CLEARFIELD BOROUGH BOROUGH COUNCIL MEETING MINUTES MAY21, 2020 Clearfield Borough Council met in regular session on' Thursday, May 21,2020, at 6:001 PMi in Council Chambers at the Clearfield Borough Building. Lew Duttry called the meeting to order. Lew] Duttry held a moment ofsilence, COUNCILMEMBERS PRESENT: Lewis Duttry, Stephanie Errigo, Jiml Kling, Steve Harmic, Scott Ortasic, ABSENT: Robbie Tubbs, Fire Chief Justin Worley, Mayor Schell, Borough Secretary Betsy) Houser OTHERS PRESENT: Solicitor Chip) Bell,, Chief Vincent McGinnis Borough Operations Manager Leslie Stott, which was followed byt the Pledge of Allegiance. MOTION was madel by Jim) Kling and seconded by Stephanie Errigo. MOTION Carried. COMMUNICATIONS: Letters received from property owners on Linden. Les included letters from! Robert & Ann Rubly, property owners at 700 and' 7061 Linden Street and Charles Ricotta. They feel the old 3rd St.] RRI bed has not been disposed of. Chip explained when they abandoned ther rail road up third street, the Borough had appraised every piece of property in essence to eachj property, there was aj public auction, and every piece was sold to his knowledge. He will check on it. The person who got the deed should offiled the record, ifthey didn't, there is no record oft them being the owner. Les said this al lot for Chip tol look at. This will be tabled for now. But for two years this has been an ongoing dispute withi in the neighbor hood. Larryl has al lot ont thisi issue as well. Jim Kling said he saidi it was: subdivided, thej property was put up for bid. The was a dispute by Andy Ross, he Les said there is a possibility once as survey is finished that is going on, there may be some questions answered. She said Chip will work on this, it will taket time with the pannademic, some offices are closed right now. Les wanted Council tol be aware ofthis. recalls. Hes said there are maps out there. Roofhasl been repaired. The camera system is installed, up andi running. Chiefalso added thel Police Dept. is very much aware of the issue onl Linden Street. The roof has been completed. There is ai twenty year manufacture warrantyt to it. She submitted al USDA, grant tol loan, a 551 to 45, for thel Policel Department for radio's. Some funds were pulled back duet to thej pandemic but there is additional funding, and we are tol know in August. The Tour to Susquehanna, bike race in September is still moving forward. They are looking to change the route. Under Public Safety, our officers havel been using their own cell phones, wei need to get our ownj phones for them. She has requested smart phones, and asked Verizon to review aj public safety price range that willl help us out cost wise. Also, she asks for at tablet for Todd tol handle the PA1 1 Calls. She wants to check with) First Net as well. Thej parking tenants are back on schedule. And we will work with her on that. Under recycling, our recycling has been hit hard. People from all areas are using our recycling. there are different sites that has been closed. People must follow the rules. We do not takel household garbage. Ifthe system is abused Wea are getting phone calls on using thej playgrounds. The Borough paid for signs. They are: missing. Jim looked ati it, he can see water patterns on thes street. He passed pictures around. Lew said he walked up there, after al heavy rain, the rain goes pass the drains it seems. Thej problem withs starting them up is the events willl have more than 25 people to attend. She askedi ifit could be relocated to Lower Witmer Park. There is more space. She said our community is desperate for something to do. She hopes we move to green at this time. This band scheduled is very well known. Jim Kling suggested poda areas could be made with chairs. Les said therei is still a Governors order, andi ifit goes green or stays yellow, we need to follow. Ifwe do nott turn green, Lew Duttry does not believe its should happen. Stevel Harmic agrees.
