HANOVER BOROUGH SHADE TREE COMMISSION MINUTES March 4, 2024 Chairman Rohrbaugh convened the meeting of the Hanover Borough Shade Tree Commission at 9:00 AM Monday morning, March 4, 2024 in the Hanover Municipal Attendance: In attendance were Shade Tree Commission members Rohrbaugh, Weaver and' West; staff members Secretary Felix, Public Works Krentler and Parks & Recreation Director Purkins; Matt Leyes, Bartlett Tree Experts; and Kelly Rebert from Approval of the Minutes: It was moved by Mrs. West, seconded by Mr. Weaver to Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Hanover Auto Team. approve the minutes of February 5, 2023. Motion carried. Public Comment: None was presented. Planning of Arbor Day 2024: Arbor Day 2024 will be held on Wednesday, April 24, 2024 at 10:15. AM, Children's Room The Commission and those present reviewed locations for the tree planting for Arbor Day donated by the Garden Club. It was agreed to plant one Okame Cherry tree on the outer perimeter of Hollywood Circle. The Public Works Department will plant the tree prior to Arbor Day and will invoice the Garden Club fori the cost of the tree. The Commission liked the idea of utilizing the outer perimeter of Hollywood Circle for future plantings since Ms. Kelly Rebert was present from Hanover Auto Team to review species and locations for planting 4 trees for Arbor Day. The Commission and Mr. Krentler agreed on areas along York Street, tentatively 222, 238, 240 and 520 York Street. The approximate cost would be $250 per tree or roughly $1,000.00. Hanover Auto Team will fund the cost ofi the trees, to be planted by the Public Works Department. There will be a photo shoot with Hanover Auto Team and Mayor Whitman on site at the planting area following the Arbor The Commission noted that 2 trees across from Trinity Church were trimmed badly, and no permit was acquired. Staff will send a letter to the property owner informing of the proper pruning techniques and the requirement of obtaining a permit for the work. Mr. Krentler reported that Public Works Director Grimm is working on the grant for bare root trees for a picnic grove are at Moul Field. Mr. Leyes from Bartlett Tree Experts submitted a soil study from this area to determine the correct species to be planted. Tree Removal Public Hearings: It was moved by Mrs. West, seconded by Mr. Weaver to forward the following tree removal approved at the meeting of February 5, 2024 pending a public hearing at today's meeting, to the Public Works Department for implementation, noting that there were no citizens present in opposition to the removal: 2rd Floor, Guthrie Memorial Library, 2 Library Place. several trees have been removed from that area. Public Works Tree Work: Mr. Krentler submitted an updated list of tree work to the Commission; noting that the majority of stumps have been removed, and that Public Works has completed the majority of the requests for tree removals and pruning. Mr. Krentler asked for the Shade Tree Commission to review the following trees for removal at their April meeting: 477 Clearview Road 937 East Walnut Street = red maple 118 Fifth Street (pear) 511 West Hanover Street 280 Grant Drive - locust right off corner of DeGuy Avenue Liberty Trees: Secretary Felix reported that the Anniversary Committee is researching how to obtain a "Liberty Tree" for planting in coordination with the July 4, 2026 Independence Day Celebration. Secretary Felix will follow up fort the Champion Trees: Matt Leyes is in the process of being certified to identify Champion Trees. Champion trees are the largest and some of the oldest living specimens of their 944 East Walnut Street: Mr. Leyes will work with Mr. Krentler to evaluate the red maple tree at 944 East Walnut Street when the foliage appears to review what treatment may be necessary to save the tree.
