. The conversation spawned from two (2) large trees which fell in the recent storm that caused excessive damage. Public Works Director Grimm noted that two (2) very large trees that fell in the storm had no anchor roots underneath the street or sidewalk. Iftree roots are removed prior to street paving, as well as removed for sidewalk repair, it adversely affects the tree's stability. Removal of larger trees that are uplifting sidewalks may need to be reconsidered instead of allowing the trees to remain. The Commission discussed the possibility of discontinuing the recommendation of the excessive cutting of roots to accommodate sidewalk grade. Request for tree planting at Wirt Park near 10 commandments monument: Public Works Director Grimm stated that staff can now move forward to accommodate the planting request of an oak tree in Wirt Park since the playground upgrades are now completed.
