Main Street, Thorndale, Texas at 5:30 p.m. Present- Mayor - George Galbreath Jr. Mayor Pro Tem - Steven Zuehlke Council -Michael Becker, Wayne Green, Jared Melde Employees-R Raymond Miller Jr., Stacy trwin, Jeremy Hoskins 1. 2. 3. Call to Order Mayor Galbreath called the meeting to order at! 5:30 p.m. The Pledge of Allegiance was led by Mayor Galbreath. Pledge of Allegiance Citizens Public Comments No Comments. Presentations (b) Information provided by Stephen Encino with AOKA Engineering on Building Mr. Encino reported he currently works with Rockdale and Cameron on permitting and inspections. AOKA's proposal on building inspections is to maintain certificates and licenses, provide necessary information, perform inspections, maintain records and submit to the city, assist in prosecuting violations and provide a virtual inspection process. Other services offered on an as needed basis are Building Plan Review, Fire Protection Review and Inspection, Civil Plan Review and Inspection and Health Services. Permits, Building Inspection and Plan Reviews. MAYOR MOVED TO CONSENT, AGENDA. 5. Consent Agenda a) Approval of Minutes b) Approval of Bills c) Financial Statements Report d) Tax Report e) Police Report f) City Administrator Report Councilman Zuehlke made the motion to approve items on the consent agenda. Motion wass seconded by Councilman Becker and carried, 5-0. REGULAR AGENDA ITEMS 6. Discussion and update on the City Water Supply Project and Water Meter Administrator Milleri informed the council with the increase of water and sewer rates the Texas Water Development Board suggest the city hold some public meetings to explain the impact of increases in rates. The TWDB felt the public meetings were necessary before going forward. In regards to the Water Meter Replacement Project, there were 37 endpoints that were not working properly. The system had some issues with transferring the information to the city's billing software, sO hopefully at the end of May the bills will be able to be processed. City Clerk Pickett is currently working with the MAYOR GALBREATH MOVED TO ITEM #A UNDER PRESENTATIONS, AND RESUMED (a) Court Appointed Special Advocates (CASA) from Milam County on services and Rachel Owens with CASA of Milam County informed the council that when a child abuse and/or neglect cases come through Judge Whitmire's court he appoints one of CASA advocates to support that child. These advocates are volunteers who gather information from everyone involved in the child's daily life and then report back to the Judge in Discussion and possible action to approve Resolution #24-06 regarding the annual With no changes or concerns, Councilman Zuehlke made the motion to approve resolution #24-06. Motion was seconded by Councilman Green and carried, 5-0. Discussion and possible action to approve proposed development of apartments on Administrator Miller stated the developer at this time is proposing 10, 4-plex apartment buildings with 8 parking spaces per building. This would be a private development in which the city would not be responsible for the drive access into the property, however the concern is TCEQ and the city water situation.
