COUNCIL CHAMBERS 12002 HWY. 6, SANTA FE, TEXAS MINUTES The meeting was called to order at 5:37 p.m. by Chairperson Rebecca Martinez. Presentation and approval of minutes: 3/11/2024 Special Meeting, 3/18/2024 Regular Meeting, 4/8/2024 Motion by Board Member Fulmer to approve thel Minutes of the March 11, 2024, Special Meeting, March 18, 2024, Regular Meeting, and the April8 8, 2024, Special Meeting, seconded by Associate Chairperson Murello. June event to be held by the The Board continued discussion of a possible summer kick-off event to be held in June, agreeing tentatively on a Movie Night at Joe A. Tambrella Park on Saturday, June 29, 2024, with an Old Smokey Cook-off. Due to various time limitations, including the June Pocket Market being held at that park from 10:00 a.m.-2 2:00 p.m., the Old Smokey contestants possibly needing a six-to-nine-hour window for the competition, and the movie The Board agreed to continue discussion at the next meeting in order for Community Services Director Georgia Carmack to have time to gather more information about Old Smokey requirements and movie choices. Community Services Director Georgia Carmack recommended postponing discussion regarding fundraising opportunities for future park developments until the next Regular Meeting, since the Movie Night in the Park was B. Consideration and possible action: Participation of the Park: and Recreation Board at The Pocket Market Pocket Market Music Fest Founder Evelyn Hayes announced that she has narrowed down the potential dates of the festival to either September 21, 2024, or September 28, 2024, citing the need for additional funding to confirm Inr response to Mrs. Hayes' question of potential funding from the Park and Recreation Board, Community Services Director Georgia Carmack responded that there may be a conflict since taxpayer funds would be expended for an event whose beneficiary is an entity other than the City. Mrs. Hayes mentioned att the previous Park and Recreation Board meeting held on April 8, 2024, that the Pocket Market Music Fest had chosen The Sunshine Center in Brian Hayes, also a representative of the Pocket Market Music Fest, asked if the funding would be available if the beneficiary is changed to a Santa Fe nonprofit. Mrs. Hayes asked if making the Park and Recreation Board a beneficiary of the sales of wristbands for the Kid Zone would satisfy the Board's and City's requirements. Ms. Carmack stated that any fundraising that happens on the Park andl Recreation Board's behalf would go toward the Mrs. Hayes also asked if charging admission and bypassing the Park and Recreation Board's involvement would be an option, adding that thati is a suboptimal avenue because she would like this tol be ai free event to the public. Mrs. Hayes stated that she normally uses the 501(c/(3) status of the charity that is the beneficiary of the Pocket Market Music Fest to be able to purchase event items and apply tax deductions, but with the Park and Recreation Board not being ar nonprofit, she would not be able to use its tax-exempt status to coordinate the event. Ms. Carmack concluded by letting Mr. and Mrs. Hayes know that they will have the opportunity to present their requests to the City Council at its May 23, 2024, meeting, to determine what rules their requests would need to Community Services Director Georgia Carmack about building a skate park in Santa Fe.
